But then also, why doesn’t London promote an understudy to principal? They’ve had people emergency covering certain roles for years, so why not have those people as the leads? Is it because Cammack doesn’t want to pay more than he has to?

There might be some confusion over terms and such here. "Covering" is when an understudy or standby takes on a principal role because the usual actor is out. This is expected and quite usual; it's why standbys and understudies are hired. "Emergency covering" is a bit of a different ballgame: this is when so many of the usual actors are out, that an actor who has left the show entirely (or an actor who does not usually play or cover the role at all) must be brought in to play the role.

It's definitely been said that London has had a bit of an emergency cover problem pre-COVID, to the point where actors who leave the show will still be contracted to come back if needed. But that problem doesn't really have anything to do with not bumping people to principal; it has more to do with how the London production only had one understudy for a role (e.g. Christine) and their tendency to just switch out an entire cast and then not rehearse the understudy, meaning if even one of the principal actors was out, they'd have only one backup who was totally unprepared to do 8 shows a week.

But for the most part, that's been fixed post-COVID, as most roles now have multiple understudies (the role of Christine now has two understudies, for example), and they haven't done any massive cast switcheroos too much (sticking with Christines, at the July cast change only Beatrice Penny-Toure left, so they still had 3 experienced Christines left, and Lucy St Louis left in January, which still meant they had 2 actresses who had played the role and Eve Shanu-Wilson had done her cover run).

Still, I get what you're saying - Killian Donnelly has left and it wasn't cast change day, so why not just promote James Gant or James Hume to principal Phantom instead of bringing in, say, Earl Carpenter for six weeks and now Jon Robyns?

Well, first, it's worth mentioning that understudies and alternates have been bumped up, before and after the COVID shut-down. Holly-Anne Hull has gone from alternate to principal. Matt Blaker is a former Raoul understudy. Before them, we saw Danny Whitehead and Bridget Costello get promoted directly from understudy to principal, and multiple actors in the production were understudies or standbys who left and then returned as alternates or principals (Earl Carpenter, Ramin Karimloo, Sofia Escobar, Katie Hall, Tabitha Webb, Katy Treharne, Nadim Naaman) as well as the inevitable Raoul-to-Phantom pipeline (Killian Donnelly, David Shannon, Ramin Karimloo, and so on).

I'll admit, it does seem like the Phantom is being given to more established actors from the West End theatre scene rather than bumping up an understudy, but I don't think that's necessarily a new thing either - it is the iconic role, the one everyone remembers. And it doesn't necessarily eliminate hardworking understudies from getting the role later. Rather, I think the pattern is that the actor might understudy the role or play a smaller role, then leave and go to bigger and bigger things in the West End scene until they're famous enough to return and get cast as the Phantom. That's kind of the case with Killian Donnelly: Raoul in Phantom, then bigger and bigger roles in shows until he's suddenly Valjean in Les Miserables, and then he's starring as the Phantom in the UK tour and London.

And of course, that also leaves out the fact that sometimes, actors want to stay in the smaller roles. Scott Davies was famous for this - he was the standby Phantom for years on the West End and was offered the principal role multiple times, but turned it down because he enjoyed how the standby role let him spend more time with his family. On a somewhat different note (and production), right now Ben Crawford is out and Paul A. Schaefer was asked if he wanted to go on as the Phantom in the Broadway production, but he apparently didn't want to because he wants to spend more time with his friends in the ensemble! (Rather sweet of him, actually.) That doesn't preclude money and marketing being a factor when choosing actors, but it doesn't meant there aren't multiple personal reasons for why actors might choose not to be the principal.
