haha yeah, theres… a lot of meta out there abt this. the obvious out of universe reason could be the writers just… fudging things for their message lol.
‘story’ wise one view that’s interesting (story wise as in like… thematically? and a little ‘in universe’) is to look at it more like, this isn’t just another part of a war, this isn’t just aang vs ozai, it’s The Avatar vs The Firelord, with all the symbolic weight those symbols bring. and does aang as The Avatar have the right to kill the leader of a nation to solve a larger conflict? to punish? kyoshi as The Avatar sure decided she did, and that worked for her and her time.
but aang as The Avatar decided against that, because this isn’t just about ending the war, it’s about sending a message to every nation about the kind of world Aang The Avatar will create after he ends the war. and this world will Not be one of violence, will Not be one where justice is equivalent to death and cruelty.
Aang, out of nowhere: I can't kill Ozai. It's against the monk's code. :( I need to go on a spiritual journey on a tiger rock.
Also Aang through book 1-book 3 until the last episode at any given opportunity:
