i mean he very much does realize his brutal mistakes, it devastates him, and that's why he kills himself. and you could argue that he did try to become a better man in the last moments of his life because in what could be considered his suicide note, he suggests reforms to improve the prisoners' conditions

inspector Javert is kinda like the apostle Paul except instead of realizing his brutal mistakes while following the law and changing his ways to become a better man after having a morally changing encounter with a benevolent man, he just kills himself
