This is wrong. Phones that does not support VoLTE for whatever reason (most phones from before 2020) will fallback to HSPA+ to make calls. HSPA+ treats voice data separately to network data, and deals with it differently to GSM. The GSM network in Australia has already been shutdown.

Just because your phone has the capacity to connect to 5G networks doesn't mean it has VoLTE either. It is configured through the carrier settings on your phone and is not user accessible without root. For example, the latest pixel phones has VoLTE disabled in multiple countries despite having the capability to support it.

LTE may be a basic 4G technology, but VoLTE did not see widespread adoption until the last couple of years.

EDIT: Not to mention, VoLTE can require a both a manufacturer and provider whitelist. My Sony Xperia 1 III supports VoLTE via China Telecom but not through Circles.Life.
