The blackout in Sudan caused a severe chokehold on the flow of crucial information. The stifling absence of communication channels obstructs the dissemination of vital updates, hindering the ability of both local and international entities to comprehend the depth and dynamics of the crisis. This information blackout not only obstructs the coordination of essential services, medical assistance, and humanitarian aid but also creates a breeding ground for misinformation and speculation. The scarcity of accurate, real-time information not only challenges the immediate response efforts, but also compounds the difficulty of mapping out a comprehensive strategy to address the multifaceted challenges faced by the Sudanese population. Sarra Elhassan, a Sudanese content creator, explains how dire the situation is with the on-going blackout in Sudan on X (formerly known as Twitter). In her quick update for 23rd of Febuary, she claims that clashes are persisting in Khartoum, claiming civilian lives, while videos reveal RSF attacks in West Darfur’s Mukjar, part of an ethnic cleansing campaign causing massive displacement. In Jezira State, Tanoub village suffered casualties. The blackout exacerbates the hunger crisis, impacting 90% of Sudanese. E-banking disruption hampers access to necessities, leading to the shutdown of communal kitchens in conflict zones. The blackout’s ripple effects extend beyond communication disruptions, shaping a multidimensional crisis.

SUDAN NEEDS YOUR ATTENTION
The RSF's siege of El Jezira is still ongoing for over twenty days now. The attacks began after RSF commander Abuagla Keikal defected and joined SAF. The RSF is now torturing the people of Keikal's home state for his own actions.
In the town of al-Hilalia alone, at least 527 civilians have been murdered. Across Jezria, at least 1,237 people have been murdered as of November 10th. These reports are likely understatements, and deaths continue to rise.
The International Organization for Migration reports that more than 343,000 people have been displaced from Jezira state, seeking refuge in towns that are already overwhelmed with refugees due to the worsening displacement crisis.
Those who have been unable to evacuate Jezria face daily threats of looting, abductions/being taken as hostages, rape, and death. If they are not outright murdered by the RSF, they are killed by starvation, poisoning, or disease. There have also been reports of women resorting to suicide to avoid the trauma of being raped.
Please take action to support on the ground initiatives providing aid to Sudanese refugees, including those who have fled from Jezria state. In brief
The Sudan Armed Forces yesterday carried out airstrikes in Nyala, South Darfur, allegedly with barrel bombs, killing and wounding several people.
Organizers of the recent Cairo humanitarian conference have released a report on the outcomes and recommendations of the conference.
Following the recent IGAD summit, representatives of East African countries, the European Union, and other stakeholders held a meeting in New York, organized by the German and French UN missions, to discuss building on the outcomes of the IGAD summit. Annette Weber, the EU Special Representative for the Horn of Africa, shared this image of the meeting, referring to the recent IGAD summit as “encouraging” and saying the New York meeting aimed to unify efforts for peace.
Similarly, the UN Secretary-General issued a statement welcoming “encouraging developments” at the recent IGAD summit. However, he said he was “gravely concerned by the unwillingness of the parties—so far—to cease hostilities.” The summit, held in Djibouti, marked the first public engagement of the secretary-general's new Sudan envoy, former Algerian Foreign Minister Ramtane Lamamra.
RSF, through its media team, issued a statement yesterday reiterating its “unwavering commitment” to participate in a proposed one-on-one summit between General Abdel Fattah al-Burhan and the RSF Commander, General Mohamed Hamdan Dagalo, facilitated by IGAD. The statement came in the context of rumors that RSF would send its deputy commander to the meeting instead. RSF said these were false rumors spread by its enemies.
In West Darfur, humanitarian organizations carried out a cross-border operation from Chad to deliver health and nutrition supplies to Kulbus and Jabal Moon localities to cover the needs of around 50,000 people, according to the UN Office for the Coordination of Humanitarian Affairs.
Health organizations continue to grapple with outbreaks of measles, cholera, and dengue fever. Health services are non-existent in some areas affected by conflict. OCHA noted, “Attacks on health services and looting of supplies in transit as well as warehouses present a major challenge for continuity of operations.”

Sudan War Monitor: Fighting nears the Wad Madani bridge
In brief:
RSF captured the Al Udayyah garrison in West Kordofan
Heavy fighting erupted Saturday in northern neighborhoods of El Fasher. According to a reporter for Darfur 24, the fighting extended into the Abushuk IDP camp, while other sources reported fighting near the Mellit Gate.
The Chadian Ministry of Foreign Affairs on Saturday declared four Sudanese diplomats persona non grata: Mohamed Mukhtar Bilal Abdelsalam al-Bass, First Counselor; Abdel Rahim El Awad Eltoum, Military Attache; El Hag Abdalla El Hag Ahmed, consul in Ndjamena; and Mohamed El Haj Bakhit Farah, deputy consul general in Abéché. They were warned to leave within 72 hours.
In a press release, the Chadian foreign ministry said the reason for this measure was the recent remarks by the SAF Assistant Commander in Chief, Yasser al-Atta, accusing Chad of interfering in the Sudanese conflict. “These accusations were reiterated, surprisingly, by the Sudanese Minister of Foreign Affairs, Ali al Sadig, in a recent local TV broadcast.” The statement called the accusations “unacceptable and unamicable.” It pointed out that Chad has welcomed hundreds of thousands of recent Sudanese refugees.
During the previous Darfur rebellion, Chad and Sudan fought a proxy war, during which Sudanese-backed Chadian rebels attacked the capital Ndjamena in 2006 and 2008; they were repulsed with assistance of the French military.
The governor of Wad Madani declared a curfew and banned the use of motorcycles in Medani Locality, as a security measure.
The governor of Gedaref State declared a state of emergency and a curfew which is in effect from 6:00 in the evening until 6:00 in the morning.

Think tank: Pressure from Emirates could pull Sudan back from edge of abyss In brief:
SPLM-North, led by Abdel Aziz al-Hilu, has agreed to meet with the civilian anti-war coalition known as Tagadum, and proposed an agenda for discussion.
RSF troops allegedly shot at a crowd of civilians Tuesday in the town of al-Ma’iliq, which is halfway between Khartoum and Wad Madani, killing one civilian and injuring others, according to Emergency Lawyers.
RSF soldiers claimed they downed a drone in Khartoum yesterday
A fight between members of the Rapid Support Forces resulted in the killing of two troops in Arkaweet neighborhood of Hassahissa in Jezira State, according to the Hassahissa Resistance Committees.
Leaders of two Darfur armed groups, Al-Tahir Hajar (GSLF) and Al-Hadi Idriss (SLM-TC), have arrived back in El Fasher, North Darfur, following international travels. Sources affiliated with the two movements denied rumors that they intended to negotiate the evacuation of the army garrison from El Fasher. Both of these leaders were expelled from the Sovereignty Council by SAF Commander-in-Chief Abdel Fattah al-Burhan, after they refused to take sides in the ongoing war.
The International Food Policy Research Institute has published a research paper about the impact of the war on smallholder farmers, based on a survey of thousands of farmers. Among the conclusions: “The most notable challenge that prevented farmers from planting was the lack of finance to buy agricultural inputs such as seeds and fertilizers or to hire farm labor. The cost of inputs, especially improved seeds, is… (now) higher for most farmers across the country.”
Fighting in the Kadroo area of Khartoum Bahri resulted in several deaths among combatants on January 8, according to videos from the area. Fighting also has intensified in central Omdurman; we will publish a map with more details soon.
As reported by Ayin (report in Arabic), thousands of cancer patients face an unknown fate after the closure of the National Cancer Institute in Wad Madani, which treated not only local patients but also many patients who had fled fighting in Khartoum. The cancer statement shut down last month after the Rapid Support Forces attacked and pillaged the city. Only one hospital in Sudan still provides chemotherapy and and hormonal treatment services: Merowe Medical City.
