So a lot of Pokemon like that that you see floating in that way have a specialized organ, similar to a swim bladder.
A swim bladder is used in water for bouyance, helping keeping them afloat in water, and many times these types of mon have a speciliazed version, or a way to seitch between air and water in a larger version, of a swim bladder. Instead of using air in water like a swim bladder, they take particles in the air and concentrate the lightest of those particles, often pure hydrogen, which allows them to achieve a form of bouyance in the air.
Magikarps, however, don't... Really have that ?
Dont get me wrong, they have those organs and the capacity to use them, Gyarados can float like others of course, but a Magikarp's is, as is common for the mon, defective. It allows for a Magikarp to get some Serious air time in their jumps, but their versions act often as a leaky balloon. You can fill it up all you want, but it's gonna leak out either way. Magikarp therefore often just. Don't use it. Unless they're breaching water or jumping real high, it's often left unused, and thus, Magikarp flop instead of float.
Why does my magikarp flop on the ground?
Ive notced everyone elses fish pokemon just float gracefully while mine just acts like its suffocating
