Victims identify Wadume as ‘kidnapper’
Four kidnap victims have identified Hamisu Bala Wadume as leader of the gang that seized them, it was learnt at the weekend. Wadume, a suspected kidnapper, is undergoing interrogation after he was rearrested last week in Kano by police detectives. He is being probed over his escapades and the killing of three policemen and a civilian by soldiers at a checkpoint in Taraba State, when he was being whisked away after his arrest for ‘kidnaping’ Although he initially denied being a kidnapper but admitted to being an arms supplier to kidnap syndicates, the kidnap victims, it was gathered, contacted detectives after seeing Wadume’s photographs and video footage of his confession, and came forward to identify him to investigators. The victims, it was learnt, were the latest addition to the list of Wadume’s kidnapping victims said to have indicated willingness to testify against him. Four AK47 and two K2 rifles were recovered from one of Wadume’s relatives. Who claimed they belonged to the suspect. Wadume was said to have purchased 10 Ak-47 rifles from the black market within one year, adding that he admitted to gun running because of the possession of firearms which he could not explain. A source said: “The suspect is smart. It is better to confront him with evidence. He could not explain the guns that were recovered and so he confessed that he was selling guns. “He was a kidnap kingpin. Four more people he kidnapped have contacted the police and identified him. They have given details and are willing to testify against him. “Investigators are confronting him with evidence of his crimes and he cannot deny them.” The source also confirmed that Wadume’s gang members were responsible for most of the kidnap cases in Northwest and Northcentral regions, adding that he confessed to have been fueling security patrol vehicles in Ibi Town. Wadume, it was gathered, also allegedly had links with terrorists in the northeast and cattle rustlers most of who he sold arms and ammunition to. Wadume’s revelation widely published in newspapers at the weekend, has created anxiety as the Joint Investigative Panel set up by the Defence Headquarters (DHQ) to probe the killing of three undercover policemen and a civilian on Ibi-Wukari Road by soldiers of 93 Battalion Takum is set to submit its report. There are speculations that the report of the panel constituted by the Chief of Defence Staff (CDS), Gen. Abayomi Olonisakin on the orders of President Muhammadu Buhari is set for submission. A source said it might be submitted today or latest before the end of this week. The source said: “The joint panel will not be distracted by the publications and what some people have been saying on this matter. President Muhammadu Buhari ordered an investigative Panel. “The CDS constituted the Panel. Since then we have been reading all sorts of stories in the newspapers. Do you also expect the President to read the reports of the panel in the newspapers? “This is procedural. The military and other security institutions know that in any assignment before them, they must follow procedures. When the late CDS, Air Chief Marshal Alex Badeh was murdered, a panel was set up by the DHQ. Were you people invited to the DHQ to cover the submission of the report of the panel? “The joint panel is aware that some people are pushing an agenda, but we will not be distracted. The panel will do a thorough job, I can assure of that. Some have been saying all sorts of things, including dishing out unverified information from a principal suspect. They just want an indictment. But you have to support it with concrete, unassailable evidence. “The panel will have to examine the exhibits, visuals materials, interrogate all the suspects, review and distill all information available before coming up with a report. The report must stand the test of time and withstand any challenge at any court. “They should know it is not easy to just indict anybody, you must do your work thoroughly. That is what the panel is after. The Nation also gathered on Sunday that the seven-man panel with members drawn from the Army, Navy, Air Force, Police, Department of State Security (DSS) and the Defence Intelligence Agency (DIA), have raised suspicion over the video confession by Wadume released by the Police headquarters in Abuja. It was gathered that the panel also frowned at Wadume’s interview published the media, wondering why it was allowed since the suspect was supposed to be under tight security. It was learnt that the Nigerian Army was planning to move all soldiers and officers allegedly involved in the incident to the Brigade in Yola, the Adamawa State Capital, from where they would be transferred to the Headquarters 3 Division in Jos, Plateau State. Defence Headquarters Col. Onyema Nwachukwu, declined to comment on the issue. He said the panel to be allowed to do its job and appealed to the media to avoid setting an unnecessary agenda for the panel. He said: “I think you should ask the police. Wadume is with them and they have released video and have been talking about it. The DHQ is there. I have told you before that whatever is going to happen, whatever issues will arise and whatever evidence that are available will be referred to the panel. “Let us avoid insinuations and avoid preempting the outcome of the findings of the panel. ICPC smashed contract scam syndicate in Adamawa
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has smashed a syndicate that specialises in duping unsuspecting members of the public in Adamawa through offers of non-existing jobs and contracts. The commission’s spokesperson, Rasheedat Okoduwa made this known in a statement issued in Abuja on Thursday. According to her, the crackdown on the syndicate followed a report to the commission by the state’s immediate past Attorney-General, Bala Sanda. She said that two kingpins of the syndicate, Ahmed Dapellu and Chuks Arinze, were arrested in Yola and Abuja, respectively, while three other suspected members are still at large. Okoduwa said that the syndicate forged official documents of Ministries, Departments and Agencies in Adamawa, using same to defraud unsuspecting members of the public with bogus contracts and job offers. “In the course of the investigation of the ex-AG’s report, ICPC officials conducted a search of Arinze’s home in Abuja and found incriminating contract documents that led him to confess to allegations of forgery and fraud. “He confessed to having defrauded two contractors, Jimoh Momoh and Bonny Kalu, of a total sum of N4 million amongst others, and to forging the contract documents himself. “In making his report to ICPC, the ex-AG had told the commission that the state government had received numerous complaints of the activities of the gang. “He revealed further that the fraud was uncovered when Momoh and Kalu came to Adamawa State to verify the authenticity of the contracts offered to them by the gang.” Read the full article

What some state governments are doing in the area of housing
Housing is one of the critical needs of man. State governments in Nigeria have different approach towards tackling the housing deficit in their domain. Africanhousingnews.com here reviews some state’s housing polices. ABIA Abia state government under the leadership of Dr. Okezie Ikpeazu has made relative progress in terms of providing housing for its citizens. At the inception of the present administration in Abia, the housing estates already developed were not fully occupied. It therefore became imperative that the government ensured that the estates were occupied. It was in the process that it was also discovered that the housing estates except the Amaokwe Housing Estate, Umuahia lacked basic amenities such as roads and portable water. The state government also entered into an agreement with the private investor to ensure steady supply of water at the Isieke Housing Estate that has the problem of water. The philosophy of Ikpeazu is that functional housing estates must put into consideration the cultural practices of Abians. To address this issue, the government started working with the elected Chairman of the seventeen local government areas in 2017 under a PPP arrangement to build at least 60 housing units in each of the local governments of the state. Abia state also started discussion with an investor to build 3,000 units of housing at Obeaku in Ukwa West. The novel thing about this project is that Obeaku is close to Port Harcourt and that alone makes the project a viable venture. The Unity Garden Estate, Aba, which was started some years ago, has also been Our assessment: Not much has been done in the area of housing in the last two years by the Abia State government. It is expected that the state government will wake up to delivering affordable housing before the expiration of the tenure of the current administration. ADAMAWA Governor Ahmadu Umaru Fintiri of Adamawa state has been able to flag off a number of projects in the state since his swearing in as governor. Chief among this is the flagging off of the construction of 2,000 housing units in Yola in September 2019. At the flag off, the governor said the 1,300 houses would be built in Malkohi, 300 in Mubi Local Government Area and others in Yola metropolis. He recalls that no housing estate has been built in the last five years. He urged the contractors, Family Homes Limited, to stick to their promise of delivering the project in12 months. The Managing Director of Family Homes Ltd, Femi Adewole, said N8bn had been injected into the project. He said the homes will be allocated to civil servants at very affordable prices. The housing units upon completion will have hospitals, schools, recreational centres, shopping malls among others. Our assessment: Though less than a year in office, Governor Fintiri must step up in the area of provision of affordable houses for the people of Adamawa state. AKWA IBOM Chief among the housing initiatives of the Akwa Ibom State government is the collaboration between the state government and the Federal Mortgage Bank of Nigeria (FMBN). In July 2019, the two parties entered into an agreement to ensure that low and medium-income workers in the state own houses at retirement. The governor, Udom Emmanuel said the era where some workers in the state within the low-medium income retired without a home is over. He assured the bank and workers in the state that his administration was determined to partner with FMBN to construct affordable housing units for low -income workers in the three senatorial districts of the state. In addition, the, Akwa Ibom government and Family Homes Fund in November 2018 also signed an MoU towards the delivery of six new estates. The housing projects were planned to be located in Uyo, Ikot Ekpene, Eket, Ikot Abasi, Onna and Uruan. The state government is partnering Family Homes Fund in the project. Construction started November last year on the 1,000 units of various houses. Another developer will build 3,000 units of houses at Odiok Itam in Itu local government council, according to the Commissioner for Lands and Housing, Ime Ekpo. Our assessment: The state government needs to start the construction of affordable houses for workers without any further delay. ANAMBRA Anambra State Governor, Willie Obiano in December 2019 inaugurated a N13bn estate to solve the housing needs of residents of Awka, the state capital. Obiano recently laid the foundation stone for the construction of the project, a smart city called Awka Millennium City (AMC). Obiano, during the inauguration stated that AMC, also known as 'Millionaire Estate', would have all the infrastructure found in any modern city, and would be an ideal place for the rich in the society to live in. Under his administration, the State government also signed a Memorandum of Understanding (MoU) with Rotech Energy Services Ltd. The MoU, which would cost N4.25 billion, for construction of 500 Housing Units at Nkwelle Ezunaka, Oyi Local Government Area (LGA). The housing units, which include schools, hospitals and others, would occupy 50 hectares of land. Obiano said his administration was committed to embarking on more housing schemes to reduce the accommodation challenges faced by citizens of the state. Gov. Obiano stressed that the work would also stimulate economic development by creating numerous job opportunities for citizens. The state has also benefitted from the housing initiatives of the federal government with the revival of the National Housing Programme in Anambra which has been stalled due to paucity of funds 32 years after the project was conceived. Our assessment: The Obiano administration appears to have lost its focus when it comes to delivering projects especially housing projects. There are no tangible housing initiatives that we can point to in his second term so far. BAUCHI Not much has been achieved in the area of housing by the administration of Bala Mohammed since his inauguration May last year. He has however been able to secure the commitment of the Federal Government through Family Homes Funds to build 2,500 housing units in the state. The Federal Ministry of Finance said in September 2019 that it would fund the construction of the housing units in the state through the FHF to the tune of N15 billion. Governor Bala Muhammed said his administration will key into the project as part of efforts to address housing deficit in the state. According to the governor, the project would also provide qualitative and affordable accommodation to people of the state and the project would be executed across the six Emirate Councils of the state. The governor said that the housing unit would be constructed with a modern school, hospital, mosque and church as well as other basic facilities, adding that the project has undergone the necessary procurement procedures to ensure that it is done in line with international best practice. Our assessment: Governor Bala Mohammed has only succeeded in partnering Family Homes Funds on delivering 2500 units of affordable houses.
