New US rules for international students: The failed promise of visas, mobility and university education
In the decades after the collapse of modern empires and the emergence of several newly-independent States, like India, political leaders and development theorists made popular an idea that came to be called brain drain theory. The idea was simply that the country's 'brightest', when given opportunities to study abroad, would leave the country taking not just their ideas and innovations with them but also the social capital or the networks that they shaped.
Instead of their home countries benefiting from their talents, societies elsewhere, and, in particular, American or Western European universities, institutions and companies, would gain from the incredible perspectives that people from the developing world had to offer. Ironically enough, the theory was made popular by theorists who had left their home countries for more promising shores themselves.
Brain drain came to be severely critiqued in the 1990s, with two significant sets of arguments among others: First, investment in varied forms of quality education and attempts to equalise accessibility to it had led to an acknowledgment that the 'brightest' were not limited to those who had opportunities to study or work abroad. Second, with the militant globalisation of the 1990s and the resulting mobility of labour, capital, markets, research, and communications across national borders, 'the brains' no longer remained confined to one part of the world but could easily travel, endow, and embed themselves in other parts of the world, especially places in 'the global south'.
Today, both these forms of critique and the possibilities they sought to establish, are under attack. Its most immediate manifestation in centres that have benefited from the ideas and labour, and even investments, of diverse people from the rest of the world, are the new regulations by the US Immigration and Customs Enforcement (ICE) for international students. The ICE announced this week that all international students on F-1 and M-1 visas attending universities with courses registered entirely online may not remain in the United States. This announcement effectively leaves Undergraduate, Masters, and PhD international students in the US, most of them predominantly on the F-1 visa, with the following legally plausible options: Either they have to pack up and leave the country at the end of August if all their courses are online, or they could transfer to a programme or university that offers at least one in-person class which involves face-to-face interaction with a faculty member.

The president's response to the new regulations made it clear that foreign students have become pawns in the US federal government's strategic move to force American universities to open its campuses amid a global pandemic that has devastated the US far more than any other country in the world. After all, schools in other affluent parts of the world have opened now that many of these countries — especially those in East Asia and Europe have flattened the dreaded COVID-19 curve while the US struggles to encourage, or even defend, basic social distancing norms.
However, all evidence indicates that opening universities will risk not just the lives of international students, but American students, faculty, and other employees of universities as well. Even as several universities file lawsuits against and seek a stay order on ICE's new regulations, the motivations of this arbitrary power play by the ICE and the POTUS and embedded in, and will have a long-lasting impact on the larger processes that have shaped the sustenance of the United States as a terminus for the untethered exchange of ideas, creativity, and innovation of the world's 'brightest'.
Without a public health system in place, the people of the United States have had to witness its insurance-driven healthcare system struggle to cope with the high caseload of coronavirus patients. The health crisis is only one of the multiple crises that American society, economy, and politics are witnessing: A vast number of people have lost their jobs during the pandemic. Social distancing procedures have neither taken root in several American states nor have they been endorsed by various state administrations. Increasing economic inequality seems to be a growing inevitability in the visible future. The large and widespread protests following the murder of George Floyd have forced the country's White majority to severely rethink the various ways in which America's foundational institutions, including its privatised prisons, inherently reproduce a racist and incarceral everyday life for many of its minorities.
Despite this being an election year, the 'core' liberal ideas of American constitutional democracy — upholding the dignity of each individual, defending the associative nature of politics, and checking the arbitrary power of the state — have lost the discursive and mobilisational power they once commanded. Amidst the humiliating failure of the American system to handle these multiple crises, ICE's move appears to be one that forces American schools to open their campuses as an inflated show of strength and recovery.
There is little doubt today that American politics is rapidly hurtling towards curbing not just what Trump calls illegal immigration but different kinds of legal immigration as well. The transition from substantive calls to build a wall on the US-Mexico border and bans on those from certain Muslim-majority countries travelling to the States in the early years of the Trump presidency, to migrant detentions at the start of 2020, the blocks on flights to Europe and China from the States, the suspension of the entry of immigrants using H-1B and J-1 visas into the country, and the change in immigration rules demanding that all students on an F-1 visa must leave the country has only taken four years.
The once unquestionable American argument that private interest and investment in bringing innovation from around the world into the US as a sustainable foundation for any driving force towards building a larger and technologically advanced global market dominance is now screeching to a halt before the American State-drawn limits of a parochial, national border.
It is not just American democracy that is under stress. The governments of democracies like India, which had once been praised and touted for their embrace of constitutional democracy, free media, and global capital after the 1990s, have little to no response for the multiple existing crises that the pandemic has only managed to weakly underline in a highly policed and fear-filled public discourse. The continuous targeting of academic spaces in India, the arrest of multiple students on arbitrary grounds using extraordinary laws in the middle of a severe health crisis, the endorsement of this by the Indian mainstream media, and all of this following a violent and majoritarian reworking of Indian citizenship by the Central government has a deep significance for those of her citizens studying in the US and currently facing expulsion due to ICE regulations.
In the past 20 years or so, the mobility of students between India and the United States, hasn’t been limited to an elite, or an upper middle class from big Indian metropolitans alone. The expansion in public education, enabled by the policies of the pre-Narendra Modi regime, that paid some attention to welfare state models of minimum basic social rights and accepted education as a universal right, created a large pool of first- or second-generation students who had high-quality undergraduate and Masters degrees.
While reservations were not properly implemented across educational institutions, its minimum execution in some institutions enabled Dalit students, and those belonging to other minorities and backward castes, to access national law schools, IITs and various other Central and state universities. It is the access to these quality institutions within India, and the rigorous training and relationships built in these, that enabled a large number of mobile Indian students one encounters elsewhere in the world today.
Contemporary American universities have large components of Indian students in different departments, and many of them come not from Delhi, Kolkata and Bengaluru alone, but also Guwahati, Darbhanga, Bhopal, Ahmedabad, Trichi, Panaji, Nagpur, Jodhpur, Rohtak, Mandi and Srinagar. Multiple highly skilled Indian-origin immigrants across the United States, and other affluent countries, were first trained in the public educational institutions that the Central or state governments built before moving to the United States for advanced degrees that gave them access to jobs anywhere in the world without necessarily 'draining' India of their interest, research or investment in her society, economy or politics.
The most obvious evidence of this has been the sheer financial, ideological and technological support that has been built and maintained across the Indian diaspora in the United States to sustain the BJP as a ruling party, and Modi as India's prime minister. But other flows of ideas, capital, labour, and research, that lie on a range of exchanges seemingly less insidious than the tightly-knit Hindutva networks also thrived because of the initial encouragement, networks, and circulatory power of educational institutions both in India and the United States. Many of these have returned to India to lead institutions, write/speak consistently in/to the media, invest in local businesses, and carry out innovative research within India.
Much of the research ranging from medical experiments to developmental studies to the humanities in India is carried out by scholars who divide their time between India and the United States, including many candidates on the F-1, J-1 or H-1B visas. Moving out of the national boundaries of a nation has not implied an escape or abandonment of the concerns of the nation in the last three decades.
The ICE regulations are not merely a blatant rejection of the overestimated privileges that international students paying for their education in America are often said to have. If implemented, they will imply the loss of thousands of scholarships, multiple collaborative projects, and little to no access to research funding, especially when all of these different and essential aspects to education and research are facing an extreme paucity within India today. Even if various stay orders are passed, the impact this will have on safe environments for education, research, and knowledge will endure.
With the repeated attacks on higher education and the exclusionary and incarceral policing of fixed national borders, both in India and the US, the varied promises and possibilities of having a visa to study in American universities which have access to almost every educational resource conceived of (including those who are marginalised or not considered as knowledge by all), of having the capacity to live elsewhere and learn from different political communities and the societies they have built or failed to, and of using higher education as a plank to secure one’s place in the world and expand one’s understanding of it is failing. Rebuilding it will not merely take a concerted effort from students, but will require polities as a whole to rethink the relevance of expansive knowledge and build an irreverence to confining borders.

We are now building on the experience of our successful outing in the 2015 elections. It is my hope that this wonderful team put together will anchor our campaigns to lead our party and its candidates to victory in the general elections in a few weeks’ time. “A victory for us as a party is a victory for all well-meaning Nigerians, who are committed to change from an inglorious past; where those in positions of public trust willfully took for themselves what belongs to us all; where the security of our citizens was second place to their acquisition of unwholesome wealth; where our economic growth was sacrificed for the fleeting ease of import dependency. “We have in the last 3 years and 6 months reversed this downward slide that the PDP took us in its 16 years of misrule. We have restored the territorial integrity of our nation, thanks to our gallant men and women of our armed forces. We are systematically engaged in all the remaining corridors of insurgency, kidnappings, robberies, herdsmen and farmers clashes. “We have reset our national values: corruption is no longer condoned and is no longer seen as normal for public office holders. Free, fair and credible elections are the foundation of political stability and peace in any nation. “We have insisted that votes must count and have maintained a policy of non-interference in elections. INEC has so far since 2015, conducted fair and credible elections in 195 constituencies nationwide, which have been attested nationwide to be qualitatively better than previous elections. “Let me reiterate my commitment to free and fair elections. How Do I Pick My Meals?
I am a person who loves to cook and is absolutely crazy for food. There are lots of people in this world who hate cooking, and there are also people in this world who only eat for sustenance; food just isn’t their jam (pun 10000% intended). That’s a perfectly fine experience, it just happens not to be mine. I am constantly thinking about my next meal with great anticipation. For me, this is all part of the fun and enjoyment, which is why the system works for me. Your mileage will vary! No judgement!
My own personal guidance system, listed in no particular order...

I read an article in the New York Times Health section a couple of years ago about the effect that eating within a 12-hour window has on the metabolism, and after some obviously-not-very-scientific experimentation, discovered that it really works for me when it comes to maintaining or losing weight, and inversely, can really directly contribute to my own weight gain. When I’m in rehearsal mode, I am up at 6:45am, out the door at 8:15am, at the rehearsal studio by 9am, breaking for lunch at ~2pm, leaving the studio by 7pm, and home by 8pm. If I eat breakfast at 7:30am, that means a couple of things... I will have to go probably 6½ hours between full meals, and I will automatically be breaking my own 12-hour window rule by eating dinner after I get home. This means that I’m going to plan for a protein-heavy breakfast, a substantial morning snack, a delicious lunch that will be the heaviest meal I’ll eat all day, a quality afternoon snack, and a very, very, very light dinner; I can’t go to bed with an empty stomach, so I’ll prepare something with high-impact flavor and texture but a low calorie/sugar count.
When I’m in 10-out-of-12 mode, I am usually up before dawn, home after midnight, and on my feet for most of the day, so all caloric and 12-hour window bets are off, but I try to focus on big flavors, filling food with a high protein content. I do also try to stop eating by 9pm because otherwise sleep can be elusive, no matter how tired I may be. I’ll be eating breakfast at home, but snacks, lunch, and dinner are all at the theater.
When I’m in show mode, I can sleep 'til 9:30am on a matinee or rehearsal day, and not set an alarm on a one evening show day! I’m out the door at 11 or 11:30am depending on my call time for the former, and sometime between 4-5:30pm depending on my call time for the latter. So it’s sometimes lunch and dinner at the theater, sometimes just lunch, and sometimes just dinner. No matter what, I'm able to cook a fresh hot breakfast once I’m in show mode, and I may not need to pre-prepare any snacks. I try to make a dinner that can be eaten early-ish and sustain me late so that I can avoid snacking when I get home sometime between 11:30pm and midnight. (But, in all honesty, I usually snack when I get home.)
I’m lactose intolerant!
Fun fact: lactose-intolerance can look like many things. To get graphic for a minute: it gives me the most painful diarrhea imaginable (I say this having had salmonella). But it could be worse, because I’m also the kind of lactose intolerant person that has a decent-ish lactose limit, so I can handle hard cheeses, certain processed ricottas, certain yogurts, commercially-produced ice cream, and so on. I cook with Lactaid products, but I don't depend on the pills because it feels too risky. I know what brand and style of sour cream works with my tummy chemistry. I eat soft cheeses in the comfort and privacy of my own home. Etc. The last thing I need is a digestive emergency at work; believe me... it has happened, it was mortifying, and it still haunts me.
Vitamins, minerals, and protein!
Am I eating enough fruits and vegetables? Am I getting enough calcium? (My mom has osteoarthritis, plus I have a pin in my heel holding a fracture together, so this is a real thing I think about constantly.) Am I close to my period, so does my body want extra iron? My brain seems to work faster when I'm eating a lot of protein... am I getting enough of that?
Do I love this food?
I love most food, but I LOVE LOVE LOVE soup, vinegar, hot sauce, cheese (I KNOW!), fennel, dark chocolate, citrus, basil, brussels sprouts, and mushrooms, to name of few of my favorite things. Obviously, a recipe that includes any or ideally several of any of these favorite things is going to be of very high value for me.
Calorie content!
I have a Fitbit (see? new tools are great to add to the overall arsenal!), and use the Fitbit Food Log tools fairly religiously. Within the desktop dashboard interface, I use the “create a meal” feature to input the ingredients of any new-to-me recipe that I’m considering adding to my meal prep routine and use that nutritional info to determine how many meals it breaks down to in a calorically responsible way, and whether that’s workable for my needs. If it’s something I want to make but it’s too much or too little food, I’ll look into freezing some portions for a later date, or scaling it.
Am I going to get bored?
I’ve figured out that 4 times in a single week, a lunch or full dinner (in 10 out of 12s, or show mode) won’t bore me, but 6 times in a single week, it will. I can eat the same breakfast or light dinner (in rehearsal mode) for a week, but then I can’t repeat it for at least a couple of weeks without ruining the experience for myself. I also avoid repeating main ingredients in any given week. This is the version of variety that is, for me, indefinitely sustainable in a manageable way.
Is there a fridge? Is there a microwave?
Some studios have neither. Some studios have one but not both of the above. Sometimes the line for the microwave is going to be half an hour long; sometimes I discover I'll have it all to myself. Some theaters only have a mini fridge for props. These are two big variables to have to factor into my planning. If needed, I can prep all meals that are stable for a while unrefrigerated (or with an icepack in my lunch bag) and are damn tasty at room temperature.
How complicated is the recipe?
In rehearsal mode, I can make soups, calzones, casseroles, braises, fresh bread, etc and still have time left in the day for the other necessary chores plus cuddle time with my dog who has patiently pined for my company all week, as I have for his. In 10 out of 12 mode, I am probably bringing work home on the day off, or sometimes going two weeks without a day off, so I’ll be leaning on previously-frozen food and quickly prepped things like kitchen-sink salads, grain bowls, and sandwiches. In show mode, I can make things like fresh pasta, macarons, and seafood because I have the time for a multi-step process that doesn't allow multitasking, plus I’ll be eating some of my full lunches or dinners at home on real dishes - luxury!
Speaking of seafood... does my food stink?
There is a human decency factor! A person can’t just go heating up seafood, broccoli, or cabbage in a shared space! I’m not a monster!
What do I have lying around?
Bulk buying is cheap buying. For example, it’s obviously more cost effective to buy the bunch of parsley for $1.99 instead of the single serving container of it for $1.50... that’s good home economics. But to make it actually worth my while instead of wasteful, I keep track of the stuff that’s sitting in the fridge and plan to use it up before it spoils. I can keep herbs alive for 2 or 3 weeks (depending on how fresh they were when I bought them). Cheese can sit for a couple of weeks when wrapped properly. Lactaid milk is actually good for a month after opening (joke’s on you, regular milk drinkers!). And so on. Plus, I generally scale pasta recipes so that I’m eating at most 2-3oz of dry pasta per meal, which means I’m often checking my cupboard and saying to myself “hey, use up that macaroni before you go buying penne.” A lot of my recipe modifications involve using what I have on hand, instead of buying something else.
What time of year is it?
I have long-ago stopped being surprised when my “on this day” memories on Facebook tell me that on this date sometime in my posting history, I made the exact dish that I also made two days ago. My cravings cycle seasonally, and if I’m going to enjoy my food, it of course has to feed those cravings. Winters are for chili, soup, and braised things. Summers are for vegetable risotto and things on the grill. You get it.
Finally, a note on where I’m looking for recipes:
I look everywhere. Occasionally, I make something up but more often I'm modifying someone else's recipe in a way that works better for me for any number of reasons. I’m a member of a couple of recipe exchange groups with friends on Facebook. I poke my friends who post great photos of great food on Instagram and ask them for the recipe. I subscribe to Food & Wine as an actual physical magazine that comes in the mail. I subscribe to the RSS feeds for Food52.com, SeriousEats.com, SmittenKitchen.com (she is amazing!), and the New York Times Health and Food sections; sometimes the RSS articles expire after 30 days before I get to them, but they’re there for me when I have time for them. I have the Epicurious, Food Network, and All Recipes apps on my phone, plus Food52’s (Not)Recipe app, which I regularly look to for inspiration. I talk to people in my real life!! Plus, I have a library of actual physical cookbooks! I used to travel with most of them when I was on tour (my roadbox was heavy); halfway through my time on the road, I got my first Kindle, scanned all of my favorite recipes, shipped my cookbooks home, and loaded up that first generation Kindle with over one thousand PDFs. Now, I have all of those PDFs plus about a thousand more in Dropbox folder organized by chef/source, so that it’s searchable and accessible from whatever device I prefer in the moment.

In the decades after the collapse of modern empires and the emergence of several newly-independent States, like India, political leaders and development theorists made popular an idea that came to be called brain drain theory. The idea was simply that the country's 'brightest', when given opportunities to study abroad, would leave the country taking not just their ideas and innovations with them but also the social capital or the networks that they shaped. Instead of their home countries benefiting from their talents, societies elsewhere, and, in particular, American or Western European universities, institutions and companies, would gain from the incredible perspectives that people from the developing world had to offer. Ironically enough, the theory was made popular by theorists who had left their home countries for more promising shores themselves. Brain drain came to be severely critiqued in the 1990s, with two significant sets of arguments among others: First, investment in varied forms of quality education and attempts to equalise accessibility to it had led to an acknowledgment that the 'brightest' were not limited to those who had opportunities to study or work abroad. Second, with the militant globalisation of the 1990s and the resulting mobility of labour, capital, markets, research, and communications across national borders, 'the brains' no longer remained confined to one part of the world but could easily travel, endow, and embed themselves in other parts of the world, especially places in 'the global south'. Today, both these forms of critique and the possibilities they sought to establish, are under attack. Its most immediate manifestation in centres that have benefited from the ideas and labour, and even investments, of diverse people from the rest of the world, are the new regulations by the US Immigration and Customs Enforcement (ICE) for international students. The ICE announced this week that all international students on F-1 and M-1 visas attending universities with courses registered entirely online may not remain in the United States. This announcement effectively leaves Undergraduate, Masters, and PhD international students in the US, most of them predominantly on the F-1 visa, with the following legally plausible options: Either they have to pack up and leave the country at the end of August if all their courses are online, or they could transfer to a programme or university that offers at least one in-person class which involves face-to-face interaction with a faculty member. President Donald Trump followed the ICE announcement, as he is usually prone to do, with a tweet which declared in capital letters: SCHOOLS MUST OPEN IN THE FALL!!! — Donald J. Trump (@realDonaldTrump) July 6, 2020 The president's response to the new regulations made it clear that foreign students have become pawns in the US federal government's strategic move to force American universities to open its campuses amid a global pandemic that has devastated the US far more than any other country in the world. After all, schools in other affluent parts of the world have opened now that many of these countries — especially those in East Asia and Europe have flattened the dreaded COVID-19 curve while the US struggles to encourage, or even defend, basic social distancing norms. However, all evidence indicates that opening universities will risk not just the lives of international students, but American students, faculty, and other employees of universities as well. Even as several universities file lawsuits against and seek a stay order on ICE's new regulations, the motivations of this arbitrary power play by the ICE and the POTUS and embedded in, and will have a long-lasting impact on the larger processes that have shaped the sustenance of the United States as a terminus for the untethered exchange of ideas, creativity, and innovation of the world's 'brightest'. Without a public health system in place, the people of the United States have had to witness its insurance-driven healthcare system struggle to cope with the high caseload of coronavirus patients. The health crisis is only one of the multiple crises that American society, economy, and politics are witnessing: A vast number of people have lost their jobs during the pandemic. Social distancing procedures have neither taken root in several American states nor have they been endorsed by various state administrations. Increasing economic inequality seems to be a growing inevitability in the visible future. The large and widespread protests following the murder of George Floyd have forced the country's White majority to severely rethink the various ways in which America's foundational institutions, including its privatised prisons, inherently reproduce a racist and incarceral everyday life for many of its minorities. Despite this being an election year, the 'core' liberal ideas of American constitutional democracy — upholding the dignity of each individual, defending the associative nature of politics, and checking the arbitrary power of the state — have lost the discursive and mobilisational power they once commanded. Amidst the humiliating failure of the American system to handle these multiple crises, ICE's move appears to be one that forces American schools to open their campuses as an inflated show of strength and recovery. There is little doubt today that American politics is rapidly hurtling towards curbing not just what Trump calls illegal immigration but different kinds of legal immigration as well. The transition from substantive calls to build a wall on the US-Mexico border and bans on those from certain Muslim-majority countries travelling to the States in the early years of the Trump presidency, to migrant detentions at the start of 2020, the blocks on flights to Europe and China from the States, the suspension of the entry of immigrants using H-1B and J-1 visas into the country, and the change in immigration rules demanding that all students on an F-1 visa must leave the country has only taken four years. The once unquestionable American argument that private interest and investment in bringing innovation from around the world into the US as a sustainable foundation for any driving force towards building a larger and technologically advanced global market dominance is now screeching to a halt before the American State-drawn limits of a parochial, national border. It is not just American democracy that is under stress. The governments of democracies like India, which had once been praised and touted for their embrace of constitutional democracy, free media, and global capital after the 1990s, have little to no response for the multiple existing crises that the pandemic has only managed to weakly underline in a highly policed and fear-filled public discourse. The continuous targeting of academic spaces in India, the arrest of multiple students on arbitrary grounds using extraordinary laws in the middle of a severe health crisis, the endorsement of this by the Indian mainstream media, and all of this following a violent and majoritarian reworking of Indian citizenship by the Central government has a deep significance for those of her citizens studying in the US and currently facing expulsion due to ICE regulations. In the past 20 years or so, the mobility of students between India and the United States, hasn’t been limited to an elite, or an upper middle class from big Indian metropolitans alone. The expansion in public education, enabled by the policies of the pre-Narendra Modi regime, that paid some attention to welfare state models of minimum basic social rights and accepted education as a universal right, created a large pool of first- or second-generation students who had high-quality undergraduate and Masters degrees. While reservations were not properly implemented across educational institutions, its minimum execution in some institutions enabled Dalit students, and those belonging to other minorities and backward castes, to access national law schools, IITs and various other Central and state universities. It is the access to these quality institutions within India, and the rigorous training and relationships built in these, that enabled a large number of mobile Indian students one encounters elsewhere in the world today. Contemporary American universities have large components of Indian students in different departments, and many of them come not from Delhi, Kolkata and Bengaluru alone, but also Guwahati, Darbhanga, Bhopal, Ahmedabad, Trichi, Panaji, Nagpur, Jodhpur, Rohtak, Mandi and Srinagar. Multiple highly skilled Indian-origin immigrants across the United States, and other affluent countries, were first trained in the public educational institutions that the Central or state governments built before moving to the United States for advanced degrees that gave them access to jobs anywhere in the world without necessarily 'draining' India of their interest, research or investment in her society, economy or politics. The most obvious evidence of this has been the sheer financial, ideological and technological support that has been built and maintained across the Indian diaspora in the United States to sustain the BJP as a ruling party, and Modi as India's prime minister. But other flows of ideas, capital, labour, and research, that lie on a range of exchanges seemingly less insidious than the tightly-knit Hindutva networks also thrived because of the initial encouragement, networks, and circulatory power of educational institutions both in India and the United States. Many of these have returned to India to lead institutions, write/speak consistently in/to the media, invest in local businesses, and carry out innovative research within India. Much of the research ranging from medical experiments to developmental studies to the humanities in India is carried out by scholars who divide their time between India and the United States, including many candidates on the F-1, J-1 or H-1B visas. Moving out of the national boundaries of a nation has not implied an escape or abandonment of the concerns of the nation in the last three decades. The ICE regulations are not merely a blatant rejection of the overestimated privileges that international students paying for their education in America are often said to have. If implemented, they will imply the loss of thousands of scholarships, multiple collaborative projects, and little to no access to research funding, especially when all of these different and essential aspects to education and research are facing an extreme paucity within India today. Even if various stay orders are passed, the impact this will have on safe environments for education, research, and knowledge will endure. With the repeated attacks on higher education and the exclusionary and incarceral policing of fixed national borders, both in India and the US, the varied promises and possibilities of having a visa to study in American universities which have access to almost every educational resource conceived of (including those who are marginalised or not considered as knowledge by all), of having the capacity to live elsewhere and learn from different political communities and the societies they have built or failed to, and of using higher education as a plank to secure one’s place in the world and expand one’s understanding of it is failing. Rebuilding it will not merely take a concerted effort from students, but will require polities as a whole to rethink the relevance of expansive knowledge and build an irreverence to confining borders. President Buhari surrenders campaigns to Tinubu to face governance
AHEAD of the February 16 presidential election, President Muhammadu Buhari, Monday, announced that he has handed over campaign activities to the national leader of the party, and Campaign Council co-chairman, Asiwaju Bola Tinubu, while he concentrates on governance.
President Buhari who stated this while inaugurating the All Progressives Congress, APC Presidential Campaign Council in Abuja, said that since his government came on board, the economy has become a prudently managed enterprise, while the nation’s resources have kick-started for the good of the country. The President said that he had warned security agencies not to intimidate voters, saying that the election must be free and fair. He appealed to members of the campaign team to resist being provoked and remain focused and civil in their campaigns, urging them to engage the citizens on issues and ask for reflection on the comparative difference between 2015 and 2019 on security, economy and corruption and abuse by those entrusted with leadership in Nigeria. The President who is Chairman of the Campaign Council, expressed appreciation to the party members for the privilege of being unanimously nominated to run as its candidate, unopposed, for a second term of office as the president of the country. Besides, he thanked “our hard working, long-suffering, yet resolutely committed fellow citizens, for the continued investment of their trust in our own commitment and competence to redirect our country and its governance towards sustainable and wholesome development.” According to him, “Nigerians voted us into power in 2015 because they put trust and confidence that we will make a great difference. We are now building on the experience of our successful outing in the 2015 elections. It is my hope that this wonderful team put together will anchor our campaigns to lead our party and its candidates to victory in the general elections in a few weeks’ time. “A victory for us as a party is a victory for all well-meaning Nigerians, who are committed to change from an inglorious past; where those in positions of public trust willfully took for themselves what belongs to us all; where the security of our citizens was second place to their acquisition of unwholesome wealth; where our economic growth was sacrificed for the fleeting ease of import dependency. “We have in the last 3 years and 6 months reversed this downward slide that the PDP took us in its 16 years of misrule. We have restored the territorial integrity of our nation, thanks to our gallant men and women of our armed forces. We are systematically engaged in all the remaining corridors of insurgency, kidnappings, robberies, herdsmen and farmers clashes. “We have reset our national values: corruption is no longer condoned and is no longer seen as normal for public office holders. The agencies of government are no longer equivocal in dealing with anyone who flouts our laws. “The high and low are receiving jail terms, loots are being recovered, and Nigerians are increasingly displaying the timeless values of honesty, honour and decency. I congratulate us all for making these changes possible. “Our economy has become a prudently managed enterprise. Our resources are now working for us, as we ensure the delivery of key national infrastructure, which were left unattended over these past years. “The direct impact of our policies on improvements in roads, railways, and power supply are evident. There is greater evidence of economic diversification seen in growing local production of agricultural produce and solid minerals. “Our government has succeeded in the last four years in halting national drift, removing the shadow of insecurity and fear dominating our life and reviving our economy from decline to stability and growth. “The macroeconomic health of our economy, indicated by several measurable factors such as a stable exchange rate, lower inflation, growing foreign reserves, has been applauded by independent local and international rating agencies. “In addition, the quality of elections since 2015 has continued to improve with declining levels of problems that have defined elections in the past. Free, fair and credible elections are the foundation of political stability and peace in any nation. “We have insisted that votes must count and have maintained a policy of non-interference in elections. INEC has so far since 2015, conducted fair and credible elections in 195 constituencies nationwide, which have been attested nationwide to be qualitatively better than previous elections. “Let me reiterate my commitment to free and fair elections. If there is one legacy I want to leave is the enthronement of democracy as a system of government. And for democracy to be enthroned, elections must be free and fair. That means citizens have a right to vote for candidates of their choice without intimidation in any form. I have warned INEC and security agencies to that effect. “We will keep insisting that votes must count. Our campaigns will be anchored on our performance in the last four years. There is no doubt that our party has succeeded in taking Nigeria to a new level of enduring peace, economic growth political stability, justice and progress. This is the new level we are promising Nigerians, the details of which we will take to Nigerians as we embark on our campaigns. “As we begin campaign in earnest, I implore our leaders to resist being provoked, remain focused and civil in our campaigns. Let us engage our citizens on issues and ask for reflection on the comparative difference between 2015 and 2019 on security, economy and corruption and abuse by those entrusted with leadership in Nigeria. “As we embark on the campaign to secure mandate for the next level, I want to acknowledge the sacrifices and contributions of all stakeholders who have endeavored to keep our party united, and our governance successful. “I urge members of this formidable team to always keep their eyes on the ball, which is the success of our party at the polls. I wish to appeal to all members to be guided by the enduring vision behind the formation and sustenance of our party, which is anchored, on sacrifice and imperative to salvage and stabilize our great and promising nation. “I appeal to all our members, and especially those who are in the campaign council, to unite and cooperate and ensure a smooth operation. Needless to add, Directorates could co-opt on full or part-time basic persons who could add value to our campaign and help us to attain success. “To my mind, the division of responsibility is clear enough. The Leadership that has formulated the campaign policy will supervise its execution; the Director-General will have overall responsibility for all aspects of the campaign, including field operations; while the Secretary will be responsible for all administrative and treasury-related activities of the council. “Even though we have only 40 days, this campaign is going to tax us all, because we intend to touch all corners of our great and vast country. But I must also add that, though we will all be deeply involved, I would like to assure the nation that I will do my part without making governance or my work suffer. Asiwaju Bola Ahmed Tinubu, my co-chairman, will be fully in charge, and is going to be on 24-hour vigil. “That is to say, the operational buck of this campaign stops at his table, and I therefore urge all of us in the leadership of this campaign, in the field operations on the campaign trail and in the secretariat to consult with Asiwaju whenever guidance is needed.” Hr congratulated APC candidates contesting in the elections and political opponents as well as APC aspirants that lost out in the party’s primaries but accepted to work for the party. He said, “I urge all those with any remaining reservations, to recommit themselves to the central task of our victory in the elections and to the greater goal of uplifting this nation towards its manifest destiny. “Having waited for all the dust raised by the nomination exercise, and the carefully worked out reconciliation processes to ensure some measure of healing, we are better placed to put together an all-inclusive campaign council, that will effectively engage the entire voting public throughout the length and breadth of our federation, and deliver a resounding victory for us at the general elections. “This Presidential Campaign Council was constituted with a conscious determination to ensure inclusiveness and excellence, and is expected to conduct a campaign based on our modest achievements to turn around our beleaguered nation from insecurity, stagnation and massive abuse of scarce public resources.” Also speaking, Director-General of the Campaign Council, Rotimi Amaechi pleaded with party members to vote for APC, noting that the opposition Peoples Democratic Party, PDP was ‘very hungry and can’t withstand poverty’ as its slogan when he was in the party was ‘share the money’.
