at least in my language "dark humor" has never been about laughing at minorities.
the whole concept of dark humor is that death and other macabre things are seen as somehow funny. and that's why it's so niche.
any dipshit racist can laugh at minorities but dark humor is a real skill issue, like do you laugh at the famous "dead baby" jokes.
