Is there a specific reason why Kierra's Snivy never evolved?

Not that we've established in canon, but I feel like it's probably one of those situations like Dawn's Piplup or Ash's Bulbasaur where it just enjoys being a Snivy and doesn't want to evolve.

Our character popularity poll has come to a close with Lizzie ranking as number 1, Amber ranking as number 2, and Allie ranking as number 3!

Coffee Break

Kierra’s coffee mug toppled over as she rocketed to her feet, slamming her hands down on the table. “You’re dating someone?!”

A man sitting in a booth nearby glanced over, and Lia quickly hushed her older sister. “Would you keep your voice down?” she hissed between gritted teeth. “Don’t make a scene!”

Snivy promptly hopped onto the table, using a wad of napkins to clean up his trainer’s mess. Lia’s Dewott snickered, and Snivy shot him a dirty glare.

Kierra pouted. “How can I not?” she asked, plopping back down into her chair. “My little sister is dating someone and I’m still as lonesome as a Cubone!”

Unimpressed, Lia rose out of her seat. “Okay, I’m leaving,” she said, her tone flat as she slung her purse over her shoulder. “Dewott, let’s go.”

Kierra’s jaw dropped, and she scurried to her feet. “Wait, wait, wait!” she quacked, blocking her sister’s path. Lia huffed, rolling her eyes. “You can’t go without at least telling me who the lucky guy is!”

Lia deadpanned, and Kierra offered a lopsided grin. After a beat, Lia attempted to push past her. “No thanks.”

“Aw, come on.” Kierra side-stepped, blocking Lia’s path once more. “Please?”

Lia could feel herself beginning to cave as Kierra gave her famous Lillipup eyes. It was something that typically worked on their parents, but never on her. So whatever was causing this ridiculous moment of weakness now, she couldn’t say. She winced, avoiding eye contact. “You have to promise you won’t… freak out.”

Kierra puffed her cheeks, insulted. “When have I ever ‘freaked out’?” Lia, Snivy, and Dewott’s eyes all trailed to the mess of coffee soaked napkins sitting atop the table. Kierra clicked her tongue. “Okay. Bad question. But you know what I mean!”

Lia’s cheeks flushed and she averted her gaze. She pursed her lips before murmuring something under her breath that Kierra couldn’t quite make out.

Kierra squinted, leaning in. “What? I can’t hear you.”

Letting out an aggravated breath, Lia finally looked her sister in the eye, her cheeks burning. “I said it’s Tempa.”

For a long moment, Kierra did nothing but gawk at her sister, and Lia shifted uncomfortably. But just as she opened her mouth to say something, Kierra let out a long groan.

“Ugh. First Briar. Then Skye. Now you,” she whined, plopping back down into her seat.

Lia blinked, taken back, and Snivy shook his head disbelievingly. Kierra breathed an exaggerated sigh. “How do all you dorks score such bombshells but I can’t meet one decent guy? I’m never gonna get laid.”

“Kierra!!”

Personality/Traits:

Snivy has a tendency to be a rather worrisome Pokemon. He's a Pokemon who always thinks before he acts, being especially cautious in dangerous areas. Because of this, he constantly finds himself looking out for the safety of others--especially Kierra. Snivy is incredibly protective of Kierra. He knows that she can be a bit of an airhead at times, so he's the one to keep her from doing anything that might result in harm or injury because of it. This can lead to him being a little bit spastic at times though--automatically freaking out if he loses sight of Kierra or if she's walking right into the mouth of danger. Because Snivy is so protective of Kierra, he's easily irked if other people or Pokemon tease her. When this happens, he's quick to act by swatting them across the head with his Vine Whip attack (Skye frequently finds herself being victim to this habit). Even though Snivy is a very careful and worrisome Pokemon, he is not timid in the slightest. He's always on high alert, and isn't afraid to face a scary situation if push comes to shove--he'll do whatever it takes to protect Kierra.

Snivy prefers not to battle if he doesn't have to. It isn't that he dislikes battling, he would just prefer to put his skills to use elsewhere. Because he doesn't battle, he likes to be able to use his attacks to help Kierra with her research in any way that he can. He frequently uses his Vine Whip attack to pick up heavy rocks and objects that Keirra has a hard time moving while searching for fossils. He uses his Protect attack to shield himself and Kierra from any rubble that might fall when working in unstable areas. He utilizes Flash by lighting up the leaves on his tail--working as a flashlight for when he and Kierra are exploring dark places or attempting to look into holes or cracks. He generally uses Leaf Storm as a form of protection against other Pokemon while working--especially the Zubat evolution line that Kierra fears so much. Even though Snivy prefers not to battle, he will if he has to. Although he isn't the greatest offensive battler, Snivy is a very skilled defensive battler--using his alert nature to his advantage on the battlefield to protect himself and wear his opponents down.

History:

Snivy has known Kierra since before she even officially picked him as her starter Pokemon. Kierra would frequently visit Professor Juniper's lab in the months leading up to her heading off on her Pokemon journey. Kierra loved being able to see any research that Juniper had on the ancient Pokemon world--so she would lock herself away in the lab's library and become absorbed in the books and files there. On one occasion, when the Pokemon were being fed, Snivy managed to slip away from the others and began wandering the halls. He found himself entering the lab's library, and it was there that he met Kierra. Kierra enjoyed Snivy's company, and when he showed an interest in the books she was reading, she decided to read them aloud to him. Although he didn't fully understand everything Kierra was talking about, Snviy found himself getting excited over it anyways because she spoke with such passion. Kierra told Snivy over and over about how learning more about the Pokemon of the past could help the people and Pokemon of the present and future--and how someday she wanted to be able to make an impact as a Pokemon Researcher too.

Because of this, Snivy found himself taking more and more interest in the science Kierra spoke of. Whenever she would come to the lab to visit, Snivy would always join her in the library or outside. It was also during this time that Snivy learned that Kierra was a bit of a clumsy airhead. He would have to be quick to jump to action in order to keep her from tripping and falling, or having a mountain of books collapse on her. Eventually, when Kierra is ready to set off on her own Pokemon journey, she decides to take Snivy with her as her partner. Kierra tells Snivy that she can't become a famous Pokemon Researcher on her own--and that if she wants to learn everything she can about Pokemon, then having a Pokemon work alongside her as her partner is an absolute must. Snivy is thrilled, and the two make a promise to learn as much as they can about the ancient Pokemon world together so that they can make an impact in the field of research. Ever since that day, Snviy has traveled alongside Kierra--the two learning as much as they can about ancient Pokemon.
