This idea has changed over time because language is something that's just easier to ignore sometimes with roleplaying. Ya know, all muses speak common pretty much. But outside of that, it's really fun to realize accents muses have.
Canonically, Hibi is fluent in Japanese and English. Conversationally, they know a fair amount of Korean and Mandarin, but still request translators when speaking with government/political officials. Other languages they may know enough to be polite here and there, but would much rather have someone else to the work of translate than stumbling around trying to understand.
All very impressive yes, but their accents leave much to be desired. They're just bad at it, a weak point, and it only gets worse if they're jumping between languages, they've been drinking, too tired, you know the works.
Naturally, being so far removed from everyone else, there is a royal dialect traditionally the rulers of Edo have, but it is one that's been less and less severe over the years. Hibi's parents (mainly their father) seem to have a decently heavy accent because of his parents. It can be hard to understand to new people, especially if Japanese isn't someone's first language. It's posh to the point of almost being not understandable. Hibi's "royal accent" is there, but isn't as obvious. It's something that takes a while to pinpoint what it is, almost sounding like a foreigner, so even then it's hard to put a label to it unless it's been heard before. It's a generational thing that's been dying off mainly in favor of being able to work with more foreign and local powers.
