Federal Funding for Seniors in Nursing Homes
David V. Hunter states it is important for State and Federal Legislators to be aware the major “insurance” plan for nursing home care and other long-term services and supports, by default, is Medicaid. Medicare covers relatively little of this kind of care and few seniors have private, long-term care insurance, which covers less than 5 percent of the cost of current services.

WALLINGFORD, Conn— Victoria Kozar, like many students, met one of her best friends while in college.
The now 23-year-old, who attended Quinnipiac University in Connecticut, says she and Beth lived in the same building and spent hours talking about everything from boyfriends to baking.
Her other friends are usually surprised when they find out that Beth Eichelman is 91 years old.
“I don’t refer to her as like, my elderly friend Beth,” she said. “She’s not like another grandma. She’s just one of the girls.”
Kozar, of New Milford, was among the first students to participate in Quinnipiac’s Students-In-Residence Program, which had her live during her senior year in 2016-17, at Masonicare at Ashlar Village, a retirement community in Wallingford.
Intergenerational learning isn’t new. There are dozens of programs across the nation that have opened assisted living facilities on campus or given senior citizens access to college classrooms. But only a few, such as Quinnipiac, actually have the generations live together.
The idea of the program is to tear down generational stereotypes, combat ageism and introduce students to possibility of careers working with the elderly.
On Friday, Ashlar Village welcomed Cathleen Dacey, a law student.
Dacey has her own apartment there and will provide at least eight hours of service each week in exchange for housing.
“I’m really interested in elder law and I find that the best way to help those people is to be with them to listen to them,” said Dacey, 23. “So I’m hopeful that this year, I’ll learn about their lives, but also how to help them.”
Kozar, who is applying to medical schools, said the program helped steer her toward a career in geriatrics. She helped run a jewelry making club and baking class at the center. Residents would ask her for help with computer tablets and technology.
“It’s nice to have someone come in who’s young, who is vibrant, who smiles, who talks to us,” said 85-year-old resident Clarisse Miessau,
who wore a Quinnipiac University T-shirt Friday to welcome Dacey.
“That’s what they have done for us.”
Kozar said she and the other students get just as much, if not more, from the program through living history lessons. Several of the women at the center, she said, had distinguished careers — in science and medicine — breaking down barriers that she is now able to walk through. All of them, she said, are happy to share their stories and expertise.
“This place was more full of life than many of my college classrooms,” she said. “My other friends wanted to spend more time there than anywhere else.”
The experience inspired her to start an organization, “Old Friends and New,” which brought other Quinnipiac students to the center.
John Morgan, a university spokesman, said is becoming clear throughout the higher education community that the elderly are an untapped resource. He said the next step may be to have a Masonciare resident live in a university dorm.
In Ohio, students from the Cleveland Institute of Music, have been living at the Judson Manor retirement home since 2010.
Kristina Kuprevicius, the center’s director of marketing, said the arrangement provides a built-in audience for the students and welcome interaction with the younger generation for the seniors.
“Between the two generations, there is a lot of comradery that starts to build, because as one resident told me, ‘We don’t have baggage with each other,'” she said. “Students can ask residents about certain issues and how they should react to their parents, and the seniors are kept up to date by the students.”
Kozar said the students have learned that the elderly aren’t necessarily frail and the older residents have learned that Millennials aren’t necessarily self-absorbed, she said.
J.P. Venoit, the chief executive of Masonicare, said when they became involved in the Quinnipiac program, he assumed the students would come in, do their required work with the elderly and spend the rest of the time in their rooms studying.
“That hasn’t been the case,” he said. “They aren’t going through the motions. The have become fully engaged. That has been the interesting part. It’s turned out to be something much better, much more than we thought it would be.”

Health Inspections Every year, the government assigns inspectors to conduct a formal review of hospice facilities for regulatory purposes to meet the mandates outlined for Medicare and Medicaid, this aims to measure and improve the safety of residents across providers. Facilities may also be inspected when complaints are submitted or based on a reported incident. When noncompliance is identified, the facility is served a citation that indicates which regulation that was identified, along with the severity of the incident. hospice facilities are subsequently required to execute a program of resolution in order to meet compliance. Some scenarios require enforcement actions to be applied, such as a civil monetary penalty or withholding of payment(s), to incentivize resolution in a timely manner.Penalties Facilities are applied 2 types of penalties due to non-compliance / accumulation of incidents. Civil penalties are monetary fines that may be applied to a facility based on citations / infractions identified during a review. The severity of a penalty is defined primarily by the size and frequency of the infraction.Quality of Residence Care There are 3 types of resident care ratings, but for this exercise, we primarily focused on the overall quality measure rating. The quality measures (QMs) include 17 data points that are derived from clinical information reported by the respective hospice facilities and also from Medicare claims data submitted for payment. HOLYOKE — Holyoke Medical Center announced the appointment of Mark Dunn as director of Health Information Management (HIM).
“With nearly 20 years of experience, Mark brings a broad range of knowledge to the organization, and we are glad he has joined us,” said Michael Koziol, chief financial officer of Holyoke Medical Center. “As the director of Health Information Management, he will ensure efficient and compliant handling of all patient records and related documents.”
In addition to his role at Holyoke Medical Center, Dunn is also an adjunct instructor of Health Information Management at both Manchester Community College and Charter Oak State College in Connecticut.
“I am honored to have been selected to join the Holyoke Medical Center team and am looking forward to ensuring that the privacy and accuracy of our patients’ records are maintained at all times,” Dunn said.
Most recently, Dunn served as corporate director of HIM and privacy officer at Masonicare, a senior-health and retirement-living organization in Connecticut. His prior experience included information-management positions with Cornell-Scott Hill Health Corp., Yale New Haven Hospital, and Smart Document Solutions, all in New Haven, Conn.; Montefiore Medical Center in the Bronx, N.Y.; and Phelps Memorial Hospital Center in Sleepy Hollow, N.Y.
Dunn is a registered health information administrator. He received his bachelor’s degree in administration from SUNY University at Stony Brook, N.Y., and his master’s degree in health services administration from Iona College in New Rochelle, N.Y. He also holds a post-master’s certificate in long-term post-acute care, and a post-baccalaureate certificate in health information administration.

Good Morning,
We are in the final days of the 2018-2019 school year.  In speaking with staff across the district, there is a wide range of emotion.  From excitement that the year is over and summer is right around the corner to nervousness and anxiety for the same two reasons, these next three days are certain to be a rollercoaster of emotions throughout the district.  I know we will all successfully make it through and savor in the fact that time off is the reward.  I wish everyone a restful and relaxing summer.  Whatever you do, make it fun and safe!  
Facility Study Update and Reminder
As you all know, the Wallingford Public Board of Education has undertaken a study of the future of Wallingford’s middle and high schools.  The Board is now looking for public input on the proposed alternatives.  We are hoping all community members take a few minutes to complete the survey.

Please complete surveys by Monday, July 15, 2019.  Results will be shared with the Board of Education and community on Monday, August 25, 2019.
Just a reminder of the process and next steps. This survey is not the final step.
This study was conducted based on recommendations in the Town’s Plan for Conservation and Development for the District to conduct a facilities master plan.
This initial study is a very high level study.  The alternatives are preliminary and intended to provide a general understanding of whether the underlying concept meets the District’s educational and operational objectives.  
Any of the alternatives involving construction projects would need further study and planning to develop educational specifications and design, and to consider phasing and implementation.  Through that refinement process, variations on an alternative may develop and more specific educational, enrollment and financial impacts can be examined.
Any option chosen, with the exception of option #1, would not realistically occur for 5 years due to the following:
A second level of study needs to be conducted 
Approval by the Town Council to move forward with any plan is needed
An architect/design firm needs to be hired
Educational specifications need to be developed
Initial review by local and state authorities would need to be conducted
Town Council would need to officially approve project fundin
Final plans would need to be submitted to the State for official approval
Final State authorization would be needed to start work
The survey results will be shared with the Town Council with the intended outcome being the Town Council would support the Board of Education moving forward with a second level (deeper dive) study.
If the Town Council supports the second level study, the Board of Education would seek additional outside services.
That report and more detailed findings would be then shared with the Board of Education and Town Council for next steps.
I share these steps in the process with everyone again, but I think it is important to note that this initial survey is to gauge the pulse of the community on these options.  Additional refinement and data needs to be provided to the Town and community to make a final decision.  That is described as a deeper dive.
I hope this clarifies some concerns that the Board of Education has not provided enough information for the community to make a decision.  Again, as has been shared since the beginning of this process this fall, this survey is part of a longer process which will result in a lot more information for everyone to make the best decisions for the community.
Promise - Passion - Perseverance
This week’s entire message really embodies all three focus words from this year.  As the school year ends, we all have witnessed the promise, passion, and perseverance of our students, selves, and colleagues.  I want to again congratulate everyone on a fantastic school year committed to our students and families.
Adult Education Graduation
On Thursday night, I was pleased to be able to attend the Adult Education Graduation.  All graduations are special, but this one has a little more emotion to it.  Many of the graduates have taken paths less traveled to get to the point of receiving their diplomas.  For that reason and the fact that the Adult Education staff works as a family to help them achieve success, this evening is always filled with laughter and tears.  
I want to thank the entire Adult Education staff for your tireless commitment to these students and their families.  They have worked hard, but your support made this accomplishment a true reality for them.
Certified Nursing Assistant Pinning Ceremony
On Friday night, students from Lyman Hall High School and Mark T. Sheehan High School were pinned as part of the recognition of their successful completion of the Certified Nursing Assistant Program.  Again, this is an incredible honor and accomplishment.  This certification provides these students with employable skills.  In addition, the practicum hours are essential for students considering a future in our medical fields in college.  I am so pleased that we have a vibrant program coordinated by Patty Burkett and Mary Ellen Pettit.  They do a remarkable job with the support of Masonicare and Gaylord Hospital.

Advanced Manufacturing Pre-Engineering Certificates Awarded for First Time
I am happy to announce that students who successfully completed the Advanced Manufacturing Pre-Engineering class at Mark T. Sheehan High School will be confirmed a special certificate from the State of Connecticut Department of Labor  This certificate provides students with a credential they can leverage in employment in this area.  This is great news and further validates the hard work of teacher, Nick Brown, and Career Technical Education Coordinator, Rob Kovi.  I am happy because this course is also being offered at Lyman Hall High School next year.  In addition, we are launching a partnership with Goodwin Community College to further enhance the hard work of our staff.

Graduation Preparation
Graduation is at 6:00 p.m. at both Lyman Hall High School and Mark T. Sheehan High School.  We are all hopeful that the weather will be beautiful to permit for outdoor ceremonies.  I want to thank all of the staff for their efforts in making each ceremony a success.  From teachers, counselors, and clerical staff coordinating the students to our maintenance staff and administrators facilitating the planning and set-up, there is so much to be done and details to be considered.  I truly appreciate your time and commitment each year.
Graduates Visiting Elementary Schools
This year, senior volunteers from both Mark T. Sheehan High School and Lyman Hall High School will travel to all elementary schools on the last day to be recognized for graduating.  Dressed in caps and gowns, they will walk the elementary halls one last time to be honored and also act as role models for the elementary students.
I want to thank the student volunteers and administrators for making this a reality.  This was initially an idea generated at Systemwide PTAC, and I am happy that we were able to come together to make it happen this year!
Congratulations to the 2019 Graduates!
I am so proud of all the accomplishments of the Class of 2019.  This class demonstrated its heart and compassion for others through the thousands of hours of community service.  I can only hope that they continue to give of themselves to others through community service after graduation.
Similarly, there is such pride for the Class of 2019’s incredible talent and commitment in the classroom, on the playing field, on stage, and in the local, national, or global community.  No matter what setting, they represented Wallingford Public Schools with great pride.  Their positive attitude and perseverance to accomplish so much success throughout their years in Wallingford is commendable and appreciated.
I hope that they reflect on these experiences in Wallingford and know that we appreciate their hard work and commitment to our community.
On behalf of the Wallingford Board of Education, I extend my sincere congratulations to the Class of 2019.  Their success now and into the future is something we proudly anticipate.  I hope they continue to possess that undeniable spirit and passion to achieve.  They must not forget us and come back to visit and share their accomplishments.
