Theory time!

First, look at this picture of Sedusa below:

Got it? Great! Now look at this collage of other notable female characters in PPG (rip to Ms. Bellum):

So do you see it? Did you notice that her head shape is rounder than most? Or that she has no nose? Or how her eyes have black pupils when most don't? Weird, right? Well it's not too weird, there are characters styled with BIG round heads and colored eyes to match with no nose:

Now, I'm not saying they're exactly the same, because they're not. But it's interesting how Sedusa, despite not being a Powerpuff girl (or a Rowdyruff boy), is one, if not the only, other humanoid character to be styled similarly to our protagonists.

Why would that be?

Easy. Chemical X.

Sedusa has no backstory, we know next to nothing about her in the 1998 original cartoon. It wouldn't be far fetched to say that perhaps she was involved in a Chemical X accident that altered her face and gave her hair a life of its own (and perhaps altered her skin).
