to ensure the games stay interesting, izuna pretends to be a player as well. (obviously, while there are some risks to it still, he won't get shot like the other players and he can leave at any time.) izuna's cover identity is...an extremely effeminate, flirty gay man. it means he's not viewed as a threat in the games, and explains why he's clingy with various contestants (so he can manipulate them towards particular end goals.)

very quickly he attaches himself to tobirama's side, mostly because the guy is great entertainment. despite himself he starts to develop real feelings for tobirama, and tobirama seems to really respect him and his abilities.

eventually...he tries to talk tobirama into sex. he's willing to bottom just this once if it means he can fuck tobirama before the poor sexy man dies. tobirama turns him down, izuna wheedles and begs and pleads, tobirama turns him down, izuna pouts and prods and eventually- tobirama snaps.
