Groups says inclusive education major tool of empowerment for PWDs in Nigeria
The Joint National Association of Persons with Disability (JONAPWD), has called for inclusive education to empower persons with disability (PWDs) and help them attain their full potential. Mr Usman Umoro, Programme officer, JONAPWD, made the call at a technical support programme on Inclusive Education Policy in Anambra, under the Strengthening Civic Advocacy and Local Engagement (SCALE) project. The project is funded by the United States Agency for International Development and implemented by Palladium Group. Umoro lamented that Nigeria practiced segregative system of education with the establishment of special needs schools where PWDs learn separately from their non-disabled peers. According to him, segregative system of education does not promote inclusiveness, equality and does not facilitate PWDs' active participation in the society. "Inclusive education is about designing our mainstream schools and classrooms’ activities so that all students can learn and participate together irrespective of ability or disability. "PWDs sitting, studying, playing and participating in academic and recreational activities with their non-disabled peers, allows them to develop individual strengths and feel a sense of belonging. "When PWDs learn in the same school as their non-disabled peers, then the society is said to be 'inclusive', it empowers them to integrate in mainstream society and attain their full potential,"he said. Also speaking, Prof. Charlie Esimone, Vice-Chancellor Nnamdi Azikiwe University, Awka, said the institution established the Centre for Disability and Special Needs Research in 2019 to promote inclusive education. Esimone, who was represented by the Director of the centre, Prof. Williams Obiozor, said they provided crutches, brailles, wheelchairs and other assistive devices for about 70 students with disability studying in the institution. "Irrespective of disability, everyone has equal right to quality education. This is why the university provided facilities for easy access to education for PWDs," he said. In his remarks, Mr Ugochukwu Okeke, Anambra state Chairman, JONAPWD, said there was need to strengthen legislation to promote inclusive education that will empower PWDs and make them self-reliant. Okeke urged the state government to train teachers, provide funding and infrastructure to drive inclusive education so that PWDs can contribute meaningfully to the society. Governor Hope Uzodinma of Imo State has warned that his administration will deal with individuals and groups of persons sponsoring inciting protests in the state.
He said he would no longer tolerate any more protests designed to destabilize government activities and tamper with the peace of the state.
Uzodinma’s threat followed series of protests that greeted the removal of Emeka Ihedioha as the governor of the state by the Supreme Court.
Speaking when the National Union of Road Transport Workers and Joint National Association of Persons with Disabilities (JONAPWD) held solidarity rally for him at the government house in Owerri, the governor said that he had tolerated enough destabilization from some disgruntled elements in the state.
He warned that he would no longer fold his arms and watch any group under any guise trample upon the peace of the state.
He said: “My government will do all within the ambits of the law to (adsbygoogle = window.adsbygoogle || []).push(); maintain peace and order; those who are engaging in these incessant protests must stop forthwith. I took an oath to maintain peace and protect the lives and property of the citizens, I will not fail to deal with any group causing breach of the peace in the state.”
The governor reassured Imo citizens that his administration was for peace and service, ready to provide equal opportunities for the overall development of the state and her citizens regardless of cadre and status as the government would not condone any act of marginalization or unruly attitude.
He also assured the persons living with disabilities that they would not be marginalized against.
“Whatever anybody can do I’m sure you can do it, you’ll be given equal opportunities; so I implore you to go on and be happy because this is your government”, the governor said.

Group advocates legislation to promote inclusive education for PWDs in Anambra
The Joint National Association of Persons with Disability (JONAPWD), Anambra Chapter, has urged the state Assembly to strengthen legislation for inclusiveness and easy access to education for persons with disabilities. Mr Ugochukwu Okeke, state Chairman, JONAPWD, made the call during an advocacy visit to the office of Mr Ejike Okechukwu, Chairman, House Committee on Education, on Friday in Awka. The advocacy visit is a part of the Strengthening Civic Advocacy and Local Engagement (SCALE) project, funded by the United States Agency for International Development (USAID). Okeke said there was the need for legislation to strengthen areas of the Disability Rights Law 2018 that promote education for persons with disabilities in the state. He said that such legislation would make educational institutions adopt disability-friendly policies, by providing the infrastructure and technologies persons with disabilities require to study with others. He lamented that many of the institutions in the state were lacking in accessibility for persons with disabilities. "We are advocating for a barrier free environment and a disability-friendly public and private institutions with recognition to individuals who are bringing or using assistive devices. "The provision of ramps, adaption of toilets for wheelchair users, braille signages, auditory signals and tactile flooring to persons with disabilities will ensure better accessibility. "We are also advocating that these institutions set up plans and programmes to accommodate persons with disabilities to study with their peers who are not with disabilities," he said. Also speaking, Mr Onyekachi Ololo, Programme Officer, SCALE project, identified policy gaps, inadequate funding and budget releases, as factors hindering the full implementation of the Disability Rights Law in the state. Ololo urged the legislature to make legislation to get the executive to prioritise the law, as well as ensure that all persons with disabilities were given their place of pride in their pursuit of education. Responding, Mr Okechukwu, the Legislator representing Anaocha Constituency ll, said that the inclusive education campaign was a welcome development. He promised to sponsor a Bill on Inclusive Education in Anambra and requested for a position paper from the different clusters of JONAPWD. Read the full article

Kogi guber election : INEC Recruits 81 Physically Challenges Persons as ad hoc staff
The Independent National Electoral Commission (INEC) said that 81 persons with disabilities were among ad hoc staff it had recruited for the Nov. 16 governorship election in Kogi State. Alhaji Ahmed Biambo, Director, Voter Education and Publicity, INEC office, Lokoja, disclosed this on Wednesday on the sideline of a one- day sensitisation forum organised by the commission for persons living with disabilities. Biambo said that the 81 physically challenged persons were recruited to work as Presiding Officers and Assistant Presiding Officers. He said that the recruited adhoc staff will be deployed to polling units across the 21 local government areas of the state. The official, however, said that the state Resident Electoral Commissioner (REC) had ordered that they be posted to non-volatile areas , saying that they will be trained on the use of braille ballot guide among others. Also speaking, the Chairman of the state Chapter of the Joint National Association of Persons Living with Disabilities (JONAPWD), Mr Solomon Yahaya , confirmed the recruitment of his members as ad hoc staff by INEC . He thanked the commission for the inclusion of physically challenged people in the electoral process, saying that it has given them a sense of belonging. Yahaya, charged members of the association to come out on election day to vote for a candidate of their choice and advised those recruited as ad hoc staff to give a good account of themselves. Earlier, while declaring the forum open, the state Resident Electoral Commissioner , Prof. James Apam, said that the commission was determined to ensure that all persons living with disabilities exercise their franchise on election day. Apam, said that persons with disabilities will be given access to polling unit unhindered saying that they will also be accorded priority to vote first before others. The REC , further explained that security agents had been properly briefed on how to treat person with disabilities on election day, urging all of them to come out and vote. The Deputy Director, Civil Society Organisations Division at the INEC headquarters, Mrs Dorothy Bello, said that the forum was organised to intimate members of JONAPWD on the preparations towards ensuring a free, fair and credible election. Bello, said that the INEC had taken steps to make the election all inclusive by organising roundtable meetings to mainstream persons living with disabilities in the political party structures, activities and leadership positions. According to her, INEC has also procured and deployed magnifying glasses to aid the albinos in making informed choices during voting. She also stated that the visually impaired/blind among them will be given transcribed voter education materials in braille to further enhance their participation in the election.
