Have you noticed? The people Ibara has a royal title for are ex-fine. He doesn't always use royal honorific for Tsumugi but he does have one for him.

Note: EN translated Eichi's title to His Highness but the word has other, slightly more specific, translations too: Holiness and Eminence.
