ok here are my thoughts abt ingrid hunnigan that are real and true
ingrid is not really surprised by any corruption she sees within the government. as a woman of color, she's always been aware of the injustices committed by the u.s., however she works very hard to ignore it as much as she can for the sake of her job. ingrid worked incredibly hard to get where she is, and she's not letting anybody or anything take it away from her
shes one of the few people of color working in the f.o.s., and likely the only black woman, meaning she is constantly partnered with (white) people who undermine her at every turn, whether because of her race, gender, or both. despite it all, she excels at her job and perseveres through the ungodly amount of bullshit thrown her way.
eventually, she gets partnered with leon (before the events of 4), and of course she knew about leon and how he had survived the raccoon city outbreak, but she didn't care to do any further research on him, as she had assumed he was part of the d.s.o. out of patriotism. their first job goes off without a hitch, and they find their personalities mesh quite well. because of this, ingrid decides to attach herself to him, thinking she's finally found someone who won't go out of their way to make her look bad.
during his missions, leon occasionally will rebel against the set guidelines of the mission. this is part of leons' ever-present yet inconsistent disdain for the united states government. it's never ever anything major, as hes still being blackmailed and anything too big might come back to hurt sherry. that and he's licked a little bit too much boot for him to rebel completely, but it's just enough for him to feel like he's taking contr.ol of his life and job while also giving a middle finger to the government. this almost always bounces back on ingrid. ever infraction of leons (who is under high surveillance because of him being blackmailed), no matter how minor, falls back on ingrid tenfold, and what results in a slap on the wrist for leon will burn ingrid terribly. hunnigan has told him off about this numerous times, but leon, of course, does not understand where ingrids frustration comes from, and he perceives ingird wanting him to work by book as her being ultra patriotic.
they develop a great work relationship, and really the only thing keeping them from growing into a full blown friendship is hunnigan. she doesnt want him stressing her out after hours. they are moments during work where they're on the same page and they understand each other without even speaking, and in those moments ingrid thinks they could be great friends outside of work, but then she reminds herself that she doesn't want to be completely roped into whatever his blackmail situation entails.
also i do think leon did ask her out one time, but this was after work, and it was because he misconstrued his positive feelings about their work relationship for romantic ones. ingrid declined, obviously. because she's a lesbian. ( >:) )
