They are courier dragons! It's an NPC only breed that acts as a neutral party between the flights. They're the dragons who appear when you buy something from the auction house and a little notification pops up along the lines of "Pearl/Edgar/Spitfire are coming to deliver your item!"

Because they are neutral in the flights wars, they act as couriers between the flights, hence the name.
