I wanna point put that.... Clint not doing his paperwork. Is not a constant thing. In that, there are years and times when he does it and is consistent with it. Such as the fact, he would not be chosen or have kept leading and being chairman of the West Coast branch of he didn't, if he hadn't. I need to find a few panels that implying that Clint use to keep up with the database and history plus happenings kf the Avengers, which would imply he's doing his paperwork smd gaining access. Now he isn't and wasn't consistent, and there's several things that could be assumed why he isn't or hasn't; typically the comics won't give a reason but you could attribute to a number of events that have personally happened to him and this somewhat a headcanon but his alcoholism and fully a hc undiagnosed adhd.
Additional proof he's not in capable of paperwork consistently or wrangling himself to do it would be pointing to the fact that once the US gov / Henry Gyrich enforced a limitation to Avengers numbers, Clint was not selected for the team. He had to find a full-time job, which he may have been hired unconventionally, and it was a villain's scheme in the long run. He held down being chief of security. Additionally, while I think modern canon did a faulty job of making the NYC official Thunderbolts be compelling or make sense, there's enough implications there that Clint probably had to and WAS doing a lot of paperwork.
Others can and I will continue to joke that Clint may drag his feet about paperwork, but some of that is a meme since there are enough implications that he does actually do his paperwork and somewhat timely. Or by the rules that be, he must be doing it, or else he may not make the vote for remaining an avenger or holding down a job outside the Avenger. Marvel doesn't take Clint seriously, and to some degrees, that is okay but it would be safer to assume most of the times he wasn't doing paperwork there is some outside or internal clause and conflict that he decides to neglect the paperwork. But like, legitimately, he would not still be an Avenger if he was consistently not doing his paperwork because the Avengers do have a responsibility. And Clint is more often than not, serious about the Avengers and a lifer, and most of the time that was his only life.
He is just going to complain about it while he does it, doesn't mean he's slacking off; Clint is always a complainer though (there's several panels to back that up too).
