I agree with you. Otto was the one who pushed Noone into the Ferryman’s hands. The ferryman is an opportunist. What gets me about Otto is how human his character is. You can see where his action comes from, his motivation is not inherently evil. But his methods and the lengths he goes to are.
I can’t even say Noone “chose” the Nowhwre because, she never did, she was pushed into it, by the person who was supposed to act as her last line of defense and support.
We can feel sorry for the Counsellor, understand his motivations and acknowledge how he himself became a perpetuator not that different than the residents seen in the Nowhere.

I relate to understanding the humanity in some of the LN antagonists - the main ones in particular, as they all are the most tragically human - but understanding a character and their motivations =/= justifying them or their methods!
There needs to be a divide, especially when tackling villains/morally grey characters. I like Otto's writing, he's brilliant, but it really irks me how some of his fans will go some crazy lengths to justify him. I've seen the same thing happen to Thin Man, falling back on Six - and in this case Noone, who were the victims in this situation.
You can like a character who's traumatized and also an asshole. One thing doesn't devalue the other. You don't need to justify them or villanize someone else in order to justify your enjoyment of them.
