For their first date, I think it’s probably somewhat split on who asks- but slightly more likely for Izuku to ask, albeit with a lot of anxiety and nervousness and stumbling on his own part. Izuku’s style of dates tend to be pretty casual, and, already being friends with Shoto, he’d likely ask him out for something not too strict; for example, asking him out for some soba, and then to go out somewhere and watch a movie. For the first date, he’s likely super awkward and just “plays it safe” - he’s worried about potentially overwhelming Shoto or pushing things too far, and at most would very shyly go to try and hold the other’s hand towards the end of the night if he were to make many advances.

For future dates, he’d loosen up a lot more; he’d invite Shoto out to places like carnivals, and would be the type to want to win Shoto a prize or two while they’re out, share cotton candy, ride all of the rides, and so on; he doesn’t know if Shoto has ever really gone to anything like a carnival, and Izuku himself has never gone to a carnival with friends, nonetheless a date, and it’d be an experience he’d really want to have with someone. He’d also be likely to ask Shoto to come with him as a date to any festivals he’d want to go to.

Besides the carnival date, most of the other dates are probably more alongside chill; he’d be the type to want to stay in more with Shoto, unless the other wants to go out. Thinking along the lines of getting takeout and watching movies or just finding a comfortable place outdoors to have a picnic and just share a conversation with each other in a quiet spot. He enjoys having time just one on one with the other, and while he isn’t opposed to going out, I feel like with their dynamic a lot of the dates Izuku would ask Shoto on would specifically be meant to be one-on-one and more on the quiet and peaceful side than anything.
