Makoto wasn't the one who came up w/ the idea for tattoos- Mukuro was. She wanted concrete proof that Makoto owned her, and accidentally started a trend that neither she nor Makoto regret.

Kirumi insisted on getting a face tattoo to make sure it would always be visible so that, even if she sometimes served another, everyone knew she only had one true master. She was actually the first to get a face tattoo, prompting Junko to get a second tattoo on her face. She already had a matching ass tattoo, on the other cheek than her sister so they'd match. She's one of the only girls w/ multiple tattoos, and they see her as gauche for not devaluating it by having multiples. Not that she cares.

Angie was the first to get a womb tattoo, pridefully saying it would promote her fertility and allow Makoto to more easily impregnate her w/ many children. This comment was waved away as her usual nonsense, though that didn't dissuade many from following her lead. Celestia actually wanted a face tattoo, but Makoto actually insisted on her getting an ass one, simply because not having one there would be a crying shame. She finally relented when she realized doing so would make Makoto more inclined to fuck her ass. Is still considering getting a second tattoo despite the pressure to only have one.

Himiko is too scared of needles to get a tattoo. Same for Toko, who hasn't realized yet that Jill got one for the both of them. Mahiru isn't sure where she wants hers, despite Hiyoko trying to convince her to get a matching one. Hiroko actually isn't interested into getting a tattoo- she doesn't need one, she says, though she understands youth's fervor and doesn't try to convince them not to get them.

In general, for Hope's Peak population, banging Hiro's mom isn't hard. But it isn't easy either. If you're young, bragging about it will get you a pat on the back and a 'Congrats'.
