Liberia: Judge Suspended for One for Alleged Corruption
Monrovia – Associate Commercial Court Judge Richard Klah has been suspended for one year by the Supreme Court of Liberia and risked impeachment by the Legislature.

Judge Klah’s suspension followed a recommendation by the Judiciary Inquiry Committee (JIC), a body which investigates the conducts of judges.
The JIC recommended to the high court that Judge Klah be suspended for one year for “gross impropriety and irregularity.”
The Commercial Court Judge was investigated by the JIC for allegedly receiving bribe and having communications with both parties during the trial.
It can be recalled that on July 16 this year, the high court opened an investigation regarding a JIC’s investigative report that explicitly pins Judge Klah to a telephone communication allegedly soliciting bribe from party litigants.
The court heard arguments into the matter after listening to the parties the Amicus Curiae (meaning: “friends of the Court”) and Klah’s legal team.
The JIC’s report also said that Judge Klah allegedly received a bribe under the pretext that he would enter a judgment in favor of a complainant, Swansey Fallah, who is the General Manager of the Kingdom Business Inc.
The report also recommended that Judge Klah be immediately suspended from serving as a judge for a period of not less than one year, with the loss of all salaries and benefits including transport, fuel, scratch cards for the period of his suspension.
“That, for his false statements under oath made both in his response to the complaint and in his testimony before the Commission, which by law is criminal, a further three months suspension be imposed upon Klah,” the report further recommended.
It also recommends that the Supreme Court set aside the decision rendered by Judge Klah in the “Action of Debt By Attachment” lawsuit brought by a Lebanese businessman, Moussa Abdulkarim, the chief executive officer of the Atlantic Development and Logistic Inc, against Swansey Fallah due to the gross unethical breach and proven irregularities associated with the hearing of the said case and remand same for a new trial.
It was against the JIC’s recommendation that Judge Klah filed a complaint to the Supreme Court against the Commission, arguing that it proceeded wrongly in its conclusion, where the Commission expressed serious doubt when he quoted the report by saying, “while it is difficult to make a determination as to whether the respondent judge did receive the amount of which the complainant states was delivered to him.”
To that recommendation, Klah contends that the Commission proceeded wrongly in its later conclusion that “the respondent judge did receive amounts from the complainant, Fallah without any factual basis or supporting proof.”
The bribery scandal grew when Fallah on March 17, 2016 wrote Chief Justice Francis Korkpor where he sought the Supreme Court’s intervention in regard to a grievance which he alleged he had been made to suffer by Judge Klah.
In that communication, Fallah complained that in a case where he was involved, and which was pending before the judge, he was told by the judge that if he, Fallah, paid the said judge a certain amount of money, he (the judge) would enter a judgment in his favor.
In total, Fallah claimed that he had paid to Judge Klah the amount of US$19,700.
Further Fallah’s letter alleged that on December 24, 2015, during the night hours, he received a strange call from a man who introduced himself as Judge Klah of the Commercial Court.
After his introduction, Fallah claimed that Judge Klah informed him that his friend Moussa Abdul Karim has taken his (Fallah’s) complaint to him (Judge Klah) that Fallah’s company was indebted to Karim in the amount of US$200,500 and that he Judge Klah was urging Fallah to pay such money and save him from trouble.
The letter said, Klah then instructed Fallah to locate him (Klah) at his office at the Temple of Justice for a conference with Karim to discuss payment plan.
Fallah also claimed that during the communication on the telephone he told Judge Klah that they were not indebted to Karim and that he will come to Klah to explain the details of the transaction between him and Karim after the Christmas Season.
After the festive season, Fallah’s letter claimed that he went to the Temple of Justice and was told that Judge Klah had travelled, but he made several follow ups, at which time he met Klah in his office.
During their meeting, Fallah said, he took time to explain the business transaction between him and Karim, but Judge Klah still maintained that he should pay to Karim at least US$150,000 and that he will ask Karim to abandon the rest of the money.
“I told Judge Klah frankly that we were not indebted to Karim but rather Karim was indebted to us according to business transaction that occurred between us,” the letter further alleged.
Unfortunately, Fallah’s letter claimed that on January 26, 2016, Judge Klah served him with a writ of arrest with attachment claiming the amount of US$200,500 by Karim and the case was being handled by another Judge, Chan-Chan Paegar.
However, for him not to go to jail, Fallah claimed that he obtained a required bond and went to the Commercial Court for filing when his lawyer, Lofen Kenneth, went to the public defender’s office to obtain some cash from one Atty. Sondah and Judge Klah spotted him standing in the lobby.
Later, Klah called him into his office and asked him if he came for the case between him and Karim and when he said ‘yes’, Judge Klah then promised that he would do all things possible to help him in the process during the adjudication since he knew that Karim was making false claims.
After the first day of the case, Fallah alleged that Judge Klah called him again and requested that he give him Judge Klah US$5,000 with the promise that he will dismiss the case because he knew surely that Karim was accusing Fallah falsely. Besides, Judge Klah warned him not to disclose the money transaction between them to his lawyer.
“By paying the US$5,000 to Judge Klah in his office introduced the beginning of my trouble in the hand of Judge Klah,” Fallah lamented, adding, “After that first transaction Judge Klah began to extort money from me on the weekly basis of not less than US$500 weekly.”
According to Fallah, from March 2016 to October 2016 Judge Klah demanded him on a weekly basis to pay for his home expenses, children school fees, car repairs, medical bills, bereavement funds, and his National Bar Association conference fees.
Fallah further claimed that before Judge Klah’s October 2016 ruling, he demanded Fallah to give him (Klah) the amount of US$6,000 that he needed to share the money to the two other judges of the court, Chan-Chan Paegar and Chief Judge Eva Mappy Morgan and himself Klah that each will take US$2,000 each as case closing fees.
Fallah also claimed that from January 26, 2016 up to the conclusion of the case in October 2016 the total money he gave to Judge Klah per his request amounted to US$19,700, not mentioning other court expenditure, bond fees and legal.
Unfortunately, Fallah claimed that to his dismay and shock at the conclusion of the trial, Judge Klah brought down a guilty verdict against him and his company, which led to his complaint to the Chief Justice.
Immediately afterward, Justice Korkpor forwarded the complaint to the JIC for investigation, which report Judge Klah had challenged.
Before the recommendation, the JIC opened an investigation which Judge Klah denied the accusation.
Judge Klah also argued that Fallah did not pay any money to him, but also that he had never discussed the case with Fallah, other than in the court, during the hearing of the proceedings, and in the present of all the parties.
Judge Klah again denied that he and Fallah had ever communicated on the phone and that the allegation of Fallah that they had used the medium of phone for communication was absolutely false.
Judge Klah also claimed that he did not know Fallah and Karim in the case before him, that he had never spoken to either of them via any cellphone communication or other that they were not his friends and he did not have their numbers, nor had he ever called or received calls from either of them.
Klah also vowed that if the Commission found any link between him and either of the parties in the case that was before him, via call records or other, then he, the judge was guilty of the allegation as contained in Fallah’s complaint.
It was after Judge Klah’s challenge that the Commission requested both GSM companies, Lonestar Cell MTN and Orange to bring the call logs between Judge Klah and Fallah and Judge Klah and Karim.
Surprisingly, both Lonestar and Orange call logs established that there were several call exchanges between Judge Klah and Fallah and Judge Klah and Karim.
In its ruling on Friday, August 16, 2019, the Supreme Court said Judge Klah’s handling of the debt case “was influenced by gross impropriety and irregularity, the judgement is hereby declared null and void and the trial ordered de novo and the findings and recommendations of the JIC are hereby endorsed…”
In addition to the endorsement of the JIC’s suspension recommendation, the Supreme Court says that the gravity of the ethical breaches committed by the Commercial Court Judge would warrant his referral to the House of Representatives to consider possible impeachment.
“However, due to the outrageous and reprehensible nature of Judge Klah’s violation of the Judicial Canons as well as our Criminal Statutes and the need to deter judicial officers in the jurisdiction from engaging in gross misconduct,
The court continues, “We hereby modify the penalties recommended by the JIC from suspension for not less than one year and unanimously hold that his name be forwarded to the Honourable House of Representatives to determine whether the acts he was found guilty of amount to impeachable offense.”

Arnold officer shot Tuesday in critical, but stable condition
ARNOLD, Mo — An officer hurt Tuesday in a shooting is in critical, but stable condition. Medical staff said Officer Ryan O���Connor’s family has a long road to recovery. His condition is expected to vary hour by hour.
The Arnold, Missouri police officer went to the hospital after a burglary suspect shot him in the head. Police said Officer Ryan O’Connor was in his police SUV.
EMS rushed O’Connor, 44, to St. Anthony’s Medical Center with “life-threatening injuries.” O’Connor went into surgery Tuesday, according to Jefferson County Sheriff’s Captain Gary Higginbotham.
Police officers from across the region went to the hospital to show support for the wounded officer. O’Connor has worked for the Arnold Police Department for about three years. He previously worked as an officer in St. Louis County and Ferguson.
The shooting happened Tuesday when police responded to a burglary report in an Arnold neighborhood. They were looking for suspet, Chad Klahs, 29.
Police said Klahs stole a gun from a vehicle. He shot the gun at O’Connor in the Arnold Police Department parking lot.
Authorities said it appears the suspect shot the officer and then turned the gun on himself. Klahs died at the hospital a few hours later.
The Jefferson County Sheriff’s Department is leading an investigation. The department is working to determine how Klahs got a hold of the gun in the patrol car.
Police said Klahs was ‘well-known’ to them. He had prior charges and convictions involving drugs, harassment, tampering with a witness, and first degree burglary.

SUUHH, Klah again! Continuing on from last week - After a little searching I finally found where I was 𝘴𝘶𝘱𝘱𝘰𝘴𝘦𝘥 meet the crew. Uh, well the ship was an ABSOLUTE mess… asking around some locals reluctantly pointed me to the cheapest  bar in town and to look for the ‘loud oafs’ if I want to find the crew. Turns out they were monsters, much to my surprise. And uh, these guys were anything but typical. For as tough as they were acting they sure turned into a bumbling mess when I brought up the ticket and that the damn thing nearly killed me… In the end they weren’t the 𝘸𝘰𝘳𝘴𝘵 lil guys, but I never did get my cruise. So they bought me a drink instead? Oh well lol, probs for the best.

Eyoo been a while y’all but looks like yer boi Klah has another story for y’all. With winter creeping up on us here at the hideout I decided it would be a prescient decision to stock the place with more booze before we got snowed in 🍻😏 I figured, being the nice guy I am, I should check up on my friends out by the Ice Lagoons while I was at it. Lucky for me there is a little port town on the west coast out that way where I could pick up some rum… that damn rum. See I thought I was in for a good deal, got a few cases of the stuff for real cheap, something about it being tampered with? Dunno everything seemed fine but the FIRST damn bottle I was polishing off I damn near choke on some crude little ‘ticket’ that was slipped in there! “Congratlations! You’o won a cruise on the beutiful Ice Lagoons” [sic] Well, ain’t that interesting. I was equal parts curious and indignant so I decided to follow up back at port. I’ll catch up with y’all on Wednesday once I make some progress in this investigation.

YOOOOOO LETS GOOOOOO! This Werewolf Wednesday is presented to you by WOLF PUPS, and of course ya boi Klah. Astute readers may remember that my good friend Xinul was expecting some time back, and I decided it was about time to check in on her pack! Low key though, this is a good chance for me to keep the New Jade goons from finding my favorite hang out spot. Sammy sent me a screenshot of an email amongst some of the management looking for ‘volunteers’ to go on another ‘visit’ to the Monster Kingdom. NO THANKS. Anyways, it lined up well with my plans to go check on things in the Greenbelt Forest. When I crashed their little party I learned a few interesting things. Apparently Xinul only had a single pup, but at least some others in the pack were expecting too! These pups have been quite the handful, luckily this isn’t my first rodeo or… pupeo? Their favorite game is fetch, but it would be a grave mistake to call it that in front of them. They insist on calling it "real time chase coordination and visual acuity hunting practice" Ha! I’ll leave the Wolf Yodeling practice to the parents 🙃  I think I’ll try and stay here until their naming ceremony, partly to help me remember all these lil ones, and partly because I wanna be remembered as a fun uncle, or funcle if you will.

Takin this Werewolf Wednesday to give a shout out for Pride2021🏳️‍🌈 from my pals and I out at the hideout! 😊 While this lil bar is a bit of a sanctuary to all kinds of folks, the LGBTQ+ community is especially near and dear to us here. In fact, ya boi Klah is ace! The manager Anita and the her #1 bartender Brie are both lesbian. There's plenty of others that come and go too of varying orientations- so if you find yourself in our world and need a space like that… hit me up and I’ll come pick you up 😉 We hope you’re in a place where you can celebrate with the pride you deserve! Well, this little village turned out to be way more entertaining than I would have ever expected. It’s a nice change of pace to meet such amiable folk. We really made the best of getting snowed in during an unseasonal cold snap.  I’m glad they’re well prepared for this kind of thing, we had plenty of firewood, food, and most importantly booze to keep us going. 🥴🍻 Of course, I kept my mind at least a little on how I could fill my journal with new information. They were more than happy to exchange stories. We used the Ice Rabbits I had caught and they taught me the recipe for curing them. But most interesting they had some more recent rumors about the Ice Lagoons. Normally the only sights to see are fish and sea lions resting on the glaciers, picturesque and generally serene. However, folks traveling by lately have reported seeing faces lurking in the water or behind the ice. Any attempts to call out or otherwise engage these 𝘵𝘩����𝘯𝘨𝘴 have only seen them watching blankly or retreating into the inky depths. The oddities of the world have been quite... restless? On the plus side, that means I’ve got job security. 🙃

Sorry about the delay on the usual Werewolf Wednesday you all expect. My fingers are just now thawing out enough to report back 🥶 I figured since I had already been through the area recently I’d make another trip up north to explore some of the culture and wildlife there. There’s a peculiar breed of rabbits that can be found in abundance around Ice Lagoons and parts of the Monster Kingdom. While many rabbits that are found in temperate climates have a distinct white winter coat they develop, these rabbits never leave the cold and keep a white coat. They can rarely be found as far east as Kulningvale from what I’ve heard, when they migrate during colder years. I figured crossing the border into the monster kingdom would be a bad idea given the political climate, so I tried to find some communities near the Ice Lagoons. I found a cozy little logging village to settle in and explore around. See these ice rabbits are considered a local delicacy in the north, apparently normal methods of cooking ruin the flavor so it’s cured in the cold- shaving thin cuts off to serve. Unfortunately the rumors I had heard didn’t include anything about how dangerous they could be when cornered, especially to someone dressed as light as me. I managed to track some down and catch a few in a trap. When I went to retrieve them they bit my hands and through my shoes. Waves of cold shot through my limbs, it was a very unusual sensation… I’m not sure exactly of the mechanism but I’m all too familiar with the end result. They were easy prey but I still suffered some painful  frostbite. The locals have been kind enough to let me recover here.

Well, it was finally time to leave those folks out by the Ice Lagoons alone and get a move on. I’m glad they haven’t sent anyone to track me down yet since I’m having fun with all the freedom I have for myself and Werewolf Wednesday. 😉 Speaking of the village - We ended up partying so much that between us, the weather, and the road closures around the monster kingdom they’ve missed quite a few shipments of b̶o̶o̶z̶e̶ supplies! I told them I used to be something of a supply runner before my current gig. So I’m heading South to find a nice port town and pick up some rum, that’ll be a nice treat to repay their kindness I think! 🍹 I really will miss them, first place I stopped kicked me out before I even opened my mouth 😂  Guess I forgot how wild my hair had gotten… I passed through the Greenbelt Forest again, looks like Kul and Xinul are still on edge from the fire, they haven’t totally settled in yet so I couldn’t stick around long. Exciting news though, according to the pack... Xinul is expecting some pups! 🐺 When I said that Kul must be excited too, the pack didn’t have much to say… I forgot Kul only just stepped up to lead the pack, so these pups may be of Xinul’s late mate. 😬  Wolf time moves so much differently, I get mixed up when I’m not around.

Heya folks, ya boi Klah found a lil side gig here in town- which is good because that rum ended up being more expensive than I thought! (and heavy, barrels man...) So fret not, I knew y’all were dying to know more about those snow cone flavors for Werewolf Wednesday. 😉 I was killing time in town while preparing myself to leave and trying to ‘lighten’ that barrel as much as possible, so I got to know the snow cone shopkeeper pretty well. Business was booming and he was running out of some of the local flavors- so I offered to help. He seemed a little hesitant to send a stranger out but I assured him I was more than capable of anything he could throw at me. Well I get it now, sky-lilies happen to grow on the cliffs that overlook the bay here. Strong winds & sheer cliffs… Ah, fun times... 🤑 So those other flavors! They were also quite good but less my style. There was a zesty yellow one that really peps you up, maybe good after a night of drinking? The blue one was interesting, it had a cooling effect and as long as you don’t get a headache it's very refreshing. The green one was surprisingly rich and vegetal, pretty adventurous for most but I bet Xinul would like it. The red one was also intense, syrupy sweet and tart fruitiness paired with spicy chili seems like a strange combination but it really does work!

Hey y’all, sorry for the brief Werewolf Wednesday - I left in a bit of a hurry so I spent most of my time getting everything in order to leave. I say that as if I’ve gotten any sort of official clearance. HA, nah that’s for the old timers to figure out- ey at least I left a memo. 😇 Without any sort of ‘big mission’ in the works like before I decided I should do what the actual job description is supposed to entail, more or less… the LOSC almanac is severely lacking so I’ll be out gathering data for that. 😉 I’m sure they’ll figure out how to catch up with me when they decide they need me again, but for now I’ll do them a favor and keep sending my notes along. Finally gettin’ back to living like I’m used to! Those big jobs aren’t exactly my style. 🙃

Looks like the earliest I’ll be leaving is tomorrow when more ships come to port, most the bars have already scooped up the latest shipment of rum for the coming warm season. Speaking of the warm season, I’ve decided to review a local treat this Werewolf Wednesday. Portsmouth being as far south as it is has a rather warm climate, folks around here have taken to making chilled snacks to help pass the time in the hottest parts of the day. Snow cones are the most popular so I decided to review this local cuisine. Should you give a Hoot 🦉? Overall: Yes, I’m sure there’s a flavor out there for everyone. Hands down my favorite was purple somberry. A lovely dark color with that dull sweet flavor the berries are so well known for. Of note is that the berries are crushed whole daily! You can tell because the snow cone actually numbs your tongue a little by the end, you’d only get that if the seeds were damaged and their essence hasn’t had time to break down. The sky-lily nectar flavor also stood out to me. It really doesn’t visually stand out since the nectar is colorless, and neither does the flavor. That’s the best part though, your palate can never grow tired of the subtle flavor and you can really enjoy the experience, it’s almost meditative. ...I’ll need to try the other flavors before I leave town.

Huh 😶 … well, welcome back to another Werewolf Wednesday y’all. Feeling fresh and recovered this week I decided to trek out and follow up on the rumors floating about the Ice Lagoons to see if I could explain the phenomena. I’m not sure I solved anything though. As you may imagine the Ice Lagoons are generally not a very hospitable sort of biome, so I went dressed this time for a long trek. And long it was, hours along the desolate black sandy shores and trackless iceberg ridden waters. After the wonder of the place wore off an eerie feeling began to sink in- wasn’t this place supposed to be known for its unique endemic life? Where was everything? Where was anything? Just as I had begun to ponder that a strange noise broke the silence. It was like a voice? but somehow off- like a crow or a parrot imitating a human perhaps? No that’s not quite right. The way it carried on the wind was strange too, I couldn’t seem to track it with how it seemed to bounce off the ice, no matter how long I spent listening. Eventually I only had another hour of good daylight left and I was getting hungry, so I decided it was time to turn back. That’s when I spotted a lone sea lion… was the sound coming from it? I whistled to grab it’s attention, but when it turned I swear it had a woman’s face. 😨 I was shocked, but before I could even blink the creature had slipped into the water and out of sight for good. That’s another one for the list of weird crap I’ve run into. Well anyways, I’m drinking off the experience now and planning my next move. Until next time y’all, cheers!

Alright… unfortunately I think I’m gonna have to let this scoop go soon- maybe I can get further once things have cooled down. I’ve hit too many dead ends for this to be mere coincidence. My next Werewolf Wednesday may see me leaving the city as discreetly as possible! 😓 I think I’ve spent too much time in the city, it feels like these buildings are looming over me and looking down with a masked malevolence. I’ve surely drawn unwanted attention, who knows what eyes watch me from high above and behind the callous glare of these windows. I couldn’t leave well enough alone; I snooped around the Stronghand HQ Tower and the surrounding area. Since it doesn’t seem like they’re the type to welcome walk-ins I decided to try my luck with searching their trash. I know I know, quite the step up from lurking in the sewers! So I tailed a waste management employee leaving the facility and politely asked if I could have a moment of his time and a peek in the trash. He seemed to be in a really bad mood though so I went ahead and relieved him of some work and sent him on break to chill out 👹 What’s unusual is that the vehicle was locked up, so I had to borrow a key for the hatch. Everything was very neatly packed for trash, must have been real special trash. Mostly shredded paper. Weirdly there was a lot of broken shiny glass too, which gave me deja vu. Finally I decided to check the cabin of the truck and found a ledger with buddy boy’s route, so naturally I figured that was a great lead and snagged it. I went back to LOSC to check up on the key project I gave Sammy and go over my finds.
