Belarus Security Update - 19 June - 25 June

The political-military situation in Belarus
BLUF: The posture of the Belarusian Armed Forces remained unchanged last week. No additional information appeared about the deployment of nuclear weapons to Belarus. Minsk's involvement in negotiations between the President of Russia and the Head of the Wagner PMC dominated the infosphere during the past few days.
Executive summary
Over the past seven days, the Belarusian Armed Forces started a few noteworthy training drills. Although, their general training activity remained quite average. Due to the several graduations of military academies (and faculties), dozens of new officers reinforced the army. An uptick in the activity of the Russian Armed Forces was also observed. Still, it did not herald any changes in the presence or operations of Russian units to deployed in Belarus.
Political developments
From a political perspective, the most important developments occurred on Tuesday and Saturday.
On Tuesday, Belarusian President Alexander Lukashenko met with foreign ministers of the Collective Security Treaty Organisation (CSTO) to discuss the current military-political situation and the priorities of the Belarusian chairmanship in the organisation. The meeting involved six CSTO ministers and the Secretary General of the organisation, Imangali Tasmagambetov (Kazakhstan).
During the event held in Minsk, Lukashenko pointed out the successful settlement of crises appearing in the CSTO responsibility areas (he mentioned Armenia, Tajikistan and Kirgizstan) and noted that Belarus could support any measures to restore and strengthen trust between organisation members. He added that the conflict between Armenia and Azerbaijan should be settled before Western countries get involved in negotiations. In his view, western involvement would seriously deteriorate and complicate peace negotiations. In this context, Lukashenko brought Georgia as an example of a state that, after "being full of Western promises", decided to return to regional cooperation.
Later, Lukashenko pointed out that the CSTO was a military-political block with a creative and unifying agenda with no belligerent intentions. According to him, the West is full of "aggressive hysteria", which was aimed against Belarus (and Russia) and "drowns out the voices of wisdom and reason". The Belarusian leader highlighted the shared history of the organisation's member states and once more emphasised the necessity of deeper cooperation going forward. Lastly, Lukashenko noticed the necessity of the increasing informational-analytical potential of the CSTO, especially now that member states are "in the combat zone of informational operations".
The second event occurred on Saturday when Alexander Lukashenko participated in the negotiations between the leadership of Russia and the Wagner PMC owner, Yevgeny Prigozhin.
In the morning hours, Lukashenko had their first phone conversation with his Russian counterpart. Officially, Vladimir Putin informed the Belarusian leader about the current situation in Russia. However, the Belarusian Hajun project claimed that during the call, Putin may have requested the deployment of CSTO forces to stabilise the situation. However, we find this claim to be highly unlikely.
After that, the Belarusian President held two meetings with security and military officials. As the presidential press service informed later, the negotiation lasted the whole day and resulted in an agreement to avoid a "bloody massacre" on the Russian territory. Ultimately, Prigozhin accepted Lukashenko's offer and stopped the Wagner subunits' movement towards Moscow. In return, Prigozhin received security guarantees for himself and his "fighters" and agreed to leave for Belarus. Consequently, the Belarusian leader had one more phone call with Vladimir Putin to inform him about the results of the talks.
During the negotiations, the Belarusian State Security Council expressed its support for Russian government forces. According to the statement, Belarus fully shared Russian goals and objectives and called for the voice of reason among the parties involved. The statement said that any internal conflict in military and political leadership was a "gift" to the collective West.
The Wagner mutiny also "activated" representatives of the Belarusian opposition. The leader of the opposition government, Svetlana Tsikhanouskaya, called representatives of the Belarusian military-political leadership to expel Russian troops from the country and close the border with Russia to protect their national interests. She added that Belarusians should not choose between Putin or Prigozhin but focus on their nation and its needs.
A Member of the Tsihanouska's government (res.) Col. Valery Sakhashchik also called the Belarusian military to jointly resists Russian forces deployed in Belarus. Sakhashchik noted that servicemen should put aside their doubts and questions because such an opportunity might not happen again.
Notably, Belarusian activist Vadim Prokopyev informed that a member of Lukashenko's circle would change sides. This, in turn, would signal the Belarusian citizens to start taking "opposition measures".
Comment: Let's start with Prigozhin. As of the time of writing (Monday, 26JUN), we do not know where he is or whether he will really end up in Belarus. If he does, we do not currently assess that he would build up forces to attack Ukraine from Belarus, as was discussed in social media and elsewhere. Lukashenko's involvement in staving off the crisis is undoubtedly his success. However, there are still too many questions than answers about what really occurred on Friday-Saturday and what impact this will have on Russia and Belarus. Secondly, we want to caution everyone who takes what the Belarusian opposition says at face value. They have a long history of making bombastic and highly exaggerated claims about the Lukashenko regime and the situation in the country. Their access to the people in power in Belarus is highly likely very limited.
Regarding the issue of nuclear weapons deployment, on Saturday, Russian Foreign Minister Sergey Lavrov stressed that nuclear weapons (which would be) deployed in Belarus would remain under Russian control "in line with international obligations."
Lavrov's statement did not confirm recent Putin's remarks that the deployment process was ongoing. Indeed, the Head of the Ukrainian Military Intelligence, Maj. Gen. Kyrylo Budanov denied on Wednesday that Moscow deployed nuclear weapons to Belarus, but he added that preparations of storage facilities were ongoing.
The Belarusian State Security Council Secretary, Lt. Gen. Alexander Volfovich, also commented on this issue. He claimed there are no grounds to say that deployment would threaten other countries because 150 nuclear bombs are currently stored in Europe. Volfovich noted that Belarus and Russia were only involved in strategic deterrence measures in contrast to the United States, which had conducted an audit of warheads stored on the continent last year.

Military developments
Last week, probably around 500 lieutenants reinforced the Belarusian Armed Forces. At least 419 lieutenants graduated from the Belarusian Military Academy on Saturday. Similar ceremonies were held at the Belarusian State University of Informatics and Radioeletronics, Belarusian State University (both located in Minsk) and the Military Faculty of the Grodno State University.
A day earlier, 151 officers graduated from the General Staff Faculty of the Belarusian Military Academy. This refers to 137 officers of the operational-tactical level and 14 officers of the operational-strategic level.
On Tuesday, at least nine officers were promoted to the colonel rank. Most Belarusian high-rank officers participated in the official ceremony, including the Minister of Defence (Lt. Gen. Viktor Khrenin) and Chief of General Staff (Maj. Gen. Viktor Gulevich). During the event, several servicemen were awarded medals ('For Impeccable Service' and 'For Distinction in Military Service'). The Commander of the Belarusian Air Force and Air Defence Forces, Col. Andrey Lukyanovich, was one of them.
Also on Tuesday, the Belarusian Hajun project reported the construction of a defensive line in Belarus. Work was ongoing near Saki village, located in the vicinity of the Western Belarusian border (less than 30 kilometres from Poland):
On Tuesday, the Head of the Main Ideological Work Department, Maj. Gen. Leonid Kasinsky noted that Belarus would not attack any country, but he stressed he was unsure about neighbouring states attacking Belarus. He added that Poland was training fighters seeking to conduct a coup in Belarus. It remains to be seen whether Minsk will start to erect additional fortifications with NATO countries.
Speaking about the People's Militia, he stressed that the Belarusian society initiated the creation of the formation. He claimed that the Belarusian MoD had received dozens of requests from people who wanted to "protect their homeland" after the start of the Russo-Ukrainian conflict. Many of them did not serve or were already out of the military reserve, and because of that, the MoD decided to create such an organisation and use the potential of Belarusian citizens who would normally be excluded from military service.
Exercises
Two drills conducted last week were noteworthy.
Last week, two training drills can be considered most noteworthy.
On Wednesday, the Belarusian MoD informed about the start of the mobilisation exercise of the Minsk oblast military commissariats. Officially, the exercise has an annual character and is meant to assess the degree of readiness of local executive bodies, military commissariats, and government agencies. Practical actions will last until 30JUN and include the induction of reserve personnel into the service and vehicles from the national economy and the use of additional infrastructure facilities.
The second exercise drill took place between Tuesday and Friday and involved presumably all subunits of the 116th Assault Aviation Base. On Wednesday, strike aviation groups (Su-25 and Yak-130 aircraft) practised SEAD (suppression of enemy air defences) and CAS (close air support) missions at the Ruzhany Training Ground. A day later, L-39s were also involved in conducting reconnaissance missions. Most likely, a Russian IL-22VPU (C2 aircraft) also took part in the exercise.
On Wednesday, the 115th Air Defence Regiment and the 2284th Radiotechnical Battalion (8th Radiotechnical Brigade) underwent air defence drills. S-300 subunits of the first unit trained at the Brestsky Training Ground and practised redeployments and the organisation of the launcher's security against enemy reconnaissance groups and UAVs. The details of the 2284th Radiotechnical Battalion's drills were not publicised. On Thursday, unspecified reconnaissance subunit(s) of the 38th Air Assault Brigade underwent classes related to overcoming water obstacles.
Throughout the week, several formations held 50-kilometre training marches summarising the training process of military drivers. Such drills took place on Tuesday (in the 38th Air Assault Brigade) and on Friday (in the 103rd Airborne Brigade, 19th Mechanised Brigade and 56th Communications Regiment).
Last week, the were several noteworthy movements of Belarusian military equipment:
· Tuesday:
A single Kamaz, along with five BMPs (most likely 6th Mechanised Brigade), were moving in Grodno;
A single BM-27 and S-300 launchers were moving from Slutsk towards Minsk;
About nine Ural trucks were moving in Minsk;
· Wednesday:
Nine Ural trucks with a covered Kamaz truck and a UAZ-396 were moving in Minsk;
A single BUK-MB3 launcher was moving in Minsk;
· Thursday:
At least 15 various trucks with Tigr vehicles were moving near Privolnyy;
· Friday:
A single BM-21A Belgrad MLRS was moving towards Minsk from Barysaw;
A column of 15 various vehicles (including two Ural trucks) was moving in Kolodischi;
· Saturday:
Two S-300 launchers were moving between Dobrush and Zyabrovka;
A column of six vehicles, including two Tigers, as well as BMPs and BTRs, was moving towards Minsk from Khatezhino;
Russian military activity in Belarus
Last week, the Russian activity mainly occurred in the Belarusian airspace. About ten Russian aircraft arrived in Belarus. Notably, five of them (Il-76s) arrived only on Saturday.
Russian Mi-8 helicopters continued their frequent flights near Belarusian training grounds on Monday, Wednesday and Saturday.
On Thursday, the Machulischy Air Base hosted training flights of several Russian Su-30SM fighters.
A Russian Mi-24 fell near the village of Lesnaya. According to the Belarusian MoD, the crew members suffered injuries.

Minho posts selfie with possible trainee?

Former 2FOLD member turned producer Lee, Minho posted a selfie with a mystery man this week, causing a stir amongst fans. Many questioned if he was a trainee at Hysteria or its sister label, Elevate.
"Who is that boy? He has ear pieces. Is he a trainee? What is he practicing for?"
"He's cute! Minho has been posting about the Intergalactic festival lately. Perhaps this person is apart of the HEROES subunit that was teased awhile ago? Are they going to debut at the show?"
"Nice to see more of Oppas face~I want to know more about this guy!"
Nothing more has been said but it does appear the two are very close, some fans even discovering that the two attended the same high school after finding pictures of them together in a yearbook of Minhos former school.
With the festival only 4 days away, fans are excited and hoping to learn the truth of the big surprise that Hysterias CEO's Digital Cat have teased for the past month.

Lol, welp, since your submission page does say you’re accepting people venting their opinion about something, and other anons you’re getting today have made this topical, I’m going to submit a bit of a frustrated opinion piece to you here- though I totally understand if you don’t want to post it if you think others might take it the wrong way and feel like it’s inciting drama or something.
So bit of a hot take here, but I hold the opinion that Jikookers who insist that the post SY Final emails from TKers/hetshippers about stopping Jikook’s ‘gay performances’ worked, and that Jikook has ‘barely breathed’ and stopped interacting in public since then specifically because Big Hit won’t ‘let’ them because of those complaints, because they’re now trying to suppress their relationship and please Taekookers, are almost as frustrating as the crowd that starts weeping about how Jikook broke up every single time we go a week without a new moment at this point- it’s just two different forms of baseless hysteria grounded in insecurity. There’s a reason TKers have been widely mocked for coming up with conspiracy theories about how BH has turned TK into a tragic, forbidden love that is forced to stay apart, and I just hate seeing so many of us turn around and do the exact same thing the second we miss the boys for a minute. Now, allow to me explain WHY I think this idea is so silly, if I may
I guarantee that Big Hit gets complaints and demands about EVERYTHING related to the boys, that’s just the nature of overseeing literally the biggest band in the world- and yet people truly believe that of all the things they hear about, they caved to the emailed demands of what was most likely not even actually a full 100 people among BTS’s 1mil+ person fan base? You’re giving what was most likely a double digit amount of TKers (whenever anyone tries to bust out a tweet of people complaining about all the Jikook interactions that night that has triple digit likes, as if that’s proof that hundreds upon HUNDREDS of people were emailing Big Hit, I have to roll my eyes; one, a lot of that those likes probably come from people who have multiple accounts, and two, there’s way less energy involved with hitting like on a tweet than composing and sending an email-I would bet you anything that the vast majority of people who did the former never actually followed through with the latter. Not to mention that even if it actually had been a few hundred, which it almost definitely wasn’t, that’s STILL a completely insignificant portion of BTS’s fanbase) entirely too much credit if you think BH started suddenly declaring how and when JM and JK are allowed to interact just because of them; frankly, BH likely gets WAY more nutso emails from people about dumb things like wanting Tae publicly flogged for vaping or wanting JK kicked out of the group for having tattoos than they ever have about shipping matters- I’d be shocked if this particular issue was even a blip on the radar, or ever went beyond the administrative assistant in charge of sorting through fan emails laughing to themself as they deleted the nonsense.
But hey, let’s say the emails DID make it to the higher-ups at Big Hit and they WERE aware of them- thinking they started keeping Jikook apart because of them requires assuming BH places more weight into a few pressed emails than they do the entire sold out stadium being filled with the sound of hysterical, supportive, happy screaming every time Jikook were acting boo’d up that night, and, uh… WHY would you assume that, lol? Even IF BigHit is hypersensitive to how Army responds to specific ships, which I honestly doubt, I promise you any company would care more about the real-time reaction of a 60000 person true random sampling of the band’s fan base than a comparatively TINY amount of emails or tweets that, for all they know, are just being spammed by the same five people with an agenda across different accounts, and that real-time reaction to Jikook from 60000 random fans was extremely positive. Not to mention how Jikook is more popular than Taekook with both K-Army and J-Army, and it’s only I-Army that Taekook has the edge with; why does anyone think Big Hit cares more about a shipping subset of their third biggest market than a shipping subset of their first two biggest markets, if they’re going to care about shipping at all?
Then there’s the issue where I also think it’s kind of insulting to Jimin and Jungkook to suggest they would have even stood for being forcibly distanced to please some pissy Taekook fans, TBH. I’m not saying they get to live their lives as openly as they want 100% of the time, obviously as Idols there are things they make big concessions about, but Jungkook is a man who has been acknowledging since 2014 that a lot of their fans would be very upset with him if he ever got a tattoo, and who then still proceeded to get 20+ of them because that’s what HE wanted, Jimin is a man who saw fans complaining his shirt was too revealing and he should stop wearing it and proceeded to wear that shirt as often as possible throughout the next few weeks to make a point- you think they’d put up a fight like that for tattoos and clothes, but not for the person that we as Jikookers are assuming is their beloved partner? That’s not even getting into Jungkook being so vocal and so brave with gestures like GCF Tokyo and Rose Bowl; I would bet you anything that same man would not sit there quietly and nod along if an executive tried to order him to stop being seen with Jimin and start playing up his friendship with Taehyung for the camera more often, all just so they could please some obnoxious American teenagers.
And finally, and what might be the biggest point to me- the ‘Jikook has been dead since then!’ and ‘Something is clearly off between them since then!’ narratives are SO exaggerated by Jikookers anyway, ones who have lost all perspective about how they haven’t been in public much since November, and they both barely use social media anymore, so ALL content from them drops off dramatically when there’s no tour, no promotions, and no appearances happening. Shippers keep complaining that we’ve had barely any new content in 2020, it’s all been stuff that was filmed in 2019 and just released now, waaah, and I’m just like ‘…uh, yeah, and that’s the case for literally every ship involving Jimin or Jungkook, because the three weeks of album promotion we got are basically all either of them have been seen for this year.’ If they were both constantly around and acting affectionate with other members while visibly icing only each other out, then maybe I could get the conspiracy theories, but I genuinely can’t recall any significant interactions either of them have had with other members outside of the clearly planned and scheduled V-Lives- not that this means the interactions in said V-lives weren’t genuine and cute, for the record! But it’s not like Jungkook was just hanging out at Tae’s apartment and they spontaneously decided to go live- Big Hit clearly had these particular lives mapped out and they’ve essentially been part of the boys’ current work schedule. They’ve both made themselves scarce, period, you can’t get ‘fed’ by people who just straight up aren’t making public appearances or using their social media accounts- and when we HAVE seen them, like in the last two OT7 lives, they’ve very much seemed like their normal selves and have been right by each other’s side, per usual. Also, when you look back on years in your mind as a compilation of significant moments, it makes you forget that even in 2018 and 2019, it wasn’t uncommon to go weeks or months between content; your brain just selectively filters out the time in-between that you spent waiting to remember only the good stuff we got those years, and it makes it feel like it was a constant flood of moments happening all at once; you remember ALL of 2018 and 2019 as their respective best dozen moments, forgetting that there was plenty of time in between even then, and that Jikookers frequently threw embarrassing fits about how they had clearly broken up any time their ‘feeding schedule’ was off for a few weeks even then.
And I mean, the face smushing pictures that have already become a Jikook fandom all time favorite moment were post SYF, the chest groping performance of Home was post SYF, them lovingly smiling while singing The Earth Traveler directly to each other and the behind the scenes clip of them looking just as smitten during the recording was post SYF, the extremely flirty and domestic New Year’s VLive that had Jikook fandom dying was post SYF, the video of them flirting about how long they’ve been a unit was post SYF (not to mention how Big Hit deciding to give them a photobook subunit in the first place, or deciding to include that flirty footage in the album release event stream, were both choices made post SYF), the big Jikook feast that was Winter Package was post SYF (and again, BH didn’t HAVE to include all that Jikook footage, and they DEFINITELY didn’t have to write the very shippy captions that one had- they chose to), Jimin holding Jungkook’s arm in the airport was post SYF, them holding hands while walking off stage at the Japan muster was post SYF, Jungkook calling Jimin cute and sexy during the album release and all of their flirting across the table and hugging and touchiness that same night was post SYF, the V-Live where Jimin was being very affectionate with Jungkook and there was that adorable minute long sequence where you could tell how badly they were fighting the instinct to hold hands was post SYF, Jungkook publicly and proudly losing his mind over Jimin the Black Swan reaction video was post SYF, them choosing to let us see them happily riding home together was post SYF, Jungkook stopping dead in his tracks and abandoning the routine to just lovingly stare at Jimin for two minutes straight during Carpool Karaoke was post SYF, the cuddling and spooning during recent Run BTS episodes was filmed prior to then, but BH’s decision to include the footage and post the photo was post SYF, same with all the season’s greeting Jikook footage, same with BH deciding to make the 5th Muster DVD an all out Jikook holy grail, same with BH having the Speak Yourself Japan behind-the-scenes footage be more Jikook than anything else. If that’s Jikook after supposedly being ordered to stay away from each other or to at least ‘tone down the gay’, and if Big Hit’s idea of pulling back on Jikook means still having the behind the scenes footage on the next 4 paid content DVD releases be LOADED with Jikook and basically revolve around their interactions, then call me crazy, but I think things are gonna be okay

Majesty had finally taken the leap and officially sealed the deal with Hysteria, becoming the last member of the soon-to-debut subunit of HEROES.
But he found himself more nervous than ever returning to idol life and realized he had to make a change within himself if he wanted to last.

SHADOWPLAY MAIN POST
Shadowplay is a seven-member subunit of Hysterias boy group, HEROES. In the Seckoya universe, Shadowplay is viewed as the villains to their senior group, often following them around like...shadow people and going against them, causing conflict. The group features three former members of Starpunch coed group 2FOLD: Sungjin, Majesty, and Siwoo. They have yet to debut although did join HEROES during the first-ever Intergalactic Festival on October 22nd, 2022 where the unit was officially announced and performed a joint song titled "Getting Closer".

Early this afternoon, rising company Hysteria announced that the subunit for their popular boy group Heroes would be debuting a pre-release single this coming month! Fans are eager for a taste after both groups performed together at the intergalactic festival. During that time, Majesty - a former member of the now disbanded coed group 2FOLD - has been posting on Instagram teasing fans of the subunits activities to come.
Many speculate that Minho - another former member of 2FOLD, now turned producer for Hysterias sub-label, Elevate - is taking part in the songwriting process after some clips of both Majesty and Minho in the studio together were posted on their SNS accounts.
So far, the only image we've gotten is the following (posted on Hysteria official twitter account):

Introducing: ALLURE
Allure is a five-member subunit featuring: Chanri and Aries from ELEKTRA, Huifang from LEV8, Mila from ROZIE, and Sora, a former DIVINE member, ELEKTRAS previous alias at their former company, Starpunch, prior to their redebut under hysteria. The girls bring a fresh, and mature concept and focus heavily on R&B and pop. Sora helped form the unit and takes a major role in writing and composing the group's songs. The unit was first announced at the Intergalactic Festival hosted by their company on October 22nd, 2022, and performed their pre-debut song titled "Easy".

HYSTERIA Entertainment (Often abbreviated to HYS to stand for "Hone Your Skills") was founded on July 3rd, 2009 by the popular DJ/Producer duo known as "Digital Cat", former producers from Starpunch Entertainment. Their first-ever artist was a hip-hop duo known as CRAYDLE, who helped popularize hip hop in the Korean music scene and are still active to this day.

The Path
SUMMARY: Majesty is at the point where he needs to make a huge choice regarding his career: who to sign with. AOMG was interested and so was Hysteria, Elevate and SM. He always had problems making decisions and was often immature but he realized now was the time to grow up and act as his fans grew restless.
Majesty wouldn’t deny that he was scared being by himself. The disbandment of 2FOLD, crumbling of starpunch, along with being punished severely by his company due to his relationship with Bom had taken a toll on him. He was never one to really discuss his feelings and often kept to his youthful and bubbly puppy personality. That innocent immaturity had led to him becoming very stubborn, though.
His Manager had been on his case for the past two months about making a decision. His contract was in a sort of limbo as of now - while Hysteria had bought it, it was sort of "open" so he could explore his options. If it weren't that way, he'd have no more manager. No help wandering the path as he tried to find out who he was as an artist. No proper networking within the music scene. He'd have to fend for himself, which he was not prepared for in the slightest.
His manager and him had sat at a cafe near his dorm going over some contract offers. It was a small place and he knew the owners well, so they allowed him to sit and order before opening for the public that day so he had time to relax.
"You could do great solo. You have the charisma, looks and personality to carry yourself." His Manager points out, seeing the doubt on Majestys face.
Majesty sighs as he taps his coffee cup, his leg shaking anxiously under the table. He didn't like being alone. He thrived off of others' energy. He also wasn't the best writer or producer and felt like being a soloist, he should create his work himself so it was more authentic.
"I don't think a solo career is for me." He says, taking a big sip of his coffee, the slight burn of it going down his throat was soothing at that moment.
He feared being alone. He thrived around others and really didn't like the idea of all attention being on him all the time. As a soloist, everything would be on him - he'd have no members to lean on, to cheer up and make himself feel better in doing so.
His phone pings. It was Bom wishing him a good day.
"My girl..."
He had thought to himself, smiling automatically as he read her text. Despite the two having some troubles lately due to his stubbornness regarding marriage, he still cherished her completely.
"Well, your only other option is a group. I know Hysteria has been working on a subunit but they're debuting soon so you won't have much time to prepare." His manager sighs, hating having to let down the companies who were eager to sign him. "Sungjin will be in it too. He's been asking about you, actually." His manager adds. "I'm in," Majesty says abruptly, perking up at the mention of his former member.
"I'll let the company know."
