I know we have all these theories and bits of evidence based on in-universe inconsistencies and possibilities, but I still hold that one of the biggest things that makes me believe (or at least desperately fucking hope) that Penny's story isn't done is the complete disconnect between her plotline in V1-7 vs her plotline in V8.

Because like. The entire point of her story in V1-7 is that regardless of the things that make her different from everyone else (ie her being a robot,) she's still just as real, and just as deserving of love, kindness, and personal agency as everyone else around her. Nuts and bolts vs squishy guts and all that.

But then V8 turns around and makes it so that that very difference is the only thing that allows the villains to undermine her personhood with the virus, a problem for which the solution ends up being to remove her robot body and make her """normal"""

And whether it's what the writers intended or not, the resulting message of that storyline is that by becoming human, Penny also became more of a person, more of a "real girl." And if you ask me, that disconnect between those two parts of her story just feel like far too glaring of an issue to leave unresolved
