Boris Johnson facing corruption legal battle over £4.8bn ‘levelling-up fund’ that sent cash to Tory areas
Boris Johnson is facing a corruption legal battle over whether his party has been funnelling taxpayer cash into Tory areas to give it a political advantage.
The High Court will decide whether the PM’s £4.8bn “Levelling Up Fund” unlawfully and systematically sent cash to areas considered to be “of political benefit to the Conservative party”.
Judges agreed to hear a legal challenge brought by the Good Law Project, stating: “The grounds are arguable.”
The lawsuit, formally filed against Rishi Sunak, Robert Jenrick and Grant Shapps in their government roles, could find that the centrepiece of the government’s so-called “levelling-up” agenda is unlawful.
The leafy market town constituencies of Mr Sunak and Mr Jenrick are among the areas to benefit from an unusual funding formula that critics accused of amounting to “pork barrel politics”.
Campaigners cited an investigation by the National Audit Office, which found that the government’s list of targets for the cash had been published without supporting information to explain why they had been chosen.
The House of Commons’ cross-party Public Accounts Committee had also said the lack of transparency had left to concerns of “political bias” in the allocation of funds.
Forty out of the first 45 schemes to be approved under the fund in March had at least one Conservative MP.
Jolyon Maugham, the barrister who founded the campaign group bringing the suit, said at the time: “If you think that it’s coincidence that Tory marginals are huge beneficiaries I have a fine bridge to sell you. To ensure the Tories don’t use public money for party purposes, the Good Law Project is suing.”
The campaigners cited Chris Hanretty, Professor of politics at Royal Holloway, University of London, who looked at the funding formula and evidence presented by the National Audit Office and government.
“On the basis of the data collated by the ministry and published by the NAO, there is robust evidence that ministers chose towns so as to benefit the Conservatives in marginal Westminster seats,” he wrote.
“This evidence is robust in the sense that the effects persist even when controlling for other town characteristics that might justifiably affect selection.
“Choosing towns to benefit a particular party goes against the seven principles of public life (the ‘Nolan principles’), and in particular the obligation to ‘take decisions impartially, fairly and on merit, using the best evidence and without discrimination or bias’.”
The Good Law Project has previously challenged the government in court over alleged cronyism in PPE contacts, clean air, and access to remote education during the pandemic.

“Do they have any music where you’re from…?”
It wasn’t a question she expected an answer to, but she stared up at the alien Pokemon regardless. It had been several months since she’d saved the planet from a massive meteor. Since then she’d only grown more and more curious about it and where it had come from. Unfortunately, it never seemed to understand her… Or, if it did, it chose not to respond in the slightest. It simply stared at her with that slightly unnerving gaze…
“You know - like this!”
She tapped away on her phone, coming up with an upbeat collection of audio clips assembled into a cheery tune. It had gone viral a couple years ago, and rightfully so - it was always fun to listen to.
She held her phone up for Deoxys to see, beaming as the song played through. Deoxys had heard music before, she was sure. How could it not have? There was music practically everywhere - at Pokemon Contests, in stores, playing in the lobby of Pokemon Centers, playing out from her phone whenever things got too quiet for her liking… But this time, something unusual happened.
Deoxys leaned forward, watching the blipping buttons flash in time with the music. After perhaps a minute, it uttered a low, trilling cry… and the next thing May knew, she had an aurora in her bedroom.
She gaped, staring up at the shifting lights in utter awe as they pulsated to match the song’s rhythm.
She’d never seen this behavior from Deoxys before… It wasn’t an attack, either. She knew all of its attacks. So what…?
All too soon, the song ended. Deoxis blinked, and the aurora faded in an instant.
Slowly, a smile curled up the corner of May’s mouth.
She was learning more and more about this strange Pokemon every day…
Dawn - Brenda(n)
Brenda sighed folding her arms behind her head. Just a few short hours ago, she’d participated in a contest, commanding her Pokemon on stage with a confidence she couldn’t hope to match in her everyday life. She hadn’t worked up the courage to tell her family she was trans. She had very few friends to share her moment of realization with. And the one friend who knew now had found out by complete accident.
She’d been competing on stage, having a grand time of it… until she spotted May in the audience. May had a funny look on her face - as though she was thinking too hard about a solution to a puzzle she didn’t fully understand. Just the sight of her had tripped Brenda up, and consequently her Pokemon a moment later. That was probably what caused May’s moment of realization. She could see her eyes blow wide and her mouth gape open a little. But her performance had been far from over, so she’d had to wrap things up and rush out.
Needless to say, an awkward conversation ensued once May caught up. But things had turned out for the better in the end…
She just wasn’t so sure her parents would be understanding, too. And the contests on top of that… They’d be shocked that ‘he’ was not a ‘he’ and she wasn’t interested in research and population data and fieldwork and the like… She loved contests. She wanted to make a career out of it. If she could do it forever… she’d be happy…
… Perhaps tomorrow. Perhaps tomorrow was finally the day she would tell them. Yes, for sure. It had to be tomorrow…! No more delays! No more feeling disheartened and downtrodden every single time she was misgendered by her own family! No more lies!
With a strange mix of sickness and determination in her gut, she reached over to turn off the bedside lamp. But as it clicked off, the room didn’t darken nearly as much as she thought it would.
Oh… It was dawn… She’d stayed up all night…
… Technically, ‘tomorrow’ had arrived. But… had it really? She’d decided on ‘tomorrow’ just a few seconds ago. So really, that gave her all of today to prepare and enjoy the safety in silence…
It could always wait until tomorrow…
Clothes - Dawn
Dawn frowned softly, fidgeting with the collar of her new dress. She disliked doing anything without her favorite scarf, but she couldn’t very well wear it to a contest like this. Especially when her mother had gone to the trouble of buying her an outfit as nice as this.
A bell chimed out. Five minutes until the contest started.
Her frown deepened a little and she reached back to adjust her bow. Prince, her Empoleon, chirruped beside her. In an instant, her expression flipped and she beamed up at him. No need to worry - she was fine. After all, they were only making a simple debut in their first contest ever. Not a big deal. She’d fed her Pokemon plenty of poffins, practiced the different segments over and over again, and even made sure to enter the contest type that played to her Pokemon’s strengths. It was only a matter of putting things all together…
Prince chirruped again.
She just… needed to relax. No good would come of stressing herself out like this. And even if things didn’t go well, that was fine. Her mother hadn’t won her first contest either. No matter what happened, she had to have faith that Joanne would be proud regardless…
She smoothed down her dress one last time, taking a deep breath.
“One minute until Visual Competition start!”
This was it. She grinned, flashing Prince a competitive look. His chest puffed up with confidence.
“Let’s go show them what we’re made of!” the Empoleon crowed.
Dawn nodded fiercely. A timer had started.
Five. Four. Three. Two. One…!
Colorful - Tori
Nimbasa City was one of the most colorful, blindingly bright cities Tori had ever seen. When she first came here, she’d been dazzled and excited and ready to try anything. The Big Stadium and Small Court were right up her alley! The Battle Subway was phenomenal, and the Battle Institute was much the same, but had the added bonus of being a smaller challenge for when people didn’t have the time for a long train ride! Not to mention, the amusement park! Oh, Elesa’s roller-coaster gym had given her such a thrill when she’d challenged it! But now…
She sighed, looking down on the city’s twinkling lights as the Rondez-View Ferris Wheel brought her higher and higher. Her only regret whenever she did this was that the attendants wouldn’t allow single people to take a whole compartment to themselves - she was required to pair up with someone each time. She’d come here so often now that she’d actually gotten to know a few of the regulars. But days like this, she simply… wasn’t in the mood to talk.
She remembered the very first time she’d been on this ferriswheel. N had taken her up, marveling at the mechanics of it before spilling a shocking secret - he was the appointed ‘king’ of Team Plasma.
She had to wonder where he was now. She’d searched everywhere she could possibly think to go in Unova. Had he left the region, then? It was possible. But he was so naive and impressionable… What was he going to do out there? How was he going to take care of himself? Live off the land and do his little… Pokemon Whisperer shit? All it took was one overly territorial Pokemon that he believed he could talk down. Sure, he had Zekrom’s protection, but…
… She had to find him. If only to be sure he was doing okay on his own. If she stood by and did nothing and he turned up dead…
Decision made, she stormed out of the ferriswheel the moment her compartment was opened up. It didn’t matter if she had to search the whole world over - she would find him. And when she did… maybe she could convince him to let her help him. To come back to Unova. To trust people…
Long - Serena
Serena had started to think her struggle against Team Flare would never end. It had been a long, hard road since she first left home and began her Pokemon journey. Since then, she’d changed so much she hardly recognized herself anymore. She’d changed her clothes. She’d changed her hair. She’d changed her battle strategies. She’d changed her views on battles and Pokemon relationships. But as much as she’d changed and as long as her struggles had lasted, nothing could compare to the hardships Az had suffered through.
3,000 years was a long time to wait and struggle through the world’s hardships… And to do that without a friend in the world, knowing the only one you had left because you did something terrible? She couldn’t imagine it…
She didn’t know what she would’ve done without her own Pokemon. It was funny - she’d spent the majority of her life without any Pokemon around but Rhyhorn and Fletchling. But now, she couldn’t imagine life without her beloved teammates. It hadn’t even been a year yet, but it still seemed so long ago…
Hopefully the good times would last far into the future.

Scarleteen Mix #3: We're Not Exactly Happy Right Now
In fact, like an awful lot of people, especially women, especially trans and nonbinary people, especially queer people, and especially survivor-people and survivor-advocating-people, we are furious; we are furies.
We are mad as hell.

What can we say? The world has been a raging dumpster fire, most certainly including all of the awful things the American government as led by the Trump administration and its various fellow bad guys have been doing, like continuing to personally profit from their positions to endlessly denying climate change at our great peril, to again picking up the horrifying colonial tradition of abducting people's -- and by that we mean mostly brown people's -- children and pretending like that isn't what they're doing (it is what they are doing, and it's more complex and also even much, much worse than it seems), just to name a few of the many big, bad things happening every single day in the country Scarleteen makes its home base.
And then, as if all that wasn't horrible and heartbreaking enough, there was the Kavanaugh nightmare. There was everything around it -- including all of the constant gaslighting we who are survivors had to keep listening to, much of it literally coming from the people in charge of this nation right now -- there was the hearing, and worst of all, because of course it was going to happen no matter what, the confirmation to a seat on the Supreme Court in spite of everyone knowing full well that Christine Blasey Ford, Deborah Ramirez, Julie Swetnick and others were telling the truth when they told us who Brett Kavanaugh was. Including because Brett Kavanaugh himself was showing us that same truth of who he was in his every response.
It's almost impossible to really give voice to the whole of our feelings and have them come out as anything but guttural screams. But s.e. smith wrote up a solid list of things we can do, and super-power with our sadness, our outrage, and our anger. Scarleteen supporter and all-around force of nature Deanna Zandt also came up with a way to give some wearable visibility to survivors and benefit Scarleteen in doing all we do to educate people about consent, to support survivors and to do all our other work here. So many people we admire have said and done so many things in the last few weeks, it would be impossible to chronicle them all, but one thing we think you probably shouldn't miss are the things Tarana Burke, founder of #metoo, had to say here, including this:
I don’t think there’s anything wrong with the rage because it’s a righteous rage. This is not people just angry to be angry. These are people who are hurt. One of the things I want to do at some point soon is to call for a healing. We rally around causes, and we protest and we march, but we don’t ever take time to just sit and focus on what we personally need. Some people need this in this moment.
Rebecca Traister had some things to say in the midst of all this awful that speak mighty well to some of the feelings we're trying to work out in this mix. She said:
If you are angry today, or if you have been angry for a while, and you’re wondering whether you’re allowed to be as angry as you feel, let me say: Yes. Yes, you are allowed. You are, in fact, compelled.
If you’ve been feeling a new rage at the flaws of this country, and if your anger is making you want to change your life in order to change the world, then I have something incredibly important to say: Don’t forget how this feels.
Tell a friend, write it down, explain it to your children now, so they will remember. And don’t let anyone persuade you it wasn’t right, or it was weird, or it was some quirky stage in your life when you went all political — remember that, honey, that year you went crazy? No. No. Don’t let it ever become that. Because people will try.
The future will come, we hope. If we survive this, if we make it better — even just a little bit better — the urgency will fade, perhaps the ire will subside, the relief may take you, briefly. And that’s good, that’s O.K.
But then the world will come and tell you that you shouldn’t get mad again, because you were kind of nuts and you never cooked dinner and you yelled at the TV and weren’t so pretty and life will be easier when you get fun again. And it will be awfully tempting to put away the pictures of yourself in your pussy hat, to stuff your protest signs in the attic, and to slink back, away from the raw bite of fury, to ease back into whatever new reality is made, and maybe you’ll still cry angry tears at your desk and laugh with sharp satisfaction in front of late-night television, but you won’t yell anymore.
What you’re angry about now — injustice — will still exist, even if you yourself are not experiencing it, or are tempted to stop thinking about how you experience it, and how you contribute to it. Others are still experiencing it, still mad; some of them are mad at you. Don’t forget them; don’t write off their anger. Stay mad for them, alongside them, let them lead you in anger.
This is a mix we made you for you to shout back to the world with when it has the audacity to tell you not to get mad again or stay mad. (There's a lot of swearing in it, because no shit there is.)
