GovernEye publishes results of its opinion poll surveys for Goa, Manipur, Punjab, Uttar Pradesh and Uttarakhand; Assesses which responses were emotional and which analytical
New Delhi: GovernEye Systems, a New Delhi-based citizen engagement platform, has announced the results of its opinion poll for election-bound states. The survey is unique because it also includes GovernEye's assessment of individual responses being analytical or sentimental.
The survey was conducted in these five states between Aug 1, 2021 and Nov 15, 2021. A thousand people from each administrative district were surveyed. There was a conscious attempt to have males and females be represented equally in the survey as much as possible. The survey included control questions to assess basal body language patterns of a respondent and a focus question to get the primary data: Are you satisfied with the performance of the government? Options for the response were Yes and No.
In alphabetical order of the states, the results are: Goa - 23.3% respondents said yes of which 46.78% responses were assessed as analytical, Manipur - 23.06% respondents said yes of which 41.8% responses were assessed as analytical, Punjab - 12.89% respondents said yes of which 40.87% responses were assessed as analytical, Uttar Pradesh - 37.81% respondents said yes of which 41.31% responses were assessed as analytical, Uttarakhand - 21.83% respondents said yes of which 42.14% responses were assessed as analytical. Speaking about the survey, Ms. Monica Mehra, Senior Coordinator of the Survey Teams said, "Companies that conduct traditional opinion polls are often criticized for getting the results wrong but what people fail to realise is that it's the opinions that often change rapidly. GovernEye's approach is different because instead of asking who a respondent would vote for we try to assess what will most likely influence the respondent to vote in a certain way. This helps political parties and election consultants understand a new dimension about the voters and helps craft appropriate strategies to win them over."
GovernEye will be conducting a similar survey for Delhi's municipalities in December.

635,000 people displaced in Afghanistan this year, says UN
UN humanitarians said on Monday that 635,000 people in Afghanistan were routed from their homes this year because of violence, with more than 12,000 recently displaced to Kabul, mainly from Panjshir Province.
The world organization and its partners have reached 8 million people in the first half of 2021, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said in a release.

Karnataka fate hangs in balance as BJP falls short of majority, Cong-JD(S) join hands
Bengaluru: The Karnataka Assembly election results threw up an unexpected suspense on Tuesday, as a simple majority tantalisingly eluded BJP and the Congress quickly proclaimed support to third-placed JD(S) to keep the saffron party out of power .
All eyes are now on Governor Vajubhai Vala who will have to decide whether to call BJP, the single largest winner of seats, to try to form the government or go with the JD(S)-Congress combine, which together have a clear majority in the 224-member Assembly. Elections were held for 222 seats on May 12.
Both sides rushed to meet Vala, their vehicles slowly cutting through the throngs of party workers and supporters assembled outside the Raj Bhavan gates, and staked claim to power.
In a roller-coaster ride for BJP, it initially appeared that the party was set to return to power after a five-year hiatus with a resounding majority. But as all the trends became known, it appeared the party will fall a few seats short of the 112 needed to form the government.
“We had to be ready for any eventuality. So when there was a window, we chipped in,” Congress leader Ghulam Nabi Azad told India Today TV. “In the morning, it looked like the BJP will have enough to form the government, and on the basis of that BJP started celebrating also. Meanwhile, we fared well. JD(S) did not fare that well. And later, when the JD(S) and the Congress numbers swelled up, that was the time we felt we can make it,” he said.
Azad’s comments summed up the breathtaking daylong developments in an election seen as a bellwether for the 2019 general elections at a time when the saffron wave is sweeping the country. Karnataka was the only major non-BJP ruled state, and the party offices had reverberated with jubilation in the morning when initial trends put it ahead.
Several BJP and Congress leaders rushed to Bengaluru from the national capital.
The swift political manoeuvring by Congress in reaching out to JD(S) headed showed that it had learnt its lesson after the debacle in Manipur and Goa where it failed to form the government despite being the single largest party because of BJP’s clever moves.
“We have all together discussed and decided this…. This is the opinion of the All India Congress party. Congress will support JD(S) because there is a hung Assembly situation here as no party has been given clear majority by the people,” outgoing Chief Minister Siddaramaiah told reporters.
Siddaramaiah, who handed over his resignation to Vala, said: “In a democracy we will have to accept people’s verdict, we have accepted it. Our decision is to support JD(S). It is our unanimous decision.”
However, BJP’s chief ministerial candidate B S Yeddyurappa accused Congress of trying to win power unfairly. He said he would stake claim to form the government.
A sombre-looking Yeddyurappa said the people of Karnataka had rejected the Siddaramaiah government “lock, stock and barrel”.
“The Congress is trying to subvert the popular mandate and come back to power through the back door. People of Karnataka will never accept this,” he said.
After a high voter turnout, the Election Commission announced that the Congress had won 37.9 per cent of votes as against BJP’s 36.2 per cent. JD(S), headed by former Prime Minister H D Deve Gowda, got 18.4 per cent votes. Gowda’s son H D Kumaraswamy is its chief ministerial candidate.
Soon after Congress declared its support to JD(S), Kumaraswamy wrote to the governor informing him that he had accepted the offer to be the chief minister.
“This is to submit to your good self that I have accepted the support extended by the Indian National Congress (I) party for forming the government. In this regard, I seek your appointment today evening between 5.30 pm to 6.00 pm,” Kumaraswamy said in the letter released to the media.
According to the latest results declared by the Election Commission, Congress has won 74 seats and is leading in four, while JD(S) has won 37. If Congress wins the remaining four, the combine will have 115 seats, enough for a majority. BJP has won 97 and is leading in seven, for a total of 104. Mayawati’s BSP, a JD(S) ally, and KPJP have won one seat each.
Yeddyurappa said he too would meet the governor in the evening to stake claim to form the government.
“I have taken an appointment with Governor, because we are the single largest party, so they must give the opportunity to form the government,” Yeddyurappa told reporters. “Myself, (union minister) Ananth Kumar and all our leaders … we are going to meet governor,” he said.
The usual practice is for the governor to call the leader of the single largest party or pre-poll alliance to form the government, and in the event of a hung Assembly, asks him to prove the majority on the floor of the House.
Since the Congress and JD(S) did not have a pre-poll alliance, it remains to be seen if he invites Kumaraswamy to form the government.

Opinion: BJP's bandwagon continues to roll in NE
When was the last time that results of elections to (three small) northeastern states seized the collective attention of the nation, with even the national media running round-the-clock coverage of the outcome? When was the last time that three states which send just five members to the Lok Sabha assumed so great a significance? There was no last time because this is the first occasion the phenomenon has been witnessed. There are sound reasons for this turn of events, which are also the major takeaways.
The first is that the Bharatiya Janata Party’s bandwagon continues to roll in the North-East. The momentum which began with the party’s win in Assam and with the formation of its Governments in Arunachal Pradesh and Manipur, has been maintained. Nearly all of the region is now painted saffron. This is a major achievement for a party which had a negligible presence in this part of the country just over a year ago. The second is that the Church card which non-BJP parties tried to play in these States collapsed, with the people emphatically rejecting the attempt. The Congress failed to mobilise the overwhelmingly Christian population in both Nagaland and Meghalaya to give it a mandate.
The third takeaway is that the power of alliances should never be underestimated. If the BJP has made such enormous gains in the North-East, it is largely because of its astute alliance management. The fourth is that the only second Left bastion in the country has abandoned the communists and gone to the Right — indeed, it is the first time that the BJP has toppled a Left regime in the country. The fifth is that the Congress has been reduced to a bit player, with only Meghalaya as the saving grace — and here too it’s unlikely to form the next Government. And the sixth and last takeaway is that the North East Democratic Alliance (NEDA) helmed by the BJP is set to play an even larger role in the coming months in the region.
The contest in Tripura was expected to be close, and that is how it appeared in the initial hours of counting. But after the postal ballots were done with and the tribal region votes began to be counted, the BJP surged ahead dramatically.
Although party leaders maintain they had expected to win, even they must have been taken aback by the enormous scale of victory. A few things went wrong for the Left Front. The first is anti-incumbency. Having ruled for more than 20 years, the communists had lost drive, got complacent and taken the people for granted. Development had suffered and the new demography of voters that had emerged had no connect with the Left ideology — whether social or political or economic. The Left Front might still have got away with all this, had the BJP not smartly stepped up its presence to exploit the situation. Arguably, the Congress could have been the alternative, but the party’s national leadership has made a general mess of its North-East strategy. Besides, most voters believe that the Congress is a reluctant rival to the communists whose support it takes at the national level on many issues.
If the Congress was seen as a reluctant rival in Tripura, it was not even in the race in Nagaland, having contested just 18 of the 60 seats. Various permutations and combinations are being worked out in the State, but none needs to factor in the Congress. So, whether the Naga People’s Front (NPF) forms the Government or the BJP-National Democratic Progressive Party (NDPP) does, it’s a win-win situation for the BJP, because the NPF is already part of the larger NDA that rules the Centre.
Meghalaya is the only State that the Congress ruled when the election was held. But there is every indication it will not be able to return to power here, given that the National People’s Party (NPP) headed by members of the PA Sangma family could tie up with the BJP, along with a few others pitching in.
If the BJP is celebrating, the Congress is busy spinning the results to suit its narrative. For instance, Congress representatives have been saying that the party’s performance has been nothing different from what existed five years ago. It was not in power on Tripura; it will not be now. It was not in power in Nagaland; it will not be now. It was an important player in Meghalaya; it still is so. In other words, the Congress appears content with status quo while the BJP continues to eat into its space. Is this how it will read the outcome if it loses in the coming polls in Madhya Pradesh and Rajasthan, where too it is not in power?
There are lessons both in victory and in defeat. The Congress needs to pull up its socks. It learnt nothing from the Assam, Manipur and Arunachal Pradesh fiasco. The victorious BJP must realise that alliances matter and that it must do more to communicate effectively with partners across the country - allies that are unhappy with it. There is another lesson for it: The talks of inclusive development and not divisive agenda works. The Congress paid the price for bringing Church politics in the narrative. The BJP kept beef politics aside, for example, and focussed on people-centric issues such as corruption, infrastructure etc. The North-East results may or may not set the tone for 2019, but they are pointers of some importance.

The Elections and Indian Constitution
The most recent buzz among the Indian citizens was a series of Legislative Assembly Elections conducted in Punjab, Goa, Uttar Pradesh, Uttarakhand, Manipur, Himachal Pradesh, Gujarat. If you didn’t understand what this meant or do not enjoy it, you’re not alone. But, it can be the most interesting thing if you understand how the Indian parliament works! So, instead of scratching your head every time elections come up, how about you understand it and participate as this will determine your future too.
“We, the people of India, having solemnly resolved to constitute India into a sovereign, socialist secular, democratic republic and to secure to all its citizens.”
It is the first line of the Indian constitution; a declaration that the people of India are free; a declaration that the nation is a socialist economy, tolerant to all religions and culture making it a secular, democratic country.
Why did we need a constitution at all?
Before the British rule, India was a collection of princely states, each with their own law based on different religions, and cultures. When the British came to power they ruled colonies with a structure of government that was similar to theirs. Post independence, the leaders of the country realized that a new constitution is needed to bring everyone under one rule and one law. They used the existing British model to set up a new framework. The constitution was made under the leadership of B.R. Ambedkar and November 26 is celebrated as Constitution Day, but it was officially adopted on 26th January 1950.
Prologue to Parliament
Representing people, making laws and supervising* the execution of laws, Parliament is an important part of any democratic country. The country is divided into numerous constituencies (or areas) and a member from each of these are elected as the Members of Parliament (MPs). The Indian Parliament consists of the Lok Sabha (lower house) and the Rajya Sabha (upper house).
Lok Sabha, the House of People
It has representatives elected by the public. It is the Lower House that consists of 552 members represented from States, Union Territories and the Anglo – Indian community. Unless dissolved, the Lok Sabha operates for 5 years from the date of its appointment.
Upper House, The Council of States
Upper House has members elected by the members of Lok Sabha. The number is restricted to 250. Out of them, 12 members are selected on the basis of their contribution to arts, science, literature, social science. Unlike the Lok Sabha, the Rajya Sabha cannot be dissolved with elections held every 6 years.
AT THE STATE LEVEL AND GUJARAT ELECTIONS
The parliament at state level or the State Legislative Assembly is called Vidhan Sabha and Vidhan Parishad. The Vidhan Sabha is the lower house and corresponds* to the Lok Sabha. The Vidhan Parishad is the upper house and corresponds to the Rajya Sabha. The Legislative Assembly consists of not more than 500 members and not fewer than 60. For every 7 to 9 MLA’s, there is an M.P.
Before we understand how elections are held with the help of the Gujarat elections, we need to know a few terms.

CONGRESS CAMPAIGN DURING GUJARAT ELECTIONS
Gujarat has a unicameral legislature, i.e., it only has the Vidhan Sabha. It has 182 constituencies where members are directly elected. Each constituency has candidates from different political parties.The political party which has at least 50% of its candidates elected (that is at least 50% of the constituency seats), wins the election. The most recent elections in Gujarat were held in December 2017. The race was mostly between the Indian National Congress (INC) and the BJP. Opinion polls conducted by Republic TV channel forecasted a 110-125 seats for the BJP. To win, a political party will need to secure at least 92 seats for a majority. The BJP secured 99 seats and won the elections with Vijay Rupani becoming the Chief Minister. The INC became the opposition party and had secured 77 seats.
