How to be a Scholar
Modern jobs have fairly easy soulstones to acquire. Every Doman shinobi has the Ninja soulstone for instance. While the Skysteel guild in Ishgard seems to be producing new soulstones for each new recruit.
So its not that they are difficult to make, being just a crystal that retains aether and memories... but the soulstone on its own does not make anyone more powerful. The soulstone has to have been used over a lifetime, perhaps multiple lifespans to hold the vast number of experiences our characters are now drawing upon. (See: monk, warrior, black mage, white mage soulstones)
Where these soulstones start to become rare is when we start talking about the ancient professions that have been buried by time. Black mage, white mage, and scholar are all 1,600 years old. Summoners are 5,000. Three of the four civilizations attached to those professions are but recently uncovered. And Alka Zolka says even in Nym's prime there were few scholars still. Which would make those soulstones incredibly rare today.
There aren’t many magic class soulstones that exist and, unlike with many of the modern jobs, new ones aren’t being made. At all. Period. They are a finite resource.
Koji-Fox: “The answer to that is complicated - because from the perspective of the Padjal, the official answer to that is ‘No, absolutely not.’
That being said, discarded Soul Crystals are definitely something one would find if say, they explored the ruins of the Lost City of Amdapor or other Amdapori ruins. And with enough practice and research, someone could conceivably learn White Magic. The Padjal keep the knowledge but that doesn’t mean they hold every scrap of information on the art. The Sharlayans certainly would have some tucked away, and there’s certainly some scattered around in those previously mentioned Amdapori ruins.
So yeah, are there are non-Padjal, non-Warrior of Light White Mages lurking around Eorzea in the shadows? Absolutely. Some use their knowledge for evil, and some want to use the art of healing for good. However, they are not granted their power via the Padjal.”
I know this is a White Mage focused question, but it’s still relevant. Most classes don’t even need a soul stone to learn the craft, but the fairy is linked to the soul stone. Therefore you can know scholar magic without being able to summon a fairy. That said, we can still use carbuncles, and Alphinaud’s Moonstone carbuncle in Stormblood had a defense/regen ability much like the fairies.
As for Scholar, I don't think a venture into the Wanderer's Palace or even to the Floating City would be necessary, even though that might be the most sure-fire route? According to Sightseeing Lore, the Calamity cracked the Isle of Vylbrand, draining much of Bronze Lake into the chasm that was formed. This drainage is what revealed the Nymian ruins in the first place. So, feasibly, a washed up soulstone or Nymian artifact could be found anywhere along this fissure, or in any of Vylbrand's rivers. If your character is from Limsa and has a reason to be out on a fishing boat, pirate boat, or Maelstrom vessel they might have found one in the nets out at sea just off the coast. Lots of things you can play with! Especially as an Arcanist, whose job is to inspect imported cargo.
Bottom line seems to be that there are definitely ways to find these soulstones if you’re extremely lucky or dedicated. Koji Fox says they’re out there and in game the WoL just finds one on the ground without much fanfare in the Scholar quest line. They’re rare but not impossible to find. That said, you can also be a discount store scholar like Alphinaud without being any less powerful.
Personally, I feel like I could RP as either Scholar Lyra with a fairy or Academician Lyra with a carbuncle. Not much would change at all.
