Assuming all the facts in both the Trevor Project's and their union's statements are accurate, I fail to see how announcing layoffs during an active bargaining session, during a period in which the Trevor Project threatened to withhold severance from laid off staff, constitutes harm reduction. Perhaps the layoffs themselves were a decision forced by budgetary constraints, but their openly hostile tactics during these union negotiations cannot be similarly excused even under the most charitable reading of the situation as it presently stands.
