An image of a damaged road became viral after the Amphan cyclone that destroyed several parts of Odisha and West Bengal. Several posts of the image was uploaded in social media. Claims were that the cyclone Amphan had blown away the road and it was the first time, this happened. The image was posted with a caption in Bengali that said,"এই প্রথম দেখলাম ঝড়ে রাস্তা উড়িয়ে নিয়ে চলে গেছে". This translated to,"This is the first time I saw a road blown away by the storm." Though the captions did not explicitly claim that they were caused by cyclone Amphan, but they were circulated after the cyclone occurred.

New Delhi: The 15-month-old Congress government in Madhya Pradesh headed by Kamal Nath was tottering on the brink on an eventful Holi day after the long-sulking Jyotiraditya Scindia dramatically crossed over to the BJP, and at least 22 (at the last count ) pro-Scindia Congress MLAs alongside “sending their resignations” from the Assembly making it a full-fledged internal revolt.
With a couple of supporting MLAs too openly hobnobbing with BJP leaders by evening, the number game appears to be precariously dwindling below the majority mark for the Congress regime. Yet, there could be some more twists in this see-saw battle before the final act is played out, perhaps with a formal floor test in the Assembly — something the beleaguered Chief Minister appears to be working towards for now rather than throwing in the towel.
Though the CM was working to gamble with a cabinet expansion as a way of wooing some of the rebels, if BJP rallies more defections from among Congress MLAs, the will on the other side for resistance or counter -plotting would crumble. The support from the Modi government at the Centre also works to the tactical advantage for the BJP’s push forcing a regime change.
Whether the Speaker will immediately accept, or take time for scrutiny, the resignations sent by the Congress MLAs – there are precedents like former Lok Sabha speaker Sumitra Mahajan taking weeks for scrutiny and personal verification before accepting the resignations of YSR Congress MPs) and, whether the CM will opt for a trust vote or face a no-confidence motion from BJP than resigning on his own will give an indication of the game plan.
If the Speaker delays decision on resignations and conducts a floor test with party whips in operation, both the BJP and Congress will engage in mind-games with these 22 MLAs
The effective strength of Madhya Pradesh after the resignations stands reduced to 205 (with two vacancies) and 103 is the new half-way mark. The Congress strength now stands reduced to 92 against the BJP’s 107. Earlier Congress had the outside support of 4 Independents, two of BSP and one SP. With one MLA each of BSP and SP seen at the house of former CM Shivraj Singh Chauhan, the strength of Congress plus remaining allies stands reduced to 97.
A few months ago, two BJP MLAs had indulged in cross-voting for the Congress regime but, it is not clear whether they are still with Congress or ‘returned home’. The CM and his team were also known to have been cultivating some BJP MLAs as their “invisible friends” but whether they will stand by that plot or, will ‘sail with the wind’ remains to be seen.
SCINDIA CROSSES THE RUBICON What tilted the scale dramatically is 49-yr-old Jyotiraditya Scindia finally deciding to snap his 18-year-old ties with the Congress on the birth anniversary of his late father Madhavrao Scindia to take the plunge into BJP. After having held behind-the-scenes negotiations with BJP leaders in Delhi and handing over his supporting MLAs to the ‘safe custody’ of the BJP state government in Karnataka, Scindia came in the open on Tuesday morning to meet PM Modi at the latter’s residence with Home Minister Amit Shah too joining them. Thereafter, his formal induction into the BJP is just a matter of time.
Scindia has been sulking in the Congress for two reasons: for not being appointed the PCC chief and, more recently for not being made the Congress’ first preference, thus more safe, candidate — which is widely expected to be Digvijaya Singh — for the two Rajya Sabha seats the party had been eyeing.
The other camps say with just 20 plus MLAs in the Chambal-Gwalior region, Scindia was asking for more than what the comparatively more influential Nath and Digvijaya were getting. Scindia has been positioning as a close friend of Rahul Gandhi for many years now, something that he leveraged to halt the appointment of a new PCC president of choice of the numerically stronger Nath-Singh axis .
Scindia’s first ever defeat in the recent LS polls made his life — outside Delhi’s power perch –,as one leader put it, “like a fish out of water”. The BJP is expected to offer him a Rajya Sabha berth and a union minister’s post as a reward.
After finalizing the deal, Scindia sent to Sonia Gandhi his resignation which said, “While my aim and purpose remain the same as it has always been from the very beginning, to serve the people of my state and country, I believe I am unable to do this anymore within this party…to reflect and realise the aspirations of my people and my workers I believe it is best that I now look ahead at a fresh start.”
Almost simultaneously AICC expelled Scindia from the Congress for “anti-party activities”.
Soon, Congress leaders lined up to target Scindia just as BJP leaders queued to praise him. A sharp attack on Scindia came from close ally of Kamal Nath — Rajasthan CM Ashok Gehlot — who tweeted; “Joining hands with BJP in a time of national crisis speaks volumes about a leaders self-indulgent political ambitions. Especially when the BJP is ruining the economy, democratic institutions, social fabric and as well the judiciary. Mr Scindia has betrayed the trust of the people as well as the ideology. Such people proves they can’t thrive without power. Sooner they leave the better”. Many in the Congress think Gehlot’s criticism of Scindia is as much aimed as an indirect forewarning to his deputy and in-house rival Sachin Pilot.

Don’t see any anti-incumbency in Madhya Pradesh: CM Shivraj Singh Chouhan
Madhya Pradesh chief minister Shivraj Singh Chouhan is set to face his toughest electoral battle in the upcoming assembly elections in the state. With three terms in office, and a seemingly united Congress as his principal opponent, Chouhan is on a statewide yatra, directly reaching out to the people. In an interview to Kumar Uttam — partly a conversation during his yatra and partly written responses – Chouhan spoke about welfare schemes, farmers’ stir, anti-incumbency, and the poll challenge. Edited excerpts:
I don’t see any anti-incumbency in the state as our government has been continuously working to fulfil its promises. The public is witness to our journey of creating a developed state from the Bimaru state (a reference to four ailing states — Bihar, Madhya Pradesh, Rajasthan, and Uttar Pradesh – as defined in the 1980s) we inherited from the misrule of the Congress in 2003.
The overwhelming response to the Jan Ashirwad Yatra is proof of this. Wherever I am going, people from all walks of life are turning out in large numbers to shower their affection and blessings on me. A recent survey showed that we are going to win the elections for the fourth consecutive time with a thumping majority.
Each election is different. In 2008 and 2013, I was asking voters to give me another chance to complete the infrastructure work I had embarked upon and take the state out of the mess the Congress had left it in. In 2018, I can proudly say that we have fulfilled all our promises and created a state at par with the top developed states of the country. Now we are going to the voters to seek suggestions to create a ‘Naya MP’ of their dreams. We will create a new MP and focus on improving the quality of life of our people.
In the last 15 years, the state has witnessed development in every sector like power, agriculture, infrastructure, education, IT, and others. Madhya Pradesh has 24×7 power supply — we have pledged to completely electrify all the villages of the state by October 2, 2018. For five years in a row, Madhya Pradesh has won the Krishi Karman Award, and we are the fastest growing agricultural state in India today. We are attracting many IT giants, such as TCS (Tata Consultancy Services) and Infosys. The state is ranked seventh in terms of ‘ease of doing business’ in India. It has received 16.4% of total investments in 2018, second only to Maharashtra.
We are also fulfilling Mahatama Gandhi’s dream of a Swachch Bharat where Indore and Bhopal have been awarded as the first and second cleanest cities of India for two years in a row.
Seeing the success of the yatra, the Opposition has become rattled and has been employing these dirty tricks. The protest was orchestrated by the Congress. They haven’t attacked me, but the very fabric of MP. The people who have been arrested are all Congress office-bearers and workers. Through this action, the Opposition has already accepted defeat.
Madhya Pradesh is known as ‘shanti ka tapoo’ (island of peace). I request the people to participate in the relentless journey of development and ensure peace in our state, and maintain harmony, brotherhood and cooperation. ‘Sabki sewa, sabka sath, sabka vikas’ (everyone’s service, everyone’s support, everyone’s development) is my goal.
Farmer suicides is a serious issue, it can’t be politicised or looked at in isolation. When I assumed office, agriculture reported a negative growth rate. I realised that agriculture is the backbone of our economy — more than two-thirds of the population is dependent on it and we can’t succeed without fixing agriculture. We have increased the land under irrigation from 750,000 hectares to 4 million hectares with a plan to double it to 8 million hectares.
We started Bhavantar Bhugtan Yojana to work as a shield for farmers and ensure them against price risk. We bought onions last year at R8 per kg when prices hit rock bottom. In the last year alone, we have provided benefits worth R33,000 crore to farmers under various schemes. We are providing a Protsahan Rashi of 265 and 800 per quintal on wheat and moong this year. Modi ji has announced a historical increase in MSP (minimum support price) for crops for this year which is based on providing a cost plus 50% profit to farmers.
The only major issue the farmers are facing today in MP is the bumper production of crops and nothing else. Our PM has promised to double the farmer’s income by 2022 and I assure you that MP will be the first state to achieve this.
The real farmer doesn’t go out to agitate. Most of the agitations are staged by the Opposition to disturb the peace of the state. In fact, we didn’t see any disruption of farm supplies, nor did we witness any kind of agitation during the bandh called by some farmers’ unions recently. We have also introduced first of its kind Krishak Udyami Yojana for the children of farmers to encourage them to take up entrepreneurial ventures and diversify the source of income of their families.
The people in the Congress have been fighting each other. This internal conflict of the party came out in public many times. There are many groups of various leaders in the MP Congress and the party is in complete disarray. Every other day, you hear of their state in-charge getting beaten up by supporters of one or the other group. I have even requested our home minister to speak with him and provide him additional security if needed. They don’t have any appropriate plan about the development of Madhya Pradesh. They have no clear vision for the people of the state and I assure you that we will come back with thumping majority. We are getting victories in every state. I think we should replace the phrase from ‘Congrees Mukt Bharat’ to ‘BJP Yukt Bharat’.
I have heard there are social media and poster wars going on between (Jyotiraditya) Scindia-ji’s and Kamal Nath ji’s supporters. The Congress has also systematically sidelined Digvijay (Singh) ji, Ajay Singh, et cetera. This is their internal matter, but also if you look at them, they haven’t said anything concrete about the road map for the development of the state or people. Instead, they have been making personal attacks on me. Since they come from a lineage of kings and businessmen, their arrogance is visible.
The Congress is trying to form an alliance with the BSP. It shows that they have accepted that they cannot defeat the BJP alone. They are trying to do caste politics and consolidate Dalit votes behind them. They don’t realise that the community is solidly behind us due to the work done under the various social sector schemes. What did the Congress do for them except using them as a vote bank? We don’t consider this alliance a threat.
We are in a proper shape to withstand any monetary overload of the schemes that have been rolled out. We have spent significant capital resources on building world-class infrastructure in the state. We are now past this phase and assets will just require maintenance as we go ahead freeing up resources for social welfare schemes. The fiscal deficit in our budget for 2018-19 is within the prescribed 3.25% limit of the Madhya Pradesh Fiscal Responsibility and Budget Management Act, 2005. Also, Madhya Pradesh is one among the few states that have been able to meet deficit targets year after year.

Wanted: An officer and an ally
A little more than a year into its term, the Kamal Nath government has begun the process of replacing state DGP (director general of police) V.K. Singh, who took over at the end of January 2019 as the second DGP to serve this government. This has triggered a political storm, with opposition BJP legislators accusing the government of targeting honest officers’. True or not, there is certainly a shake-up taking place on February 10, 52 IPS officers in the state were transferred, many of them within six months to a year of assuming office.
There are many theories about why the state government is looking to replace the DGP. One possible flashpoint is the tussle between the IAS and the IPS over an incident on January 19. On that day, at a pro-CAA rally in Rajgarh, allegedly taken out despite prohibitory orders, a law and order situation developed when district collector Nidhi Nivedita and other officials tried to prevent the rally. In the ensuing scuffle, Nivedita allegedly slapped an assistant sub-inspector, which led to him filing a complaint with the Rajgarh superintendent of police. While the political executive and the IAS broadly supported the collector, sources say DGP Singh asked for a report to be filed after an inquiry by a DSP (deputy superintendent of police) level officer. The report, which found the collector guilty, was then forwarded to the home department. This infuriated IAS officers in the state, who have been pushing CM Nath to replace DGP Singh.
Sources say Singh’s position has been precarious for some time. Although he was appointed in January 2019, his confirmation has been pending for months. Based on a Supreme Court ruling for the selection of DGPs issued following the Prakash Singh vs Union of India case to reduce political control over such appointments the Union Public Service Commission (UPSC) is required to send state governments a list of three officers from which they may select a DGP. In November last year, the UPSC had sent the MP government such a list, naming IPS officers V.K. Singh, M.S. Gupta and V.K. Johri. On February 8 this year, the government wrote back, rejecting the list because one of the three, V.K. Johri had not submitted a written consent to be considered for the post. It has asked the UPSC to submit a fresh list.
All eyes are now on the UPSC. If it resends the same names, the state government will likely continue with Singh. (Some suggest the government is not actually interested in replacing him, and that this effort is only aimed at reining him in.) Alternatively, the new list could suggest other officers, including special investigation team chief Rajendra Kumar the IAS favourite for the post, currently in charge of the investigation into the infamous honey-trap scandal.
For the moment, opposition leaders are using the issue to hit out at the administration. The government wants yes-men, even if having them affects law and order, says former CM Shivraj Singh Chouhan. Even the Congress seems divided, with state minister for general administration Govind Singh saying DGP Singh was merely fulfilling his duties.

BHOPAL: Congress will pit its symbol against Shivraj Singh Chouhan in the coming assembly election. Sources in Congress say the party high command doesn’t want to project any chief ministerial candidate in Madhya Pradesh, Rajasthan or Chhattisgarh. It’s a Congress tradition not to have a CM face before elections but this time in MP, the party is more concerned about factionalism than convention. For the first time after the disastrous defeat of 2003, Congress factions are willing to join forces and put up a united fight against the Shivraj government. Naming a CM candidate may only reopen cracks, fear Congress leaders. “We know that the ruling BJP is inquisitive about Congress projection of a face. That decision will be taken by the high-command at the right time,” Deepak Babaria said. Leader of Opposition Ajay Singh said, “Congress is entirely focused on winning the assembly elections and save the people of the state from BJP’s falsities and deceit. In an exclusive interview to TOI in the native village of CM Shivraj Singh Chouhan, Digvijaya had said he would bring all Congress factions together as soon as he finishes his 3,400km spiritual walk of the Narmada. And in an interview with TOI last month, Congress MP from Guna Jyotiraditya Scindia argued that he personally believed that voters want to know who they are voting for, be it an assembly poll or even ward election. “The people of India have changed. People want to know who they are going to repose their faith in for the next five years,” Scindia said. “So, I believe that a political party that has talent and capability must put forward a face. In many states, it may work for you in some states and in other states it may not work. That’s the chance you have to take.” It seems the party high-command rather not take that chance in a state where Congress has suffered for three terms because of factional feuds and differences. Central leaders and even PCC chief Arun Yadav refused to comment on the CM-candidate issue on Tuesday. AICC general secretary in-charge of state affairs Deepak Babaria has reiterated many times that the leader will be chosen when the “time is right”. PCC organizational general secretary Chandrika Prasad Dwivedi explained, “Our face is AICC president Rahul Gandhi. After Congress won Ater and Chitrakoot bypolls, and with the recent results in Gujarat and urban civic polls here in MP’s Badwani and Dhar, everyone is working together under the directions of the high command. All leaders and workers are enthused with the election results turning favourable for Congress. Our priority is to strengthen the organization at the ground level to take on BJP.” TNN
