This is exactly how I interpreted that scene.

Chosen was there at the wrong place and the wrong time to be misidentified for something Dark had done.

Dark's appearance immediately after really sealed it for me, personally.

Analyzing the Mitsi scene, we can see what the fireballs look like before they hit the ground (omfg Poor Mitsi my beloved)

Dark has two types of fireballs, one of which is unique to him.

While Chosen only has one type of fireball:

The fireballs in AvA11 are not Dark's unique type of fireball (I call them plasma balls), meaning they could be either of theirs.

But while Dark's first type of fireball looks very similar to Chosen's, the way they use them is vastly different:

Dark can hold his and throw them, or shoot them, like in the screenshots above. And they stay ball-shapped, even after they've been thrown.

His fire is also a lot more 'flowy' than Chosens, which tends to be jagged.

Chosen, however, seems to throw flame he produces similar to his flight at a target. It's not really a 'fireball', not like Dark's, more of just a yeeted flame

And I stumbled across another thing while looking for screenshots that also convinced me it wasn't Chosen:

Chosen doesn't use fireballs. Like, ever. That single scene in The Box and this scene in AvA2 are the ONLY TIMES in theENTIRE HISTORY of AvA he uses 'fireballs".

I literally couldn't find any another scenes to use as an example screenshot because of it.

Chosen more tends to use fire streams:

Or breathing fire. Or his laser eyes. Those are his three most common method of attack, outside of physical ones.

Fireballs, however, are Dark's number 1 preferred method of attack. He goes for them first in both The Flashback fight scene, and after Chosen first returns in Showdown. He is CONSTANTLY shown using them. Mostly because he doesn't really have any other powers to use.

As for whether Chosen's fireballs explode: it's impossible to tell without more examples. This is the only time we see them landing in the entire series, and it in The Box, a hard floor, not dirt/ground like in the AvA11 scene.

Even still, they seem to just go splat.
