To answer the second, they're all options. It just depends on your mood. (Though with any word that has sr vs. j, j is modern; sr is older.)

Skoro and skorio come from skoros and skorion, respectively. Skoros is "what" for something specific; skorion is for a generic, and is often interpreted as "where" or "what reason" or "what abstract idea". So skoro syt would be "for what specific thing" whereas skorio syt would be "for what reason".

You have to understand, though, that as the language ages, these distinctions drop out. I expect the difference between skoro syt and skorio syt would largely be one of style or formality at some point, with the specific distinction having been forgotten.
