To be fair, the Shark lady only saw someone with a straw hat destroying fishman island

And the bad guy from the arc, the creep one, has a straw hat too

That wasn't a straw hat it was a fedora I'm actually pretty sure there is only 2 straw hats in the whole series which are Luffys and that big one we see that's how luffy got the copyright to be the strawhat pirates
