New Media Policies Were Discussed During 9th Global Festival of Journalism

I am impressed by this most exclusive kind of festival meant to bring love, peace and unity through journalism,” said H.E. Hidayat Abdul Hamid High Commissioner of Malaysia to India in a message sent for the international event.
“The only constant thing in this world is The Change. Media had to change its ways, means, style, methods because of pandemic. Whereas the response was equally good and people of this earth molded themselves in these last eleven months of Pandemic. This year we have learned ample new things, changed our habits and the whole thinking process has brought the people of this world close to each other,” said Dr. Sandeep Marwah President of Marwah Studios and 9th GFJN.
“Sometimes the public seeks opinion and analysis of complicated issues. Providing such opinions and analysis is another important function performed by the media. The evolution of the media has been fraught with concerns and problems. Accusations of mind control, bias, and poor quality have been thrown at the media on a regular basis. Yet the growth of communications technology allows people today to find more information more easily than any previous generation,” initiated Abdul Mohd. Dewale President of Africa Asia Scholars Global Network, UK.
“Never before in human history has it been possible to communicate so quickly during a pandemic, social media platforms have been a key piece for the dissemination of information; however, there are multiple advantages and disadvantages that must be considered. Responsible use of these tools can help quickly disseminate important new information, relevant new scientific findings, share diagnostic, treatment, and follow up protocols, as well as compare different approaches globally, removing geographic boundaries for the first time in history,” added Dr. Yogendra Narain Chancellor Hemvati Nandan Bhaguna University.
During the session 4th Edition of Mahatma Gandhi National Award for journalism were also presented to Lord Remy Ranger, Pradeep Sardana, Salma Sultan and Vinod Agnihotri who all have contributed enough to Gandhism in India and abroad.
Dr. A. K.Rastogi Editor in Chief of Avishkar Media, Bharti Dubey of Times of India, Renzu Shah Author and Journalist from Kashmir, Sushant Pathak from Australia and  Gaurav Gupta Charter President of Lions Club also spoke on the subject of new policies on new Media.
Radio Noida head Sushil Bharti proposed vote of thanks. The event was supported by ICMEI-International Chamber of Media And Entertainment Industry, IFTRC-International Film And TV Research Centre, WPDRF-World Peace Development And Research Foundation, AAFT University of Media And Arts, IFTC- International Film And Television Club and IPBF- International Public Broadcasting Forum.

Manga the Week of 3/20/19
SEAN: Thanks to Yen spacing out its releases more evenly this month, we get TWO crushing weeks in a row instead of just one. So what’s in the first crushing week?
Bookwalker has a 7th volume of shogi and young girls light novel The Ryuo’s Work Is Never Done!.
Dark Horse has, theoretically, Eromanga-sensei 2. (OK, I’ll stop now.)
J-Novel Club gives us the 13th In Another World with My Smartphone, a 4th Sorcerous Stabber Orphen, and the 10th Demon King Daimaou.
Kodansha is making up for being virtually invisible the last two weeks. First, we have three debuts, two in print/digital and one digital only. We’ll start with Gleipnir, a seinen manga from Young Magazine the 3rd, which is about a young man who discovers that he can turn into… a heroic dog mascot thing? Not sure what’s going on here, but one thing I can guarantee, which is the girl who’s the other lead will be beloved by Japan and hated in North America.
Love in Focus (Renzu-Sou no Sankaku) is a shoujo-ish manga from Aria (the magazine of shoujo-ish titles). A girl chooses a high school for its photography program, but also gets involved in teen romance. It’s only 3 volumes.
MICHELLE: Love in Focus is by Yoko Nogiri, whose That Wolf-boy Is Mine! I really liked. I’m looking forward to this one.
ASH: I plan on checking it out, too; I liked what I read of That Wolf-boy Is Mine!.
MELINDA: I’m up for this!
SEAN: Lastly, the digital debut is Ran the Peerless Beauty (Takane no Ran-san), a shoujo title from Betsufure about a girl who’s so beautiful and stylish that no one approaches her at all… except one guy, of course. This actually looks pretty cute.
MICHELLE: It does!
ANNA: I am for sure curious about it!
MELINDA: Well, okay!
SEAN: Print Kodansha also has Again!! 7, Aho-Girl 11, Hitorijime My Hero 2, the 3rd Sailor Moon Eternal Edition, and a 16th UQ Holder.
ASH: I’m a bit behind, but I’m looking forward to more Again!!.
SEAN: Digitally there is also All Out!! 8, Back Street Girls 8, Kira-kun Today 5, A Kiss, for Real 8, and Tokyo Revengers 5.
Seven Seas also has a debut next week, and a single-volume debut to boot. Total Eclipse of the Eternal Heart (Gesshoku Kitan) is from Akaneshinsha’s Opera magazine, and thus a must buy. It’s BL but also horror, and is from the author of Go For It, Nakamura!.
MICHELLE: I am so looking forward to more from this author!
ASH: Go For It, Nakamura! was one of my favorite releases from last year. Total Eclipse of the Eternal Heart is supposed to be completely different in tone, but I love a good horror manga, too, so I’m excited.
MELINDA: Okay, yes, definitely!
SEAN: Seven Seas also has another light novel for The Ancient Magus’ Bride: The Silver Yarn; the 9th volume of Citrus; a print edition for the 5th Make My Abilities Average light novel; The 3rd and final volume of the True Tenchi Muyo! light novels; and a 2nd Versailles of the Dead.
ASH: I’ll be picking up The Silver Yarn. The first volume of Versailles of the Dead intrigued me enough that I’ll be picking that up, too.
SEAN: Vertical gives us the 4th and final volume of The Delinquent Housewife!.
MICHELLE: I’ve been collecting these volumes as they’ve been coming out. Maybe now that it’s complete I’ll actually read them!
SEAN: Viz has a surprise for you! Not only do we get Gangsta 8, the first new volume in two and a half years, but we also get 1-8 digitally now as well! They also have 20th Century Boys: The Perfect Edition 3 and Children of the Whales 9.
ASH: I’m very happy to have a new volume of Gangsta being released!
ANNA: Also super excited about =Gangsta!
SEAN: And so we have Yen Press. We’ll start with Yen On, who moved a few titles (including the month’s debut) to the week after, but that still leaves a lot. The Asterisk War 9, Defeating the Demon Lord’s a Cinch 3, Do You Love Your Mom? 2, The Irregular at Magic High School 11, Is It Wrong to Try to Pick Up Girls in a Dungeon? 13, Kingdom Hearts: Birth by Sleep (which sounds like a horror title), Magical Girl Raising Project 6, So I’m a Spider, So What? 5, and WorldEnd 3. That’s a lot of light novel.
There’s a bit of manga as well, of course. The debut is a side story, as we get the first volume of Angels of Death Episode 0. A prequel, I assume. And we see Bungo Stray Dogs 10, Chio’s School Road 3, Kakegurui – Compulsive Gambler 9, the 10th manga version of My Youth Romantic Comedy Is Wrong As I Expected, a 5th Smokin’ Parade, the 5th volume of the manga version of So I’m a Spider, So What?, and the 5th volume of Sword Art Online spinoff Girls’ Ops.
That is a lot, I just compressed it well. What are you getting?

The Art of Saying ‘No’ - Counterspells in Runeterra
The Counterspell. A rare and potent spell, whose base technique is known only to powerful or well-studied mages, and whose expression is almost always personalized in some fashion, either as a stylistic flourish of the mage casting it, or modified by necessity to dispatch an enemy magical assault.

But what is a Counterspell?
Spells are magic, channeled through specific stimuli and arcane patterns invoked by a mage or magic-user. Magic is practically infinite in form, but with sufficiently in-depth study of its fundamentals, a spell can be disrupted or dispelled either in-flight or before it is even fully formed, during the process of casting it. This too, is achieved with a spell, but the technique colloquially termed the Counterspell is a highly technical, precise and demanding effort that requires split-second reflexes, a thorough mastery of the technique, and occasionally a great deal of improvisation.

The most common and well-known technique is the swift and sudden conjuring of the opposing form of energy that the incoming spell is based upon. A blast of searing flame will be met with a wave of chilling water, or a bolt of lightning grounded by a pillar of earth. These are but rudimentary examples, of course, but they illustrate the point. To meet a particular assault with its equal and opposite, negating it, is the essence of the basic Counterspell.

The more studied and powerful the mage, of course, the greater the potency and more myriad of variety exist for devising Counterspells. Those able to manipulate the base energies of magic itself, tapping into the undercurrents of mana that form the basis of spells themselves, can defeat an enemy mage’s magic at a far more metaphysical level. They might simply disrupt a spell’s constituent pattern, causing it to fall apart in the hands of their opponent. Others might disperse the energies with the equivalent of a magical swordsman’s parry, harmlessly deflecting the impact of a hostile spell into the environment.

Of course, Counterspells are not the cut and dry solution to an enemy mage. They are, after all, spells themselves, vulnerable to interruption, and only as powerful as the defending mage is willing to commit their reserve of energy. An insufficiently strong dedication of defense can still be overpowered by sheer strength of an attacking spell. As ever, it boils down to a contest of wills between two mages in conflict, and a test of whose mastery of the magical arts is more thorough.

While it was a highly controversial form of instruction even in the Institute of War, many Summoners who trained to face rogue mages head-on were taught techniques from ancient studies and modern developments alike. Since the disbanding of the Institute of War, many of the records of these techniques were lost, some of them recovered by historians and curators, but many simply vanishing as the Institute’s wealth of knowledge dispersed across the world. Few are the instructors of magic in the modern day that can teach some of the more advanced forms of Counterspells, although the knowledge of its basics is sufficiently common among circles of magical study.
Needless to say, the Crows recovered many of these lost records, and magically-trained Crows are quite adept at using Counterspells. Renzus himself is a veteran student of these techniques, with his favourite flourish taking the form of dispersing an enemy’s spell into a cloud of smoke and feathers.

Four names were selected this time for the most prestigious and popular 4th edition of Mahatma Gandhi National Award for Journalism. The awards were presented to most experienced Lord Remy Ranger Member of the House of Lords British Parliament U.K., the veteran journalist of the country including Salma Sultan one time most popular news reader on Doordarshan, Vinod Agnihotri now the group advisor to Amar Ujala and Pradeep Sardana a veteran journalist now freelancer who has worked for 40 years in art and culture.
“Mahatma Gandhi is revered the world over as one of history’s most transformative and inspirational figure. Throughout his life in South Africa and India, Gandhi was a fearless campaigner for the rights and dignity of all people, whose constant and unwavering promotion of non-violence as a tool to win over hearts and minds has forever left its mark on the world,” said Dr. Sandeep Marwah also President of Marwah Studios.
All the veterans and awardees Salma Sultan, Lord Remy Ranger, Pradeep Sardana and Vinod Agnihotri narrated the silent features of their life time story, their struggle, professional life and motivated the large international audience listening to them very carefully.

Headcanons: Summoner Spells
- Being a discourse over the technicalities behind the magic of Summoner Spells, as well as how they are applied by Renzus, a former Summoner. I’ll be covering just the ones from Summoner’s Rift, as these are probably the most well-known.

Flash: Perhaps one of the most well-known spells used by the former Summoner order, Flash is nevertheless only taught to fully-fledged members due to the considerable risks involved. Instantaneous displacement of a living creature is no small feat, for the spell requires a hefty expenditure of mana on the Summoner’s part, briefly “shunting” the target of the spell through space and time. The spell requires incredibly precise magical control, for even the slightest mistake in its casting can send its target into somewhere disastrous and possibly fatal, such as inside a wall.
Renzus has refined the Flash technique to use considerably more subtlety, slipping quietly through a shadowy haze to his intended location rather than arrive in an obvious burst of light and sound. It is a technique he uses sparingly, however, for the strain involved precludes rapid or sustained usage.
Teleport: Unlike its short-ranged but instantaneous cousin Flash, teleportation is a spell with a few more drawbacks, exchanging freedom of destination and speed of arrival for sheer range. Teleport taps into the leylines ingrained within Runeterra itself, creating a temporal and spatial link between two often predetermined locales so that a creature or object may be sent through. Due to the nature of the spell, it is impossible to cast Teleport without a destination connected to some kind of arcane fixture. With that being said, Teleport seldom comes with any overt risks in its casting, merely a lengthy casting time that must go uninterrupted.
Teleport is one of the greatest secrets that Renzus possesses, and it is the reason behind his ability to travel Valoran quickly and coordinate the actions of the Crows and their allies seemingly without pause. One of the first things the Crows did during the Fall of the Institute was to secure access to its teleportation network, sequestering the linked nexus crystal within the Nest under heavy guard. Since then, they have established numerous clandestine teleportation circles in every major province, the better to swiftly travel undetected.
Ignite: The simplest offensive spell taught even to initiate Summoners, Ignite uses a rudimentary technique, but one focused enough that it inflicts grievous damage even in the hands of a novice. Ignite uses the ambient mana in all living things to create a blaze of magical fire, impossible to extinguish with mundane methods. The inferno is relatively short-lived, as the mana fueling the spell is swiftly consumed as its target burns, but most would say even the brief moment that the spell creates is sufficient.
Every Summoner often has a different expression or flair with which they employ Ignite, and Renzus is no different. While it is a technique that Renzus seldom employs due to its simplistic nature, he will not hesitate to start a conflagration when a show of force is required. His flames burn with a ruby-red blaze, empowered by the Crow’s superior knowledge of sorcery, burning harder and longer than the conventional spell.
Smite: Smite is another relatively simple spell, devised by the Summoner order originally to combat dangerous monsters and other foes untrained in magic. Smite has all the subtlety and brute force of a magical sledgehammer, a bolt of sheer mana conjured to strike an opponent with armour-piercing physical force. Devastating against beasts and monsters, Smite loses much of its edge against humanoid foes, who can either avoid the bolt or dampen it with the simple application of defensive magic.
When Renzus employs his mastery of the Smite spell, it is one with chilling precision and power, manifesting instead as arcs of crimson lightning that can disintegrate a man or blast through a foot-thick stone wall. Again, it is not a spell that the First Crow often employs, but when push comes to shove, it is one tool in his formidable arsenal.
Exhaust: A more insidious spell designed to hinder and weaken even the strongest warrior, Exhaust turns the target’s strength against them, a hex that is simultaneously an application of temporal manipulation as well as a curse of lethargy. The victim suddenly finds themselves bereft of strength and agility, fighting to move their limbs as if immersed in thick swampwater.
Renzus has not often had cause to employ Exhaust, for his methods often involve the swift and clinical execution of those in his way. However, should particularly dangerous opponents present themselves to him, Renzus knows to use it to slow pursuit and facilitate an easy escape.
Heal: The art of healing is well-known throughout Valoran, by magic-users of all kinds. The Summoner order’s version transfuses the recipient with restorative energy, accelerating the wounded individual’s metabolism to the point where injuries mend of their own accord. Because it functions in such a manner, Heal comes into play with minimal strings attached, unlike the shamanistic rituals used by primitive sorcerers and witch doctors, although there is only so much a body can do to heal itself, even with magical stimulus; successive Heal spells have diminishing returns, particularly against severe wounds that must still be treated over a longer period of rest.
Renzus has always maintained that his proficiency in healing is merely ‘competent’, although the truth of the matter is that he employs the Heal spell with the same precision and power that manifests in other forms of his magic. There is no unique spin on its spellwork, for the Crow sees no need to modify a spell with such a simple, straightforward purpose.
Barrier: The strongest defense is the simplest one, and Barrier is a simple, yet effective spell indeed. By channeling mana through an arcane ward, the Summoner can project an shield of invisible force that absorbs blows and deflects projectiles. The strength of a Barrier is only as much as the defender wishes to commit to it, which is often a matter of snap decision making; too strong a barrier, and the effort is wasted guarding against attacks that would have stood little chance of hurting the Summoner to begin with. Too weak, and the barrier would fail after a few impacts, leaving the Summoner defenseless.
The wards that Renzus employs are markedly different from the conventional spell. Rather than simply project a shield to absorb impacts, the barriers that Renzus manifests are brief but powerful slivers of force intended to parry aside rather than block, a technique that has taken him years of training and experience to master, but master it he has. It is a more efficient form of defense, one that Renzus can maintain for extended periods of time, and often against multiple aggressors at once.
Cleanse: Cleanse is a technique developed soon after the Heal spell was created, a modification of the flesh-weaving biomancy that its older cousin employs. Using a similar vein of restorative energy, Cleanse purges its target of harmful debilitation, as well as dampening the effects of hostile magic. While unable to restore strength and vitality in the same way that Heal does, Cleanse nevertheless proves a strong defensive option.
When Renzus employs Cleanse, it is often a swift, reactionary use designed to intercept a hex or debilitating spell as soon as it reaches him. Casting it almost purely on reflex, Renzus often uses it to stay moving while eluding capture, as well as serving as a useful tool for self-preservation considering the amount of poisoned food and drink that comes with operating in Valoran’s underworld.

Light and Darkness
Renzus could not quite pin down exactly when it was that Demacia had become quite so hostile to him. The Crows, and the First among them, had never been welcome within the petricite-lined walls of the city, regarded by the city’s dauntless guards and ruling elite as meddlesome intruders, often condemning them as spies and criminals.
While that was often not too far from the truth, it took a remarkably small mind to fail to comprehend that the Crows’ intentions were far from malignant.
The Plaza was definitely a place that the First Crow didn’t want to create a scene in, bustling and crowded as it was, but today, fate seemed to want him tested. Somehow, despite his relatively nondescript disguise of a traveler, he had been identified as a mage by a patrol of annullers. Already, the crowd of civilians was beginning to disperse, either fleeing the tense scene or shepherded away by guardsmen.
“I say again, put your hands in the air where we can see them!” The ring of distinctly-garbed men began to tighten around the First Crow, heavy truncheons and petricite-lined bucklers brandished in practiced hands. Normally, these would be far too much for even an accomplished mage to overcome. The strange material, after all, was the bane of conventional sorcery, turning it aside as easily as a rock might break an ocean wave.
But these men had no idea who they had cornered. The First Crow was far more than a mere mage.
Incensed at his refusal to comply, the lead annuller took a step closer to the cornered man, snarling from beneath his visor. “You will not be told a third time, mage. You will come with us for questioning, or suffer the consequences.”
Renzus did his best to suppress the instinct to wince, to demonstrate any of the ill effects that petricite had on his person. Most mages steered clear of Demacia for good reason, and not simply for the persecution of their kind. Petricite itself reacted painfully with the living magic inside all who wielded the art, inducing debilitating nausea in close proximity. Instead, the Crow tensed beneath his brown traveling cloak, hands closing into white-knuckled fists as their confrontation was becoming inevitable.
“You have one chance to stand aside, annuller.” The Crow hissed, his mind already racing with combat drills against multiple aggressors.
“Take him!”
Faster than any of them could blink, the Crow’s leg came up and kicked out like a thunderbolt, connecting with the lead annuller’s knee with bone-snapping force. His scream was cut short with a sharp elbow strike to his neck, collapsing his windpipe and leaving him to die a slow, choking death. With the fluid grace of a dancer, the Crow weaved aside from a maul that descended from behind. Renzus took a step in, slamming his shoulder painfully into the man’s guard, knocking aside the petricite shield and placing both his hands on his breastplate.
The second man to die today met his end when both of Renzus’ coruscating force blades flared to life, punching cleanly through his heart and lungs.
There were screams from onlooking civilians, but the First Crow paid them no heed. Let their illusions of safety be shattered, right here in the heart of their home. Ignorance was a far graver danger than the magic they feared.
As the annuller’s blood fell to the pristine marble flagstones of the Plaza, Renzus was already on the move, sprinting through the gap he created in their formation. A pair of guards moved to bar his path, shields locking into a wall of girded steel, but Deliverance hurtled out from its holster, its glinting chrome surface shining in the noon sun. Two shots rang out above the clamor, coupled with the brutal cracking of skulls and helms. Twisting as he ran, Renzus dropped one of the annullers pursuing him with a bullet to the thigh, sending him crashing to the flagstones howling in pain.
It would take more than simple flesh and blood to apprehend the First Crow, no matter the vaunted petricite that Demacia so depended on. As blindingly stark as its architecture was, the Golden City was not without its shadowed alleys, pockets of darkness nestled between its grand buildings, stubbornly existing no matter how hard Demacia’s architects had sought to deny them.
That was all the Crow needed to slip the noose and vanish, without a trace.

Old Enemies
With all the usual precautions taken, removing all metallic equipment from his person, Renzus stepped into the shadows of one of Zaun’s isolated hovels, an old flophouse that once housed chemical factory workers, now the hideout of an old foe that had decided to resurface.
Dealing with the meager resistance that guarded the residence was little challenge, if at all. The dregs that were Zaunite thugs had never truly encountered a true mage before, certainly not one far more versed in the arcane arts than the man they were guarding. Four of them in total, they barely had time to gape in horrified surprise as their hextech weapons were turned aside by shimmering barriers, before they were contemptuously hurled aside by crushing telekinetic force.
The door proved a similarly irrelevant obstacle, its heavy lock simply melting away into a puddle of rapidly-cooling molten iron. Pushing the door open, the First Crow strode into the dark, almost-empty room, grey eyes locked onto the distant form of his quarry.
“Marcus Cipher.” He spoke, with a voice keener than a sharpened blade, its tone cold like ice. “Still up to your old tricks, I see.”
