A southern rock nem igazán európai stílus, az itteni népszerűsége meg sem közelíti az ottanit, hiába Gojko Mitic és Limonádovy Joe. A Lynyrd Skynyrd azért errefelé is megvan, a Molly Hatchet még csak-csak, de a Blackfoot már nem igazán ütötte át az ingerküszöböt. Erre utal legalábbis az, hogy a “Blackfoot zenekar lemezkritika” kifejezés a gugliban néhány említésnél – azok is jobbára tőlem – többet nem hoz fel. Pedig egy, a ’60-as évek végén alakult patinás és legendás bandáról van szó. Igaz, többször voltak inaktívak az 50 éves pályafutásuk alatt, legtöbbször amúgy éppen azért, mert néhány tagot (köztük a banda kulcsemberét, a gitáros-énekes Rickey Medlocke-ot) átszippantotta a Lynyrd Skynyrd a soraiba.
1975-ben jelent meg az első albumuk, de pályafutásuk csúcsán egyértelműen ’79 és ’82 között voltak. Az 1979-es “Strikes” még egy igazi southern rock lemez, de már itt megvillantották, hogy ennél többre hivatottak és képesek (“Road Fever”, “Train Train” és minden idők egyik legjobb epikus száma – a “Child in Time” és a “Stairway to Heaven” után – a “Highway Song”). A “Tomcattin'” és a “Marauder” már inkább lettek vérbő hard rock korongok, déli behatásokkal-gyökerekkel persze.
Erre a korszakra a koronát (megint csak minden idők egyik legjobb élő felvétele a “Made in Japan” és a “The Song Remains the Same” után) a “Highway Song Live” tette fel 1982-ben, mely egy elementáris erőben lévő hiper-tehetséges southern hard rock bandát mutat (írtam róla korábban, ha valakit érdekel, megtalálja). Fene se gondolta, hogy mindezek után bevesznek egy billentyűst (mondjuk, ha már, akkor Ken Hensley-t), és egy teljesen más (dallamos) irányba mozdulnak el. A korszellem ugyebár…
Nem szidom az ezt követő megjelenéseket, mert azokon is találni egy-két jó számot (egyik napról a másikra nem lettek fos dalszerzők, sem szar zenészek), de az a korszak már inkább az AOR rajongóknak tud örömet szerezni. Míg a fent tárgyalt aranykor bárkinek, aki kedveli a tökös hard-heavy rockot, és nem vet meg némi egyediséget sem. Gondolok itt az autentikus western imázsra (több tag részben-egészben indián származású) és ízre (pl. bendzsó, zongora, trombita néhány számban – ne ijedj meg, ezek ettől még tényleg dögös lemezek), valamint arra a bizonyos nagybetűs fílingre, mely majd’ szétveti a szerzeményeket. Ez a muzsika csak ott születhetett meg, Európában nem.
Úgy látszik, ez nem olyan, mint a westernfilm, amit az NDK-tól az olaszokig mindenki megtanult többé-kevésbé élvezhetően csinálni. A muzsika mélyebbről jön, itt nem lehet csalni!

What not so important things did we learn about:
Callen: Has issues. Sam: Playing his daughters favorite game. Kensi: Trying to rehab on her own with rough results. Deeks: Off deep cover ops for a while. Eric: Spending quality time on the boat shed screen. Nell: Ibid. Granger: Has access to Callen's personnel file including his psych evaluations. Hetty: Sharing a cocktail with Granger.
Who's down with OTP: Deeks proposes but Kensi is in no place to hear it. Granger opens up to Hetty about his health.
Who's down with BrOTP: Callen and Sam are playing games, joking about who belongs in a psych hospital and the size of the sharks about to kill Callen. Sam and Hetty have a great conversation with Deeks about Kensi while Granger wants Deeks available for Kensi at all times. They are all doing a great job of taking care of Deeks as he takes care of Kensi.
Any Hanna family mentions: NCIS OSP scenes open with the team playing one of Kamren Hanna's favorite games.
Fashion review: Callen is wearing a blue plaid button down shirt. Black henley day for Sam. Kensi is in very baggy (hugely baggy) sweats, Deeks is wearing a medium blue v-neck tee. Eric has on a light blue tee-shirt under a burgundy button down shirt. Nell is wearing a busy dark blue dress with peacock feathers. Hetty in in a brown pinstripe suit. Granger is in a hospital gown before wearing a medium blue suit with a blue and white checked dress shirt.

Any notable cut scene: Two, neither notable. Callen walks into the rec room where Dill is just blowing through solving a Rubik’s Cube. Callen thinks they’ve slipped Dante and his buddy. Callen picks up the solved Rubik’s Cube and messes it up. Dill explains he’s not crazy, just attentive. He thinks everyone could be a fed, even Callen. Callen thinks Dill is couldn't be more wrong as he tosses the Rubik’s Cube back. Dill, while easily solving the Rubik’s Cube, tells Callen he has a choice - be paranoid or be dead.
Emily is brings Kensi back to her room. Kensi asks to sit in the hallway for a while – she's going stir-crazy in her room. Once Emily is gone, Kensi tries to wheel herself but struggles using just one hand. An older gentleman – a hospital volunteer – asks if Kensi if she needs help. Kensi asks him to bring her outside – she's meeting a friend..
Also in the DVD set is the "Remembering Miguel" feature and the scene at the end of this episode is heavily featured. R. Scott Gemmill and Frank Military both spoke about Miguel Ferrer allowing the program to use his real-life struggle and make them Granger's.
Quote: Hetty: "Owen? Care to join me?" Granger: "Thanks." Hetty: "Sit." Granger: "Don't mind if I do." Hetty: "You know, you may be able to fool the kids with this "cold" business of yours but I know you, and you look and sound worse than when we pulled you out of Laos." Granger: "Doctors They're like lawyers with knives. They're still trying to figure this out. But it's probably just a lifetime of bad decisions-- smoking, drinking. My time in the triangle." Hetty: "Agent Orange? Owen, I'm so sorry." Granger: "Listen, nobody gets out of here alive. We both know that. And we should be grateful we made it this long." Hetty: "Ain't that the truth."
Anything else: A group of Marine biologists are looking at a dead shark. A doctor is cutting the shark open. There is a heavy item in the shark's stomach. It isn't a tire or another shark – it is the torso of a man.
Another man's torso is shown, this belonging to Owen Granger wearing a hospital gown. He is being put into an MRI machine.
Sam asks Callen if he'd prefer losing his sex organs or having his lips cut off. Seems it is a game Kam like playing but she asks about invisibility or being able to fly. Callen thinks it Is dumb but answers flight. Deeks, who seems distracted is brought in. When Sam asks invisibility or flight, he doesn't have an answer. Sam gives Callen a meaningful look. Deeks spent another night at the hospital – Kensi is the same, but better. Sam tells Deeks that better is good. Eric comes down from Ops with his own question – no knees or no elbows. Sam goes elbows – you can run and shoot. Callen says that's the wrong answer- no elbows means no food – and declares himself the winner.
Up in Ops, the torso in the shark's stomach belonged to a Tad Larsen. Larsen worked for the NSA as an analyst. He was working with another analyst, Bruce Carter, but Carter hasn't checked in. Eric found Carter on a security camera at an apartment near the beach. Granger tells Callen, Sam and Deeks to find Carter – and stay out of the water.
Near the apartment where Carter was last seen, Callen asks Sam if he'd rather be eaten by a shark or a giant squid, foreshadowing Callen's end to the case. Sam doesn't want to play. Eric sees Carter walking towards them on the boardwalk with a woman. Callen and Sam stop the two. Carter is very security conscious. He pulls Callen and Sam into a small office building.
Inside the building, Carter and the woman with him – NSA Finance and Accounting Analyst Jolene Townsend – are worried. Larsen was fed to sharks while coworker Gary Dill is missing. Dill, Larsen, Carter and Townsend discovered an ISIS cell trying to cross the border from Mexico.
If ISIS tortured Larsen, they'd have the home addresses of Dill, Carter and Townsend and possibly family members, too. Turning down Callen's offer for protection, Carter and Townsend want to go back to Washington where they feel safe. They wouldn't mind an escort to the airport. Callen and Sam agree. As the four leave the building, a car drives up with several men with large guns. They fire at Carter and Townsend. Callen and Sam order the NSA staffers to get behind some vehicles while they return fire. In the end, Carter and Townsend are safe. But there is one dead man – one of the shooters.
While LAPD is working the crime scene, Callen is taking a photo of the dead shooter for facial rec. Sam is with Carter and Townsend. Carter has the NSA's security people picking him up with Townsend and being moved to a safe location. Sam wants Carter to stay – putting his hand on the man's arm to restrain him. Carter insists Sam take his hands off him – he's going with Townsend. And they do.
Back in Ops, Callen, Sam and Deeks are told by Nell that Gary Dill has been placed in a psych hospital in Irvine. He was place there after an indecent exposure incident but placed there as a Noah Leipzig. At least Nell thinks it is Gary Dill – facial rec matches and as an NSA Agent, Dill could create a false legend. NCIS can't get any info from NSA on the ISIS cell, though Granger thinks that may be because of what happened to Larsen. They're protecting themselves.
Callen thinks they need to go undercover at the psych hospital. Sam agrees – at the hospital, they can find Dill and see what he knows. Deeks knows he's going in since Callen and Sam can't pull off crazy. Granger says no. Deeks makes his case – homeless Artie sees things, has PTSD. Sam agrees – Deeks is perfect for the job. Granger says no for this case and no for a while – no deep cover ops while Deeks has a personal commitment outside the office. Everyone agrees.
Callen volunteers Sam, who reminds Callen who is the recluse with no long-term commitments. Granger agrees – and has access to Callen's personnel file with his psych evaluations. Deeks suggests a court ordered psych eval for Callen, the double murderer. Eric will throw in a case of killing small animals as a child. "That's so Callen," Nell jokes. "Totally," Eric agrees.
At the hospital's PT room, Kensi is walking on a treadmill with the help of a harness and three physical therapists. Emily, the main physical therapist is offering words of encouragement and correction when needed. When the walking part is over, Emily explains that Kensi's spine has been reminded what it is like to walk so using a walker, Emily would like Kensi to try to stand on her own. With the help of the two other physical therapists and Emily holding the walker still, Kensi is able to stand with some effort. Keeping her core strong and her back straight, Emily wants Kensi to let go of the walker. She tries twice but is swaying. She is able to let go with her left hand but not with her right. Kensi wants to keep trying but Emily explains overdoing could lead to a set-back. Kensi is frustrated – she can't walk, she can't use her left hand, how much worse can it get? Emily asks Kensi to look at the others in the PT room where a solider with an artificial leg is relearning how to walk.
At the psych hospital, Callen is being admitted as 43-year old David Earl (which is nice for then 46-year old Chris O'Donnell). The intake nurse explains all the things Callen can't have – cell phones, alcoholic beverages, drugs, cigarettes, poison, glue, firearms, weapons, cameras, recording devices or pets. If Callen is found with any of those, he'll be arrested. He is given a hospital bracelet. Walking through the ward looking for Dill, there is a man selling cell phones to a patient named Dante. Callen pickpockets the illicit cell phone from Dante's hoodie.
In the bullpen, Deeks announces to Sam that he's never surfing again. Sam asks why. Deeks had a friend at LAPD send him info about the Banuelos cartel. They get rid of people by taking them out in the ocean, throwing chum into the water and feeding their problems to the sharks. "How messed up is that?" Deeks asks. Nell joins the fun. The Banuelos cartel could be the ones moving ISIS into the US. They have tunnels that go into the US from Mexico. Nell thinks if Larsen was in the water surrounded by sharks, he'd give up everything and Sam wouldn't blame him. Neither would Deeks.
In the psych hospital, Callen wants to make a call. All patients get one-hour a week. An orderly records Callen's hospital bracelet and gives him the landline phone. Callen calls the cell phone he grabbed and placed in Gary Dill's room. Dante hears it and goes to find Dill with two other patients Dill claims innocence but Dante threatens Dill. Callen throws Dante ff Dill and threatens back. Dante notes, "It's three on one, b."
Callen takes out one of Dante's stooges, Jose. "Now it's two on one, b," Callen snarks. Stooge number two leaves on his own. "Now it's one on one, b," Callen tells Dante. Dante leaves and orders Dill to stay away from his stuff. Dill is grateful. Callen explains he doesn't like bullies. Dill introduces himself as Noah Leipzig after Callen puts out his hand as David Evans.
In group therapy, Dante is disagreeing that he's aggressive. Jose with now a broken nose, wants the foosball table returned. The doctor running group, Tannen, explains that the foosball table was causing arguments. Tannen moves to Dill and asks about his paranoid thoughts about the government. Dill points out that info was from their private session. Tannen thinks if everyone knows, the group can help Dill with his problems. Dill thinks some people in government are trying to kill him.
Helping Dill with his problems is Callen who says he believes Dill while the doctor is judging Dill. Callen also believe group therapy is throwing everyone's problems into the circle where they can be judged, mocked and ridiculed. Looking at Tannen, Callen guesses he was a small kid who was picked on and now is using his position to build up his superiority complex. "How close am I?" Callen asks. Chris O'Donnell would play an excellent smart psychopath. The other patients start to laugh at the doctor. One applauds.
Gathered on Hetty's office couch are Hetty and Deeks with Sam in one of the guest chairs. Sam is worried about Deeks. Deeks says he's fine. He's fine, Kensi is working to be fine. Hetty wants an honest assessment of what's going on. Deeks isn't OK, Kensi certainly is OK, Sam tells Deeks. Deeks disagrees – everything is going to be fine. Sam adds a "maybe" to that sentence. Sam is sympathetic. He's seen people struggle with this. Hetty wants to offer Deeks time off. Deeks doesn’t need time off.
Eric and Nell interrupt. NSA finally contacted NCIS. There are no ISIS cells trying to get into the US with the Banuelos cartel. FBI, CIA and DEA agree. Sam wants to talk to Carter again. Nell mentions he is an NSA safe house but that's no trouble for Sam. He put a tracker on Carter when he insisted on leaving after the shooting. Hetty is impressed. Sam and Deeks are about to bring in Carter when Deeks gets a text from Kensi's therapist Emily about Kensi's morning. Sam insists Deeks go to Kensi. Granger will go with Sam. Deeks says Kensi is fine – he's going with Sam to see Carter and then visit Kensi.
Dill goes to Callen's room, impressed with what he did to Tannen. Callen jokes that he knows how Dill feels – he thought his phone was tapped once. Dill tells Callen it was – "I know things." Callen asks Dill if he's hiding from the government but Dante and Jose enter the room. Jose says "says it like we practiced" to Dante. He apologizes to both Dill and Callen. He wants to share stories with Callen. He becomes friendly – wanting a hug from Callen.
Sam and Deeks find Carter and Townsend trying to get a parking space in a large, mulit-level parking lot. Sam relieves Carter of his car's keys, tossing them to Deeks. Sam asks about the NSA security team. Deeks pops the trunk. Townsend complains it is an illegal search, something Sam finds "legitimately funny coming from the NSA." Deeks finds seven burn phones, a gun and a suitcase full of money. Sam notes he and Deeks are working for the wrong government agency.
A hospital volunteer drops Kensi off in the outside area of the hospital. When he leaves, she locks her wheelchair's wheels and tries to stand. After one misfire, she is able to stand, holding the wheelchair with her right hand. She puts no weight on her left leg. When she lets go of the wheelchair, she has a big smile on her face until she loses her balances and falls – hitting the ground hard. An orderly eating his lunch sees her fall, jumps up and immediately checks on her. When the orderly offers to get a nurse, Kensi just wants to be put back in her wheelchair. The orderly eases her back and tells her he's sitting right nearby if she needs anything. Kensi is a mix of disappointed, humiliated and frightened. Daniela Ruah was really good in this scene showing all of Kensi's emotions.
In the boat shed are Sam, Deeks and Granger. Eric and Nell, on the main room's TV screen, say Deeks mention of the Banuelos cartel had them switch the parameters of the facial rec search of the dead shooter. He was Antonio Martinez – not ISIS, a member of the Banuelos cartel. Sam goes into the interrogation room where Carter is waiting. Carter wants to call the NSA to tell them where he is. "So they can sweep in here, pull the top-secret card and pull you out," Sam says. No, Carter is staying because it isn't ISIS that is after him, it is a drug cartel. Carter sells the idea that ISIS could be using the cartel to kill the NSA members. Sam asks about the money in the car but Carter sells the cash as money for informants. Carter wants Sam to call the NSA – the money is all accounted for. Sam won't do it until he gets his questions answered. Sam knows Carter is lying by omission – what isn't he saying to Sam.
In Ops, Nell tells Sam, Deeks and Granger, who is questioning Townsend, that Townsend wrote a report on the Banuelos cartel and their finances. Townsend says that it makes sense they went after her. Granger wants to know about the money in the trunk of the car. Townsend says it is Carter's money, she knew nothing about it. Watching in the main room, Deeks thinks Townsend not only threw Carter under the bus, she ran him over with it.
Carter confirms Townsend didn't know about the money. Sam laughs – Townsend sold Carter out without a moment's thought. Carter talks about being faithful for 22-years but when Larsen and Dill disappeared, Townsend came on to him. Sam doesn't care about Carter's personal life. Townsend told Carter that the cartel was after her and after Larsen. The government was seizing assets associated with crimes – taking money from drug cartels. Townsend's job was finding the money and she was good at it. She knew all the major players and their bank accounts. Granger figures out Larsen, the computer expert, could transfer money out for Townsend.
Sam, Granger and Deeks reconvene in the main room with Eric and Nell on the TV screen. ISIS isn't involved in any of this. It is the old story of law enforcement stealing from drug dealers who can't exactly report those crimes. Nell found several of Townsend's shell companies and offshore accounts with assets around $17 million. Townsend never saw the cartel striking back. Sam wonders about Dill. Deeks says they're not even sure if Callen is dealing with Dill. Granger wants Deeks to process Carter and Townsend with the FBI and then go to see Kensi. Deeks is grateful. Sam is off to get Callen and bring Dill in.
At the psych hospital playing gin, Callen asks Dill how he wound up in the hospital. Dill went shopping naked at the local Whole Foods (ew). "You're not crazy at all," Callen notes. Dill, who is counting Callen's cards and knows Callen is working his way to winning hand, knows Callen isn't crazy either. A pair of cartel members enter the hospital dressed as interns and are looking for Dill's alias. Dill starts to explain to Callen who he is but Callen tells Dill he knows – he's NCIS. Dill figured Callen was FBI. Dill confirms everything Sam, Deeks and Granger learned with the help of Eric and Nell adding in that he actually found the money – he thought it was a legal search for assets. Callen tries to figure out how to escape the hospital with Dill.
In the gadget area (which also needs to be used more), Eric and Nell are going through the phones from Carter's trunk for Granger. Before she was arrested, Townsend leaked Dill's location to the cartel and started to set up the idea that Dill was the mastermind. Granger asks how far is Sam from the hospital. He's ten minutes out – Granger wants him there in six.
At the psych hospital, Callen and Dill asks Dante and Jose for help. "That's what friends are for," Dante says. Callen and Dill make their way down a hall, finding a real orderly knocked unconscious in a room. Callen locks himself and Dill into that room – the hospital's pharmacy. He picks up a pair of scissors.
The cartel members dressed as orderlies notice the door they purposely left opened was now locked. Dante comes up to them with Jose, complaining he needs his meds and needs them now. The cartel member pulls a gun, causing Dante and Jose to leave. Shooting the lock off the door, the cartel members find Callen and Dill but they switched ID badges. One cartel member takes the scissors from Callen before they march him out of the room.
Sam interviews Dill who explains the ID badge switch. Callen had a GPS tracker but there is no signal according to Eric. Nell sees security footage of Callen being put into a black cargo van. Callen is in the van, locked into a huge metal cooler. The cartel takes Callen out on their boat. The tracker fired when Callen was being moved – he's at a Newport marina. Sam realizes Callen is going to be shark food. Asking Nell to call a Tom Olsen, a former SEAL teammate, Sam wants Olsen to getting geared up and ready to go.
In the middle of the ocean, Callen meets the head of the Banuelos family. Banuelos explains he likes to fish using humans as bait. The cartel members chum up the water while Banuelos asks for his $17 million. Callen tries a joke that doesn't work. He also tries to sell out the real mastermind – Townsend. But Townsend provided proof to Banuelos that Dill's computer was the one that hacked the accounts. Callen is tossed into the water, killing his tracker.
Sam pulls up at the marina to meet Tom Olsen, who is walking with a limp and a cane. He takes Sam to his boat and out to sea. Back on the Banuelos boat, Banuelos is promising to save Callen if he'll just turn over the bank accounts. The boat has Wi-Fi. I can't get Wi-Fi in huge parts of the major city where I live but the Pacific Ocean is a four bars situation. Callen makes more jokes. Banuelos says Larsen wasn't as funny – especially as he tried to tread water with a shark biting Larsen's leg.
Sam is in his scuba gear about to swim nearly a mile to Callen. He and Olsen use to swim two miles every day before breakfast. Olsen would like to go with Sam – "you and me both."
One cartel members sees small sharks making their way to Callen. Banuelos promises that if Callen gives him the account number, he'll shoot Callen in the head. Save him the pain of being eaten alive. Callen is making fewer jokes. He suddenly is being pulled down. Sam is there with oxygen and a gun.
Callen resurfaces, shooting one of the cartel members. Sam is on the boat, taking out the other before arresting Banuelos. Callen is very happy to be back in the boat. Sam tells Callen the baby sharks wouldn't even take off a finger. The sharks Sam scared off – they were big.
At the psych hospital, Callen tells Dill it is all over – he's been cleared, Townsend is in custody. Dante and Jose stop by. They are happy Dill isn't crazy. They also want to see a movie with Callen. Callen explains he'd have to kill them if he shared his true identity but he has secured a new foosball table for the common room.
Outside the VA hospital, Deeks finds Kensi, who is sort of daydreaming. He asks if she's OK and she is surprised by that question. He shows her the blood on her right leg. She explains she fell trying to stand. Deeks is proud of her. Bending to one knee, he sees the cut on her leg letting out a worried whistle. Kensi didn't feel the cut because the leg that works doesn't feel and the leg that feels doesn't work. Deeks thinks she needs stitches and it needs to be cleaned before it is infected. Kensi thinks he should just left her out there. Standing, Deeks jokes he thought about leaving her but Hetty wouldn't be happy if he threw away a perfectly good agent.
Kensi is not in the mood for Deeks's humor. Deeks bends down look at Kensi. They're going to live happily ever after. He wouldn't have left her in Syria because she would have died there and he'd be alone. He asks her what she remembers from her coma. She remembers some things but it is a mix of memories, dreams – she's not sure. Deeks says they should do it again. He starts to propose but she is shaking her head no, waving her hands. She wants no part of this proposal.
Deeks shows her the ring and asks if she likes it. She does, "it's beautiful." Deeks had a different vision of a proposal – shirtless on a big white horse with a road of rose pedals. Deeks says the details don't matter because he loves and wants to spend his life with her. Kensi isn't doing the proposal here – here at the hospital, here in the wheelchair, here where it isn't fair to either her or him. Deeks says none of that matters. He wants to spend the rest of his life with her. Kensi doesn't think any of this is fair. She wants to go back to her room. Deeks asks her to hang onto the ring, he'll probably lose it. She's having none of it.
Back in Kensi's room, he helps her get into her bed. He removes her shoes. Kensi sees Deeks doing all the things she used to do for herself and she's miserable. Deeks goes to get Kensi a nurse.
In Hetty's office, she has scotch for Granger. Hetty says Granger may be able to fool "the kids" about "this cold business" of yours but she knows him better than that. "You look and sound worse than when we pulled you out of Laos." (Nice set-up for later in the season.) Granger says a lifetime of bad decisions – smoking, drinking, Vietnam. He's suffering from the effects of Agent Orange. Granger reminds Hetty that nobody gets out of this life alive and he's grateful he made it this far. "Ain't that the truth," Hetty says as they share a sip of scotch.
What head canon can be formed from here: When Sam mentions to Deeks about seeing friend go through a tough recovery, is he talking about Tom Olsen? Hetty and Granger in Vietnam. Deeks's dreams of happily ever after.

Constitutional officers
Arkansas's executive branch is headed by the governor, who has ultimate authority over the operations of most state agencies, from the Department of Human Services to the Department of Correction. The second-most important statewide elected office is the attorney general, who serves as counsel for the state and acts as an advocate for consumers. The secretary of state has authority over Arkansas's election records (although the administration of elections is handled by county officials). In addition to the governor, attorney general and secretary of state, Arkansas has four other constitutional officer positions not listed below: lieutenant governor, auditor, treasurer and land commissioner (you probably won't ever have cause to deal with them).

The Arkansas General Assembly creates the state's laws, controls how state tax revenue is spent and has limited influence over the operations of state agencies. Because state senators and representatives are elected to represent the interests of their constituents, contacting these officials is generally the most direct means for citizens to communicate with state government. Every resident of Arkansas has one senator and one representative. General inquiries to the House of Representatives can be directed to 682-6211 during the legislative session and 682-7771 when the General Assembly is not in session. LOCAL GOVERNMENTS
County and municipal governments are responsible for administering local services, including law enforcement, maintenance of local roads, waste and recycling pickup, and maintenance of sewer and water systems. The county also runs the jail, administers local elections and collects property taxes.
The executive at the county level is the county judge, and the legislative body is the quorum court. The structure of municipal government varies according to the city: Some cities have a strong executive, others do not. In Little Rock, an unelected official, the city manager, is responsible for the broad day-to-day operations of the city.

SCHOOL DISTRICTS
In a traditional public school district, voters elect school board members, who set policy for the district, make spending decisions and hire and fire its executive, the superintendent. However, the state Board of Education and the Education Department have the authority to seize control of a district and dissolve its elected board, under circumstances. In the event of a takeover, the (unelected) state Education Commissioner serves as the board until the district is returned to local control.
The state took control of the Little Rock School District in Jan. 2015 due to six out of the district's 48 campuses being deemed in "academic distress." In 2016, the state returned the Pulaski County Special School District to local control after five years of state takeover, and voters elected new members to the PCSSD school board in November. The Jacksonville-North Pulaski District, which was formerly part of the PCSSD, achieved full autonomy in 2016.
Traditional school districts are funded by local property tax revenue, state revenue and federal funds. In addition to its four traditional public school districts, Pulaski County is also home to a number of charter schools (which are publicly funded but privately administered) and private schools.
