How the fuck can Ferdie "assign to himself" a heavenly mandate?

Of course Billy housing God could be a very literal way to gain this mandate, assuming we're not talking about the IRL concept but a general "god told me to", but still...

Is Ferdie basically calling himself someone favored by the Heavens? When we know Tru Piss is all about mowing down opposition, and it will still face them after the war since Hubert and Shamir's ending exist?
