#if anything: Sordward and Shielbert are the actual antagonists tbh.. they hit a lot of the marks here

Wait how isn't Rose the antagonist of sword and shield?
He isn’t actively trying to destroy the world for any reason that is or could be perceived as truly terrible or awful unlike with the other villains whose goals are either heavily misguided and miscalculated or just doing it for the power. Also he doesn’t have an organization like other villains do that actively cause trouble on purpose with stealing and such. (with the exception of Aether, but that one is its own little bucket of worms...)
He fits a little more with Archie and Maxie in that the initial goal and reasoning is good and well-intentioned, however that’s the only thing he has in common.
Other Villains:
Steal Pokemon and objects
Actively causing harm in some way on purpose
Usually have ulterior motives
Have a full utility of grunts that will kinda do their own thing sometimes
Are kinda rude in some ways??
Have gone MIA when things didn’t go right like they planned and it can be assumed with a good chance of accuracy that they didn’t turn themselves into the authorities for their actions
Pretty much a good portion just have those very sketchy moments when they’re talking to others or the player that just come off really really bad.
Chairman Rose:
Actively helps trainers and their Pokemon and even the region as a whole that he loves so dearly.
Highly disapproves of anything that could hurt the people and Pokemon of his beloved region. He cares so deeply about his region and the inhabitants of it, pretty
He has employees for his grand company that do good work for him and the Pokemon League and the only time they were trying to stop the protagonist was under the orders of Oleana who was a bit misguided.
Doesn’t have any ulterior motives for what he wants and has been pretty dang honest about it the whole time?
Has never once been rude throughout the entire game and when he realized his wrongs he turned himself in and was actively taking responsibility for his own actions rather than running and hiding.
Not once has ever had a moment that seemed rather sketchy in a very dark and sinister way aside from that one little moment with Leon, but it was less “Oh this sounds really really bad in every way” and more like “Hm, something seems off about him.. He isn’t normally like this..”
Sword and Shield quite literally don’t have a true antagonist and is the first game to have that! Even Team Yell is not a true antagonist organization. Team Skull is more that as they steal and cause problems on purpose without caring for other people but themselves. (with that last statement you can also see how Team Yell and Chairman Rose are not the villains.)
