I don't think that FEMA is "lying" about not wanting radiation. Yes, the sun would irradiate them to a crisp, but at night radiation particles can still cause bodily harm.

Alpha wave radiation particles and beta wave radiation particles would be in the atmosphere. Alpha particles can be stopped with material as thin as paper, beta particles can penetrate so deep it causes burns/poisoning.

Objects can also release radiation, and all the day's radiation wouldn't be absorbed, meaning its likely being released in the environment. It makes sense that FEMA officials are wearing hazmat suits and gas masks. They don't want radiation poisoning from the environment or suspected visitors. FEMA is still suspicious as shit though ...
