VVR2 headcannon:

Bush didn't get approval from the rest of the board to bring Marty on board, but rather, built into the company bylaws was the idea that merged individuals counted as a singular person, as at that point an unmerging couldn't occur without the destruction of the rest of the merger.

This means that Bush brought Marty onto the board by merging with them with their new tech, and then unmerged and the board couldn't do anything about it there being a human on the board.

We already see that the board can't do anything unless they're all in agreement, otherwise the entire board would have left marty and bush the moment they thought they were dragging their feet. This means that any attempts from the board to change the company bylaws so any unmerging that occurred would remove marty from their place on the board before the news that there was a human on the board got out.

That's why we didn't need both Bush and Marty to sign at the end of the game for the board to head to scottsdale 2.0, but just one or the other, because they're technically counted as the same person according to the company bylaws.
