Tulsi Gabbard, Donald Trump’s nominee for national intelligence director, refused to call the whistleblower Edward Snowden a “traitor” but sought to rein in her unorthodox views on foreign dictators and opposition to electronic surveillance during a tense confirmation hearing that could sink her nomination to oversee the country’s sprawling intelligence community. In a three-hour hearing before the Senate intelligence committee, Gabbard, a former congresswoman and member of the Hawaii army national guard, partially recanted her views that Russia was provoked into invading Ukraine, said she had “no love” for the Syrian dictator Bashar al-Assad and denied meeting with Hezbollah representatives during a trip to Lebanon in 2017. Gabbard, who has ruthlessly criticised the US intelligence community that she now aims to lead, has said that she has been the target of “lies and smears” ahead of a committee vote in which she cannot afford to lose the support of a single Republican member. Skeptical senators said she was unfit to serve as national intelligence director because of questions over her “judgment” in past statements on Vladimir Putin’s “legitimate security concerns” in Ukraine, an independent 2017 visit to Damascus in which she met Assad, as well as her support for Snowden, whom she admitted had “broken the law” but refused to condemn as a “traitor” despite heated – and sometimes shouted – questioning from Democrats on the Senate intelligence committee on Thursday. “Those who oppose my nomination imply that I am loyal to something or someone other than God, my own conscience and the constitution of the United States, accusing me of being Trump’s puppet, Putin’s puppet, Assad’s puppet, a guru’s puppet, Modi’s puppet, not recognizing the absurdity of simultaneously being the puppet of five different puppet masters,” she said. “The fact is, what truly unsettles my political opponents is I refuse to be their puppet,” she said. “I have no love for Assad or Gaddafi or any dictator. I just hate al-Qaida. I hate that we have leaders who cozy up to Islamist extremists.”

Her candidacy was also endangered by a series of recent leaks in the press. The New York Times this week reported that US intelligence had intercepted a phone call between two Hezbollah operatives who said that Gabbard had met with “the big guy” during a visit to Lebanon in 2017, indicating a senior Hezbollah official. During the hearing, Gabbard denied having met with Hezbollah operatives and said it was an “absurd accusation”.
Those ties to foreign governments were a key concern of members of the committee before the hearing. “There is real concern about her contacts [in Syria] and that she does not share the same sympathies and values as the intelligence community,” a person familiar with discussions among senior intelligence officials previously told the Guardian. “She is historically unfit.” During the hearing, the Colorado senator Michael Bennet attacked Gabbard for a tweet sent out just hours after Russia launched its full-scale invasion of Ukraine in which she said: “This war and suffering could have easily been avoided if Biden Admin/NATO had simply acknowledged Russia’s legitimate security concerns.” While she did not explain those remarks, she did indicate that she had had a change of heart. Asked bluntly who she blamed for the war between Russia and Ukraine, she said: “Putin started the invasion of Ukraine.” Yet the strongest questions regarded her past support for Snowden, whom she admitted had broken US laws by taking a trove of top secret intelligence documents while working as a contractor for the National Security Agency and later leaking them to media, including the Guardian.
“Is Edward Snowden a traitor: yes or no?” Gabbard was asked by successive Democratic senators, including Bennet. “Snowden broke the law,” said Gabbard. “He released information about the United States … I have more immediate steps that I would take to prevent another Snowden.” “This is when the rubber hits the road,” Bennet retorted, demanding a “yes” or “no” answer. “This is not a moment for social media. It’s not a moment to propagate conspiracy theories … This is when you need to answer questions of the people whose votes you’re asking for.”
Tulsi Gabbard’s hearing in front of the Senate Intelligence Committee Thursday revealed what we know: she is a danger to national security and is unfit to lead the DNI.

This Floppy-Nosed Antelope Was Nearly Gone. 20 Years Later, It’s Thriving.
Less than a decade ago, more than half of the world’s saiga antelope were lost to a mysterious disease. Its comeback is a rare and phenomenal conservation success.

Just two decades ago, it seemed as if we might need to write a eulogy for the saiga antelope.
Cut down by widespread poaching and waves of disease, by 2003, just 6 percent of the floppy-nosed ungulates remained in Kazakhstan, Mongolia, Russia, and Uzbekistan.
But today, scientists are rejoicing at the saiga’s unlikely rebound.
There are now 1.9 million saiga antelope across Eurasia, according to the most recent estimates released this week. So many saiga, in fact, that the International Union for Conservation of Nature is upgrading the Red List status for the species from critically endangered to near threatened.
“There's a lot of conservation doom and gloom, and there isn't very much attention paid to conservation successes,” says E.J. Milner-Gulland, a conservation scientist at the University of Oxford and co-founder of the U.K-based Saiga Conservation Alliance. “It’s quite a vindication of 20 years of hard work by lots of people.”
To get a sense of just how far this species has come, in 2015, more than half of the worldwide population of saiga antelope were lost to a mysterious blood disease.
“This is phenomenal news,” says Joel Berger, an ecologist at Colorado State University and a senior scientist at the Wildlife Conservation Society, in an email.
“At a time when so many species and populations are in deep swan dives, to witness the recovery of saiga—a species deserving of more recognition in its own right—is something we all need to celebrate,” he says.

The Saiga’s Downward Spiral
Those who have been paying attention to the saiga’s saga know that it’s been a wild ride.
“Twenty years ago, it had the fastest increase in threat status of any mammal,” says Milner-Gulland. “The population had plummeted by more than 90 percent over a really short time of a few years, so it went straight in at critically endangered.”
As for what happened, Milner-Gulland explains that the saiga’s downfall can be attributed to several factors. For starters, saiga horn has great value in China, Singapore, Vietnam, and Malaysia as a component in traditional medicine. And this demand, coupled with the breakup of the Soviet Union, led to a dramatic rise in hunting.

“The economies of these countries basically collapsed,” she says. “And they were living in very harsh conditions on the steppe. So they turned to poaching.”
Fencing along the border between Kazakhstan and Uzbekistan also put a barrier in the middle of the saiga’s migratory route, while infrastructure development cut into saiga habitat. Finally, an unknown trigger turned a naturally occurring microbe in the saiga’s characteristic nose into a virulent pathogen, leading to the mass die-offs.
It’s for all these reasons that the IUCN has chosen not to de-list the saiga completely.
“The near threatened category is right for the saiga, because we know that at any time, we could just get large numbers of them dropping dead again,” says Milner-Gulland. “They are very vulnerable.”

A Path to Recovery
Just as the threats to the saiga were multi-faceted, so too have been the efforts to protect the species, which are important seed dispersers and grazers that contribute to plant biodiversity.
For instance, an international collaboration between countries where saigas roam, countries that traditionally consume saiga products, and other stakeholder nations, including the United States, led to a memorandum of understanding in 2006 to conserve the species, restore its habitat, and restrict harvest to a sustainable level.
For its part, Kazakhstan’s government focused on stronger anti-poaching measures, including law enforcement to prevent saiga hunting. The Saiga Conservation Alliance supplied financing for gasoline, uniforms, motorbikes, and shelters for those rangers, who live in the harsh, windswept grasslands. Customs agents also improved detection of saiga products leaving the country as part of the illicit wildlife trade. Lastly, the country designated multiple protected areas totaling more than 12 million acres of saiga antelope habitat.
Now that economic conditions have leveled out and local people don’t have to choose between their own survival and saving saiga, there has also been a dramatic shift in support for the species.
“The thing about saiga is the local people really love it,” says Milner-Gulland. “It’s a symbol of the wild steppe, of independence and freedom.”

Hi, so I'm rereading Blood Brothers and I remembered that you once mentioned that you would add a chapter about Hunter's birthday - do you still plan to do that? I also had one question: what would life be like for boys when they grow up? Would they have the opportunity to leave the cabin and choose their studies and place of study? Do you have any ideas for specific studies and careers for them? Would any of them decide to contact their old family? Somehow it's hard for me to imagine Quaritch allowing them any independence at all, honestly, without constant supervision from him.

I’ll be honest I forgot about the Hunter’s birthday chapter. I’ve been really focused on my other fics plus my life has been really hectic these past couple months but I’m totally still open to writing it!
As for your question, when it comes to the future of the boys, Quaritch would actually move them from the cabin after a few years, once the boys have grown and started looking different. They might still need disguises like dyeing their hair but as long as they looked different enough from their missing photos then Quaritch would move them if he’s sure the boys actually want to stay with him. Because Quaritch wants his boys to have the best life possible and he knows that’s not in seclusion. He obviously believes his sons are better off with him then they are with anyone else and so being together is higher on his list of priorities but if he can ensure his boys won’t be taken away from him then he’ll absolutely move them back to civilization so they can have a “normal” life.
The cabin is located in Colorado so Quaritch would find a ranch style home there that’s still secluded but is within a twenty minute drive of the nearest small town. If he thinks the boys are ready he’d move them before Spider starts his senior year of high school so he can get that experience. I imagine after all that time in the cabin Spider would want to travel more than he’d want to go to college. He also wouldn’t be eager to leave home after all the brainwashing Quaritch has done to him. So I see him doing online schooling to get his college gen eds while planning family trips all the time. He’d convince his dad to buy a r.v and the family would constantly go on weekend trips especially if Hunter had a three day weekend from school. Eventually if Spider ever did pursue a higher degree I could see him wanting to study environmental science.
Hunter would pursue a degree in literature. He’d want to be a writer and his stories would be high key inspired by his own life.
I don’t think either of the boys would go to a college too far from home. Unless his brother moved out first then Spider would find a college he could easily commute to from home. Hunter would most likely do the same.
As for contacting their families Spider would most definitely send a letter to the Sully’s once him and Hunter were legally adults on the off chance that anyone traced the letter to where they lived. Spider would just want them to know that he was okay. Hunter would have no desire to ever contact his adoptive parents. Quaritch just so thoroughly poisoned that well that Hunter would never want to go back to it.

What is a CCRC?
Continuing Care Retirement Communities, or CCRCs (also called Life Plan Communities) offer seniors the option to live independently, then access care services as their needs change. Typically, residents begin their CCRC residency in independent living and can later transition to other levels of care—including assisted living and skilled nursing—while still living on the same campus.
Generally, a CCRC offers a wide variety of amenities and programs designed to keep its residents active. These can include fitness classes, art workshops and happy hours, and many CCRCs feature on-site healthcare facilities.
Most CCRCs charge a one-time entrance fee and monthly service fees. What is an ILC?
ILCs are state-chartered institutions (currently operating in California, Colorado, Hawaii, Indiana, Minnesota, Nevada, and Utah) that under certain circumstances do not qualify as “banks” under the Bank Holding Company Act. This means that a nonfinancial company may control an ILC, and it would not be subject to the same regulatory oversight and supervision as a BHCA-registered bank.
ILCs provide property line estimates to help mortgage and title companies verify that new fences or other improvements don’t encroach on neighboring properties. They are also commonly used by municipalities for construction permitting.
In a sense, an ILC is a less comprehensive version of a land survey. For example, it doesn’t examine all boundary lines or locate all utilities. For this reason, we recommend seeking a full survey to get accurate property deed dimensions before beginning any construction project. What is a SIL?
SIL provides NDIS participants with support services to live in their own home or share accommodation, such as a supported living arrangement, community residence, or a host family. SIL providers work with individuals and their families to develop a personalised support plan that meets their needs, goals and preferences.
The NDIS’s SIL funding covers the cost of support workers who can help with daily activities, including cooking and washing. The funds can also help with accommodation costs.
SIL stands for Safety Integrity Level and is used in functional safety standards like IEC 61508. The term SIL has become commonplace in Request for Proposals (RFPs) and purchase requirements in many industries. Nevertheless, many engineering managers don’t have a full understanding of SIL’s meaning and how to apply it in their work. This course, AN INTRODUCTION TO FUNCTIONAL SAFETY, breaks down the basics and gives attendees a clear framework to follow. SIL can be calculated from the risk assessment methodologies PHA and LOPA, using probability of failure on demand or per hour (PFD/PFH) to meet a target SIL level defined during the allocation process.
What is a CIL?
Generally speaking CIL is a way to fund paid support to help you learn new skills and live independently in the community. Usually participants will receive this funding through the National Disability Insurance Scheme (the NDIS).
Development that may be liable for CIL includes new homes and buildings such as extensions, self-build houses and annexes. The levy is payable on any new building with a gross internal floor area of over 100 square metres, but there are some types of development that can be exempt or qualify for relief from the levy – see the CIL Guidance section for more details.
A key feature of CILs is consumer control – meaning that a person with a disability is assumed to be the expert in their own needs and circumstances, and should be at the centre of decision making about how they are supported. This is why all CILs are governed by a board of directors composed of people with disabilities, as well as other community members.

Colorado investigates “unprecedented” scheme by drivers paid to transport Medicaid patients hundreds of miles a day

The patients flocked to metro Denver methadone clinics in mid to late summer, five or six to a car. Most were users of illicit opioids, including fentanyl. Many were homeless. And all were from Pueblo or other parts of southern Colorado, driven up Interstate 25 by independent transportation contractors who suddenly had flooded the state’s Medicaid system. As clinics scrambled to process the patients, some told The Denver Post that they thought it was odd so many were coming from outside of metro Denver — especially while clinics were open and waiting in southern Colorado. Providers at the methadone facilities, which are tightly regulated and highly stigmatized, made note of the vehicles dropping off these new patients: new SUVs with temporary tags, driven by men who often spoke accented English and who all had enrolled in a lucrative program that paid them to drive patients to the doctor. State officials now believe the drivers were part of a coordinated Medicaid scheme that exploited the most vulnerable Coloradans and the medical system designed to keep them healthy. The ward’s money and property were immediately confiscated and put under the control of a court-appointed stranger — the guardian.*** After eight years of investigating and writing about abusive guardianship cases , I can report that abuses still happen today, but on a much larger scale. Nearly everyone has heard of the Britney Spears conservatorship which lasted nearly 14 years, but the public doesn’t realize there are an estimated 2 million Americans currently living under this court control. The precise figure is unknown because no entity keeps track of guardianship cases, despite numerous Government Accountability Office reports outlining the criminal abuses taking place and the urgent need for a centralized database to understand the breadth of the problem. Some guardianships are certainly necessary, and many work out well, especially if a loving family member is named as guardian. Many professional guardians are truly dedicated and compassionate, but too many are not. In recent years, judges have routinely ignored family members and appointed stranger guardians who can charge the targeted person up to $600 an hour. The caregivers they hire to help further drain the ward’s bank account. On Thursday, among a number of bills, Philadelphia's City Council approved legislation to ban the wearing of ski masks in places such as schools, day cares, rec centers, parks, inside city-owned buildings and on public transportation. The bill passed with a vote of 13 to 2. Those who violate the new ban will face a $250 fine. And, those who wear one during the commission of a crime will be hit with a $2,000 fee -- on top of any other legal ramifications following the act. The move comes after SEPTA announced a similar ban on public transit.*** In supporting the ban, Councilman Anthony Phillips of the city's 9th councilmanic district, said the bill would return "both power and safety to the people" including thousands who were not in attendance at the day's hearing. "It aims to create a safer, more transparent and loving community," Phillips argued. At large councilmember Isaiah Thomas said that he supported the bill as a way to help law enforcement officials identify those who engage in criminal activity "I'm all for trends and things that are cool for young people. Very supportive of that stuff," he said. "But, what am I supposed to say to a parent when we leave a basketball game and harm is done to a child and there's no way to tell who did that harm or why that harm was done? "Young people, you got to take them jawns off," Thomas said, punctuating his comments. "Seriously."*** Councilwoman Jamie Gauthier of the city's 3rd councilmanic district, voted against the bill as did Councilmember at large Kendra Brooks. Gauthier said that she couldn't support a bill that could further marginalize and criminalize young men throughout the city. Instead, she called for more support for young people. "It's incumbent upon us as a city to deliver that support and to prioritize that over making enforcement harsher on young Black men in our city in ways that might not even be Constitutional," she said.***

Federal prosecutors announced Friday attempted murder charges against an Arizona inmate and ex-FBI informant, a week after ex-Minneapolis cop Derek Chauvin was stabbed 22 times inside a library at the Tucson penitentiary where they are both inmates. John Turscak, 52, is also facing multiple assault charges and inflicting serious bodily injury with an "improvised knife" around 12:30 p.m. on Black Friday – a day the suspect allegedly told investigators he picked to symbolize the "Black Lives Matter" movement, which spurred months of protests around the country in connection with the death of George Floyd – who Chauvin was convicted of killing. Federal corrections officers intervened "immediately" according to court filings, dousing Turscak with pepper spray. He allegedly told the guards he would have killed Chauvin if guards hadn't reacted so fast. When he waived his Miranda rights, he allegedly told the FBI about the Black Friday symbolism and said he'd planned the attack for a month.***

CARMEL, Maine—An astronomical electricity bill was the first tipoff that something unusual was going on at a former chicken farm in this town of 3,000 people off Interstate 95. A Massachusetts-registered construction company had bought the 5.5-acre property in 2021. But instead of construction equipment moving in, a new power pole sprang up. Electricity use jumped to nearly $7,000 in December 2022 from $600 a month a year earlier. In June, after neighbor complaints, the Penobscot County Sheriff's Office said it carried out a search warrant of the property, seizing some 3,400 marijuana plants and 111 pounds of processed marijuana. The state said it was prosecuting two Chinese nationals and two naturalized U.S. citizens of Chinese origin on charges including illegal cultivation and trafficking of marijuana. State and local officials identified the Carmel property as one of many unlicensed marijuana-growing operations throughout Maine that are run by Chinese networks. According to court documents, one of the defendants in the case told police that from Exit 130 to Exit 244 on I-95, a stretch of more than 100 miles, "all the Chinese people are growing marijuana."*** Oklahoma has shut down nearly 1,000 marijuana farms since late 2020, with about 80% to 90% of them linked to Chinese organized crime rings, said Mark Woodward, a spokesman for the Oklahoma Bureau of Narcotics. A Granada Hills homeowner shot and killed an attempted home invasion burglar early Saturday morning and authorities believe another suspect who fled the scene was also possibly shot. Los Angeles Police Department officers responded around 5 a.m. to a "hot prowler" call in the 11400 block of Swinton Avenue near Rinaldi Avenue and found the suspect dead inside the home. During a Saturday morning news conference, LAPD Valley Bureau Deputy Chief Alan Hamilton said preliminary investigations show that a suspect who was armed with a weapon confronted the homeowner and that's when the shooting happened. "During that burglary, multiple rounds were fired by the homeowner and the homeowner struck one of the burglary suspects," said Hamilton. The suspect suffered multiple gunshot wounds and was pronounced dead at the scene. Investigators say he was in possession of the victim's property at the time of the shooting. *** On Monday, authorities identified the suspect whom was shot by the homeowner as 20-year-old Inglewood man Abednego Adre. At the time of the news conference, Hamilton said all three family members were at the Devonshire Station as the homeowner who shot the burglar underwent questioning. A former senior U.S. diplomat who served in U.S. embassies across Latin America was accused of spying for Cuba's intelligence service for decades in one of the highest-reaching and longest-lasting security breaches of the U.S. government, according to a criminal complaint unsealed Monday. Victor Manuel Rocha, a former U.S. ambassador to Bolivia, was arrested by the Federal Bureau of Investigation on Friday. The unsealed complaint said that the 73-year-old Rocha had worked for Cuba as a covert agent since at least the early 1980s until now. "Rocha secretly supported the Republic of Cuba and its clandestine intelligence-gathering mission against the United States by serving as a covert agent of Cuba's intelligence services," the complaint said. To do so, Rocha provided false information to the U.S. and traveled outside the country to meet with Cuban undercover agents, according to the complaint. At a court hearing in Miami on Monday, Rocha was dressed in a tan jumpsuit. A lawyer for him didn't immediately respond to requests for comment Former diplomats said this likely to be the worst breach by Cuban intelligence of the U.S. government, surpassing that of Ana Belén Montes, a senior Cuba analyst at the Defense Intelligence Agency who pleaded guilty to spying for Cuba in 2002. She was released from prison in 2023. "This is ten times worse. It was a great coup for the Cubans," said John Feeley, a former U.S. ambassador to Panama. He said Rocha was his mentor when he entered the foreign service. A Macy’s security guard was killed and another wounded in a double-stabbing by a man who allegedly tried to steal multiple hats from the Philadelphia department store Monday morning, authorities said. The guard was fatally knifed about 15 minutes after unarmed security prevented the suspected killer from stealing the merchandise around 10:45 a.m., according to Philadelphia police. The suspect was allowed to leave following his attempted theft but returned to “immediately” attack one of the guards before redirecting his violent rage toward a second guard.*** Both guards were rushed to Jefferson Hospital. A 34-year-old man was identified Wednesday morning as the suspect in a central Texas shooting rampage that unfolded over eight hours on Tuesday in two large cities and left six people dead and several others injured, including two police officers, authorities said. Austin police investigators "strongly believe" the suspect, Shane James, is connected to the violent string of incidents and was charged with capital murder, authorities said, adding that more charges were pending. The perverted son of a California Airbnb host was sentenced last week to more than three years in a federal lockup after he secretly filmed a guest getting out of the shower and later threatened to share part of the footage with her loved ones, prosecutors said. The prison sentence was handed down to Kevin James Strutz, 52, on Nov. 27 after he pleaded guilty to trying to blackmail the victim into sending him a sexually explicit video during a twisted harassment campaign over social media. Strutz and the woman both lived at Strutz’s mother’s house in the city of Ceres, where the victim rented out a room in February 2020, the US Attorney’s Office for the Eastern District of California said. The victim, a traveling occupational therapist, abruptly took off the same month when she spotted a creepy drafted message on a smartphone left in a shared bathroom, prosecutors said.*** Strutz continued to contact the victim through multiple Facebook accounts, including one that had a false identity. He then threatened to send nude pics of the woman to all of her contacts and attached an image of her naked from the waist up if she didn’t send him a video of her touching herself, the complaint states. In an interview with the FBI, Strutz admitted to filming the woman using a cell phone in a basket, but claimed he wasn’t going to send it to anyone else, the complaint states.*** Strutz had a history of arrests dating back to 1991 and as recently as 2018, the feds said. Anthony Polito was identified as the 67-year-old college professor and active shooting suspect who opened fire at the University of Nevada-Las Vegas campus. The suspect is deceased, Las Vegas Metropolitan police wrote. Polito was first named by ABC News, citing sources. Authorities have not formally named him. ABC7 reported that he lived in Henderson, Nevada, and that authorities were scouring his writings, which included a fascination with the Zodiac serial killer. On a website using the name Tony Polito, the suspect claimed to have solved the Zodiac killer’s famous cipher, naming a well-known suspect. He also wrote that he had “lived in Georgia, Iowa, Nevada, New York, North Carolina, Virginia and Wyoming. In my travels, I especially enjoyed Jackson Hole, The Outer Banks, Key West … and, of course, Durham.” His strongest academic ties appear to have been in North Carolina.
