S.H.I.E.L.D. set up a laboratory facility/building to house some of the greatest minds on their side (who could also otherwise be threats to society), each scientist there is free to create and experiment to the benefit of mankind in exchange for;

1) assisting S.H.I.E.L.D. in some way (different for each individual)

2) in emergency situations refocusing efforts to help (so like if the scientist was only working on cures to long term illnesses, temporarily they may have to assist survivors medically if there was some sort of disaster instead)

S.H.I.E.L.D. mass produces and provides the public with any antidotes, vaccines, medicines, and inventions that are created here, free of charge. and do routine maintenance checks on the devices.

the lab also houses some notable people who need to be kept medicated or would be unsafe to live in the city proper while being treated for various issues. Vermin is the best example, having been experimented on to turn into a humanoid rat and being treated to help them control the effects of it, Courtney Conners is both a scientist and person needing such medications as well after some side effects from being the Lizard cropped up.

The Lab is officially known as S.H.I.E.L.D's east coast Research and Development Facility, and was built in NYC as an add on to one of the docks.
