It started as sheer pragmatism. Binks had another angle on the Jedi’s ‘chosen one’ after all, and access to a certain Senator Amidala, who seemed to have less and less time for her old mentor as the years passed.

But now, months into the ‘arrangement’ and alone in a non-descript speeder heading deeper into the lower range of Coruscant’s upper levels, his thoughts spun away from him like the buildings blurring as he drove past.

He tells himself- has to tell himself, and increasingly often these days- he’s doing this for the empire. His empire. It will be glorious, like the Sith of Old, before their erosion and weakness, the loss of everything that made them great.

Plagueis at least had shared his creativity, if not the true scale of his vision. But Plagueis was dead and now Sidious was truly Master of the Sith. Soon, he would be Master of all. This...distraction…was merely a temporary indignity. He was doing this for greatness, for ultimate power, for the long and mighty future of the galaxy under his watchful gaze.

For now, something else held his focus. Someone. Representative Binks was eye-catching, after all.

He tried to banish the thought, but his iron control was alarmingly lacking in that regard, of late. It unsettled him; some tasks to ensure his reign were unpleasant. Most, rather. Far fewer were unpleasant for him, and none truly disturbed him as this did. He liked to watch a careful plan fall into place, people playing into his trap, thinking themselves superior in their petty squabbles, when in reality they were but puppets, and he, holding the strings, distained it all even as he revelled in the power.

Nothing could unnerve him. Nothing surprised him. Not when some hired scum would turn on him, or try to. Not when a victim would crack, babbling and pleading to tell him whatever he wanted to know.

Not when a pretty young thing, often from some soft planet without his own’s core of durasteel, thought they could manipulate him for wealth or power.

‘Representative’ Binks may seem unpredictable. But Sidious had been certain he was just like the others, at the core of it. He hadn’t entirely planned to go along with the sham, but… Binks had his uses. It didn’t do to estrange a potential tool, or so he had told himself when something stopped him from pulling away.

He rarely got to be so involved in his work. Even the type he did himself, when he had to see something done properly. This was different, a more challenging pretence to construct, so unlike himself, with no use elsewhere. Yet, he mused, it was rewarding to see all the layers, the pretence on each side, Binks’ awareness of only half the game even as he doubtless thought himself winning.

Indeed, the Gungan had put up an elaborate pretence: the candlelit dinners and soft conversation, the expense for his company, his admittance into the correct parties, on Palpatine’s arm. Connections, every step up the ladder accompanied by some new bauble or invitation.

He played the game well, admittedly. But the cracks were beginning to show.

Sidious parked the speeder outside the establishment. Binks had arranged their meeting, for once, and the place he named had been unfamiliar to Sidious. Looking it up had revealed a tiny, near-decrepit diner, rated highly by its patrons but condemned by every food hygiene standard board. This was unusual, to say the least. Sidious was sure Binks hadn’t wanted to come here for the ‘Best waffles this side of the city!!!1!’, as others evidently did.

He wondered with some glee, and no small amount of anticipation, if Binks was going to try to have him murdered. It was unlikely, more’s the pity. He never bored of the younger being’s company, strangely, but if the time came for the ruse to end- and why did that thought needle him?- he would rather it end interestingly.

Stepping out of the vehicle and making his way to the door, he saw through the transparisteel the moment Binks noticed him. The Gungan was seated in a booth nearer the back, sheltered from other patrons and the view of the street. An uncharacteristically wise choice. Equally concerning was the way Binks greeted him through the window with a subtle, subdued wave, rather than some display of poor balance.

Then again, he’d never been certain whether the clumsiness was earnest, or some excuse to fall into him. The Gungan’s affable manner had opened doors that a true statesman’s dignity seemingly could not; Sidious would never have continued the charade had Binks reflected poorly, after all.

Sidious eyed the faltering neon sign above the door, taking in the missing letter critically. He made his way inside, sparing the barest polite nod for the young Balosar employee that welcomed him chirpily and ignoring the inane jangle of a bell over his head as he crossed the threshold. The inside seemed clean and well-kept, at least, despite its shabby exterior.

He felt his lips curve into a smile, unbidden, as he approached the booth. He greeted Binks dotingly, and settled in, putting his coat aside.

Binks seemed subdued, but as it became clear he had no plans to kidnap the Chancellor or some other ulterior plot, Sidious let himself relax, finding himself enjoying the company despite himself. They spoke about nothing important until the Balosar came to take their orders, and satisfied in his ability to entertain the Gungan while considering other plans, Sidious’ mind drifted. To his irritation, however, his thoughts kept returning to Binks, and the nature of their engagement.

The Gungan opposite him was ungainly. But by the standard of his species, he was apparently quite the catch. It was clear he expected that to carry him even among the other species of the Senate; there was a certain confidence to his plan. Which, was so obvious and doomed to failure that Sidious would have derided it, were he not currently sat opposite him in some greasy diner.

Sleeping his way to the top was a plebeian tactic, and one Sidious (and the mask Palpatine alike) knew better than to fall for. But to ‘sleep to the top’ without even trying to make overtures of more traditional seduction? It did not hurt his pride to know that Binks wouldn’t desire him, Gungan biology being as it was. But had he been as vain and petty as the typical targets of such seduction were? Binks had to be more of an idiot than he looked.

Or perhaps a hidden genius, albeit misguided? His Gungan appearance was an unconventional taste among near-humans, although not one Sidious shared for all his adaptability.

Well. His own tastes were never in question: Certainly, he would never have been sat at a chipped cast-plast table, on scuffed synthleather for any of the beautiful, near-human opportunists who had approached him. Aside from the clear pitfalls of such an engagement, none of them had held his interest in that way. So why did he feel so compelled by the Gungan across from him? Sidious was no stranger to experimentation. Of course, in that regard his desires generally leaned towards Sith Alchemy, or other appropriately satisfying pastimes. He had no interest in passion beyond that of the Sith.

Binks’ attempt to ensnare him was a base ploy, and unconvincing. So he told himself.

Their food arrived, and the easy ebb and flow of the conversation changed. As soon as the server departed, Binks had become…unsettled.

Sidious steeled himself for the likely eventualities, the Gungan blurting out some threat, or even a stuttered proposition.

He would be sure to let him down gently, in either case. Strangely, the thought of having to destroy him utterly, should such a response be appropriate, didn’t please him as much as it should.

Such power thrumming through him, directed, the Force enacting his will with the world as his conduit… he revelled in any opportunity to flex the power of the Sith, so rare under the eyes of the Jedi. And yet the way Bink’s leathery hand slipped from his own, to rest uncertainly on the table’s edge, felt like he had been the one struck by Sith lightning.

He couldn’t deny there was a certain commonality to his possible explanations for Binks’ unusual behaviour. Although anything from illness to the more bizarre could be behind the shift, Sidious’ mind had leapt directly to a few causes. He could deny it no longer, his dread- and it was that- was for the ways in which the Gungan could end their arrangement.

The thought of never being sat in another establishment as dingy as this should have been a victory. But the loss of Binks’ company? Hatefully, viciously, the ache within his chest grew stronger, pulling at him like the tide.

As Binks spoke, subjects increasingly rambling and distracted, the water in his glass caught Sidious’ eye. The surface was utterly still, the Gungan’s typical nervous fidgeting giving way to total stillness.

The unusual poise struck Sidious. He recalled a trip they had taken some month previous. They had returned to Naboo together. It had been necessary, for Sidious to tie up some loose ends, and for the Chancellor to be seen, having not forgotten the mid-rim and his people, even as the pressures of the Senate and the Republic forced him to serve the core. It had simply been convenience, for the Gungan Representative to share a transport.

But it had been more than that. They’d arrived in time for the warmer season to have begun, and the afternoon before they had to leave they’d visited one of the coasts.

Although he had found the sand and sun to be distasteful, and had avoided going near the lake itself- it never did to reveal a weakness to others- Jar Jar had leapt, carefree into the water. The motion had splashed, but even as Sidious wiped the cool water out of his eyes, couldn’t bring himself to resent the irritation, given Jar Jar’s joy. He’d blinked against the bright sunlight, and the water weighing down his lashes, and suddenly seen clearly.

Jar Jar had just broken the surface, damp skin shining amongst the glare. In the water, he’d been at home; as Sidious watched, his gangly limbs that were so clumsy on dry land, became graceful, power behind his lean muscle. It wasn’t attraction, what he’d felt in that moment, more like the admiration he felt for the strength and order of nature, the leashed potential of a waterfall, or inevitability of a sunset bringing darkness with its beauty.

Sidious couldn’t forget the image. Jar Jar, crossing the breadth of the lake in a few powerful strokes to return to him, broaching the surface to float languidly, waving sappily with the afternoon sun behind him.

“Where did you hear that name?” He repeated for the last time. The patrons and staff, oblivious, continued their meals, laughing and talking. The sound grated, and dangerously he considered. This place was acceptable collateral, for when he destroyed Binks. The thought didn’t hurt. His hands were shaking. He forced them still. Tightening his grip on the 'saber, he folded the other hand into his velvet sleeve, crushing the fabric as he watched Binks warily.

“Yousa said yousa knew everything, didn’t yousa?” The Gungan asked, head cocked indulgently. The idle slouch and his clumsy hyperactivity were gone, and he meet the Sith Lord’s eyes, unflinching, his tone vaguely confused. “Den wesa don’t needen to keep faken do wesa, Darth Sidious?”

He threw the name casually, for all the insolence dripping from his rolling tone. Sidious swept his gaze over the Gungan, considering. Could it be?

“I have…underestimated you.” He admitted. The concession stung but…maybe it didn’t have to... If the Binks’ speech had been true, maybe they didn’t have to hide. He had no contingencies for this, for ether of the deepest secrets the Gungan had revealed, but maybe he wouldn’t have to pick up any pieces; that speech had sounded rather like an offer.

He simply admired the Gungan before him, more wholly than he ever had, even that afternoon, watching him shine in the water. This was his true nature. Their true nature.

“Wesa do what wesa have to…” Binks repeated, “Sometimes it becomes what wesa wanten.” He looked at Sidious, waiting.

All his pride, his innovation, every side of himself he hid, what he revealed, itself a half-truth. The loneliness of greatness. He had combined the teachings and weakness of his Master, and made himself something better. He would act, and he would win. He looked back at Jar Jar. Maybe not every victory had to mean defeat for someone.

His resistance crumbled. He reached back and took Jar Jar’s hand.

No, he’d joined in, Jar Jar’s laughter infectious. Then he’d offered him a spare set of nightclothes.

They’d talked into the night, and once sleep called too strongly to be ignored, the expected urge to use the dark side to remain alert for longer, to keep the advantage over a potential threat didn’t rise. Instead, he’d laid beside Jar Jar, feeling the brush of heat against his side, and let the rise and fall of his chest lull him to resting.

Now, in the light of the morning, he had no regrets. All he could see was a long, and prosperous future, the potential of them both.

Extricating himself from silk sheets, he slid his feet into his slippers and joined Jar Jar at the window. He leant his hip against the sill, brushing a hand lightly over the curve of Jar Jar’s shoulder in greeting, and resting the other gently on his back. Stood together, they looked out over the city below, the rush of traffic, constant despite the hour with countless brightly coloured speeders blurring against the Coruscant skyline. Thousands of people, following their routines, beginning their days, unaware of the Sith Lords watching them pass.

Which was he, truly? Darth Sidious? Sheev Palpatine? The Chancellor, the Emperor, a Sith, just a man?

‘Sheevie’ settled just as easily as any other name ever had, no title or pseudonym more honestly his. Jar Jar saw the masks, and beneath them. He accepted that neither of them could ever settle as anything other than an act. Knowing that, seeing it in each other and letting it be seen; that, in itself was authenticity, he supposed. Maybe that’s all love is. Neither of them had to perform.

Fondness rose in his chest, spilling onto his face as his eyes crinkled in a gentle smile. “One day,” He murmured, the morning quiet feeling too significant to break with revelations like his, “This city will be ours.”

Jar Jar didn’t look away from the window, his profile illuminated against the soft glow of dawn. He didn’t have to, for Sidious to see the way his mouth split into a soft smile. He replied steadily, hearing the words underneath as he always did, “It already is.”

I’ve seen an attitude spreading in the writing community lately. It is degrading on many levels to the writing industry as a whole and particularly to editors. This attitude is the belief that you don’t need to have good grammar to write. It is patently false and I will explain why now.

Firstly, we must examine what writing is meant to do. Writing of any type is a means of communication. We use it to express ideas on the page. Now what does grammar have to do with this? Grammar is the rules of the road so to speak. It is the foundation upon which you build. So shoddy grammar makes for poor communication. Poor grammar can cause your point to become muddled.

Take antecedents. If you say, “Sally hit Jen, and she regretted it,” your reader will become confused. The antecedent for “she” in this case is Jen. However, it doesn’t make sense why Jen would regret being hit. It makes far more sense for Sally to regret the strike, yet what you have written does not communicate that. This is just one example. There are many others such as tense changes making the timing unclear or incorrect forms of words causing issues. These all weaken your writing as you no longer are able to convey your message without confusion. No one wants to be confused and have to reread your writing in order to comprehend it.

Now, I can hear some protesting “But this author says you don’t have to be perfect at grammar to be a writer!” To which I will say, yes, he’s correct in a way. You can break the rules and still be a good writer. Shocking, I know. The issue is that you must know the rules first in order to break them. What do I mean? Simple. In order to use this writing technique, it must be done with a purpose like I just did above with the fragment. I did it to emphasize the word and to be an example. I had a purpose to it. But if you do not understand the rules in the first place, you have no hope of choosing the proper time to break them. Instead of enhancing your writing, poor grammar will weaken your writing as it will come across as ignorance or laziness instead of competence. Not to mention, it will draw the attention to the errors instead of to your skill with the pen. Remember, the nail that sticks out is the one that is beaten down first.

Specifically, run-ons will always weaken your writing, never strengthen it. The problem with run-ons and comma splices is they can always be broken into smaller, stronger sentences. When you break them, they also become easier to read and more impactful to read. No longer does the reader start questioning where the end of this sentence is. He can focus on what is happening instead of the glaring mistake.

Now let’s talk about why you need to fix it now while you’re still newer and earlier in the story rather than later. I share this from personal experience: it is easier to do it now than wait. If you wait, you will only create more work for yourself. Run-ons and comma splices require you to rework sentence structures entirely, forcing you to rewrite entire sections to fix one error sometimes. If you’re particularly egregious on these types of cascading errors, this could entail completely scrapping your work and starting over anew. I’m sure you’re already going, “But… I do this all the time. I’ve written six chapters and they’re all ten pages apiece. That’s sixty pages to rewrite!” Yes, you are correct. It’s a daunting task sometimes to admit that you must scrap everything and start fresh. But it is better and easier to fix these bad habits now when there is less on the page than to plough ahead and create an even larger amount of work.

Stopping and fixing errors now is better not only for the amount of work, but also because you will start to recognize patterns. You may find that you split infinitives constantly or always forget to place commas after certain dependent clauses. This will allow you to course correct early on and keep an eye out in the future for this. This way, when you go through a day’s writing to proofread for major errors, you can also look for these repetitive pitfalls and fix them. Not only that, but if you keep these in mind as you write, you will catch yourself before you commit them and eventually you may even find you have broken the habit. You’ve created less proofreading for yourself, improved your ability to communicate, and saved yourself time all at once. All because you took the time to consider good grammar.

It is time now to shift away from writing as communication, and focus on it more as an industry. Many want to write. Many try to enter this industry; many fail. Writing is a competitive industry. In a way, you are in an arms race of talent. Who can improve their talent and make it stand out the best? Thousands submit their works yearly to publishing companies and yet out of these thousands only a dozen or less actually manage to get published. Why? Simply put, writing is about outshining others and gambling chances. The only way to be noticed is to show the company you are worth investing time and effort into your work. This means you must show promise as a writer.

However, as I showed earlier, poor grammar can get in the way of your talent and communication abilities. You have hamstringed yourself before the race even began. When others have worked hard and put their best forward, you’ve left your glaring grammatical errors in your piece. Yours is difficult to read due to its errors, while the others have polished their pieces to near perfection. Would you rather read something hard to comprehend or something easy to comprehend? I prefer the latter, and most companies will as well. Minor and occasional issues are fine. But every other sentence being a run-on or comma splice? These are unacceptable.

This isn’t the only issue though. If you’re submitting to a publisher, the companies are run by professionals. Poor grammar is not only crippling your writing. It’s actively spitting in the face of a publisher when they see it. Grammatical errors come across as unprofessional. It conveys laziness as it seems you didn’t even try to polish this manuscript or take a second look at it before submitting. Bad grammar can indicate that you either have a lack of beta readers or at best, that you ignore their advice. Considering proper grammar is taught in schools, it also comes across as you being unwilling to learn and grow. Both of these mean that you cannot stomach critique, and thus any advice they might have to make you publishing quality is wasted. If you are too lazy to take it, it does them no good. If you are too stubborn to admit flaws, it does them no good. Why should they bother working with you if you can’t do the basics required of the job? Into the trash with your manuscript.

You don’t get an editor from a company when you submit your piece. You get an editor once the company has decided you are worth the gamble required to sell your book. An editor is there to help you take the final steps to get to a professional quality of manuscript. The company has to sink time and money into preparing your book for publishing. There’s no guarantee it’ll get the money back either. Books flop frequently, and the publisher can only have so many flops before they shut down. Sending in an error-ridden manuscript is like showing up to an interview to be a lawyer’s intern in a bikini and flip flops. You have come to the company poorly prepared and unprofessionally attired. Why should they bother with you? On an aside: you can hire an agent who will do the hard work of shopping for a publisher for you. Unfortunately, they too check your manuscript for grammar issues and may refuse the job if your piece is need of serious grammatical revision.

Not to mention, this attitude of “My future editor will fix it” is disrespectful to editors. They have better things to do than attempt to fix your grammar. Their job description is not “teach poor writers grammar.” That is your English teacher’s job and no one else’s. Your editor will likely have several other projects they’re working on in addition to yours. If they have to spend all their time correcting your grammar because you didn’t bother to put in the extra effort to correct it personally, you are wasting your editor’s time and effort. Your beta can at times fill in the role of grammar teacher, but it should not be his primary role to go through your works and point out your egregious number of run-ons. Finally, it is not your critics’ jobs to teach you how to fix your errors. It is one person’s job to learn how to fix your grammatical errors: yours.

Not to mention an editor won’t coddle your feelings. They will critique you, and it won’t be gentle. You will be expected to take their critiques as a professional and not throw a fit or defend your choice. If you are posting something to the public for them to read—even a first draft, you are saying to anyone who reads it, “This is what I consider acceptable for public consumption.” This is what you’ve set as your standard of what is your best work to the public’s eye. If that work contains swaths of grammatical errors, the public will comment eventually. It may take time, but someone with a critical eye will find your piece. They will likely comment, and if your grammar is so atrocious that it took labor to understand your writing, they will be nasty about it. They won’t care about your feelings because you have wasted their time and effort and given them nothing for it but a migraine. At that point, it won’t matter how good or bad your story idea is. It will not be able to outshine the errors hanging over it like a fog. Bad grammar will overpower your talent every single time.

With the internet, it connects you not only to possible reviewers but also to agents and editors. They can and will look into your past if you get past initial rejection. Agents will look into your websites. They will find your temper tantrum over those poor critiques. Those will color their opinion on your work because they’ve now seen what you will be like on this project. No one wants to have to fight at work. No one wants to bring that amount of stress into his life. Agents and editors will see your poor behavior and go, “That writer isn’t ready for this emotionally yet.” You will be rejected, and if you’re lucky, they might tell you why.

Lastly, I wish to impart this knowledge to you: loving writing is not enough. It isn’t. You can love writing all you want, but if you cannot listen to criticism and grow from it, you will never improve. You will always be suffocating in the valley instead of joining those on the mountaintop. Those people are the ones who took the time and spent the effort to better their writing through grammar and feedback. You will always be looking up to them and wondering how they are so good and why you’ve plateaued. As someone who has been writing since she was eleven, I can tell you that I’ve had people critique my writing. I didn’t whine about poor reviews either. I understood, even at that age, that I had to listen. I posted my works knowing they might get bad reviews and knew that I would have to grow a thick skin and sift through the ones of “u suk” and “wow that was bad” to find the “Your writing lacks description” types. It doesn’t matter if they aren’t saying how to improve precisely. A critique doesn’t need to say “if you change x, then it will fix y.” A critique can be as simple as “You have an issue with run-ons.” Why? It pointed out the flaw. You can now locate the issue and fix it. Nor is it the critic’s job to teach you grammar. As I pointed out though, if your grammar is unreadable, expect that critique to be harsh enough to remove paint. You offered what could’ve been a five star meal and gave them your half-chewed leftovers instead. And who wouldn’t be angry at that?

With a Torrent of Money, Britain Takes Aim at Coronavirus and Austerity

LONDON — In one action-packed day, the people who oversee money in Britain sought Wednesday to ease a pair of economic crises — the immediate emergency of the coronavirus outbreak, and the long, entrenched decline assailing national life through budget austerity.It appears that Britain has entered a new era. Four decades after Margaret Thatcher and her Conservative Party assaulted the traditional social welfare state, and following the slow bleed of government services in more recent years, a Conservative prime minister, Boris Johnson, was embracing public money as the pathway to improved fortunes.In place of stern homilies about the need for Britain to live within its means, Mr. Johnson and his party had effectively placed their faith in the teachings of Britain’s most celebrated economist, John Maynard Keynes, who looked to government to spur the economy in times of trouble.“It’s certainly an ideological change compared to what they previously believed,” said Andrew Goodwin, chief United Kingdom economist for Oxford Economics in London. “The Conservatives have traditionally been a small-state, low-borrowing party. This is very much a departure from what they have preached before.”The first salvo came before breakfast, as the Bank of England delivered an emergency reduction to short-term interest rates while detailing plans to help troubled companies with credit. The central bank was seeking to spur borrowing, investing and other activities that keep businesses moving and people employed as fears of the coronavirus outbreak intensify.That move, more symbolic than substantive, followed similar action from the U.S. Federal Reserve last week. The central bankers are pulling what levers they possess, even as those tools are probably incapable of producing meaningful change. When people are scrapping business trips and avoiding restaurants for fear of contracting a dangerous virus, making borrowing a tad cheaper is unlikely to provoke spending.But just after lunchtime in London on Wednesday came the second stage of the offensive. The man in charge of the Treasury, Rishi Sunak, stepped to the lectern inside Parliament and, over the course of an hour, detailed plans to set loose vast amounts of money toward repairing the accumulated damage of a dozen years of extraordinary budget-cutting.Highways would be built, rail lines upgraded and expanded, university research centers bolstered. Police departments, which have been decimated by austerity, would gain funds. The National Health Service, Britain’s cradle-to-grave socialized medical care system — and a locus of complaints about the ravages of budget-cutting — would gain a substantial infusion of money.At the same time, Mr. Sunak declared that the government was earmarking 30 billion pounds (about $38.7 billion) to help businesses and workers menaced by the coronavirus.Taken as a whole, the Bank of England and the Johnson administration effectively signaled that Britain would not hold back in confronting the dangers of the outbreak. That action stood in marked contrast to the United States, whose population is nearly five times the size of Britain’s, yet has so far approved only $8.3 billion in emergency spending for the coronavirus.“What we have seen in the U.K. is a much more coordinated, much larger response than in the U.S.,” Mr. Goodwin said.Ever since the global financial crisis of 2008, the world has relied on central banks and their ultralow interest rates to stimulate economic activity. Economists have warned that this was not sustainable. Cheap credit was nurturing a dangerous dependence on easy money that could end in disaster. Fiscal policy was necessary, the experts said.Britain just heeded that call. The budget increases spending on public investment like infrastructure from a current annual pace of 2.4 percent of Britain’s total economy to 2.9 percent over the next four years, according to Oxford Economics. That should lift overall economic growth by about 1 percent over that time frame.“Genuinely striking is the substantial increase in planned capital spending,” said Paul Johnson, director of the Institute for Fiscal Studies, an independent research institution in London. “The key risk is that once again growth disappoints, and that this leaves the chancellor with the choice of whether to rein back again on spending, or to announce further tax rises, or to abandon his fiscal targets and to allow debt to rise further.”While the government’s spending plans presented a revolution in rhetoric and emphasis, they fell short of truly ending the era of austerity. The budget leans heavily on infrastructure spending, health care and education, but does not restore cuts to a range of welfare programs, such as cash grants for poor households. It does not replenish funds for local governments, many of which have had their own budgets cut by more than 60 percent over the last 12 years.“There isn’t a total reversal of austerity,” said John Hawksworth, chief economist at PwC in London. “There is a big-picture element that looks more Keynesian, but there are lots of areas of government that are at best standing still.”Perversely, the coronavirus outbreak appears to have supplied Mr. Johnson a useful political opportunity — a justification for aggressive spending in the face of a potentially uncomfortable budget conundrum.The prime minister owes his office to the decisive parliamentary majority secured by his party in elections last December. The Conservatives benefited from anger among voters in struggling communities in the north of England, who have suffered the impacts of diminished government services. Many such voters have traditionally supported the Labour party, but switched to cast their ballots for the Conservatives.Mr. Johnson’s continued dominance in British politics requires that he make their support stick. In that spirit, he and his party have talked about “leveling up,” evening out gaping regional inequalities that have made London a glittering playground for the wealthy and the rest of the country an often grim landscape of abandoned factories, shuttered pubs and crumbling public housing.But leveling up was always going to cost money, challenging the Conservative Party’s fiscal rules aimed at limiting budget deficits. And another of Mr. Johnson’s central political promises posed a conflict with his ambitious spending plans: He took office vowing to finally deliver on Brexit, removing Britain from the ranks of the European Union.Britain and the European bloc are now engaged in negotiating a trade deal governing their further commercial dealings. No one knows where those talks will lead, but few anticipate a pot of gold waiting at the end. Britain relies on Europe as the buyer of nearly half of its exports. Any disruption to trade will affect Britain’s economy, now stagnant and suffering some of the weakest rates of investment in the developed world. Weaker economic growth means less revenue reaching government coffers.This was the fundamental problem facing Mr. Johnson following his election as he announced intentions to bestow money on the constituencies that had put him in power. Following through on Brexit while also delivering on his budget goals would require him to engage in activity that went against the ethos of his party: He was going to have borrow money.The arrival of this coronavirus is a life-and-death matter. It is likely to test the capacity of the weakened health system. But for Mr. Johnson the outbreak also added the imprimatur of legitimacy to his ideological leap to unrestrained government spending. Whatever the pitfalls of a Conservative prime minister proposing a stark increase in public spending, financed by debt, the imperative for such a course was now seemingly enhanced by a bona fide public health threat.“The coronavirus puts a veneer of reputability on it that perhaps wasn’t there before,” said Ben Clift, a professor of political economy at the University of Warwick in England.The outbreak also provides Mr. Johnson cover, he added, as Britain’s abandonment of Europe limits economic growth and erodes living standards in much of the country.“The coronavirus can be presented as a reasonable explanation for why the U.K. economy is not growing well,” Mr. Clift said. “You can wrap it up and say, ‘We were just hit by this unexpected shock.’” Read the full article
