The permit office bit is funny for now... but like... the post office WILL need a permit to sell stamps. It's funny that Grian is refusing to answer his nonsense questions rn, but eventually there does need to be a proper system. Especially since people will probably want to sell services (Scar's landscaping, Iskall's hitman, etc) and need to create permits for them.
