I mean… technically yes but also. He still chose to approach Shido (and he had to have an inkling of the kinds of things he'd be asked to do) and like. I very much sympathize with Akechi and I get why he did all that, but he still did all that. He still decided: yes, I am going to murder/injure hundreds of innocent people. And not feel bad about it. He seems to enjoy it, frankly. This is actually one of the things that annoys me most about the game, is that none of the Thieves seem to really acknowledge any of the Things Akechi Did.
