The first truly reoccurring Hemulen in the comics and original Moomin media in general (beforehand, Mr. Hemulen appeared in 2 consecutive books then disappeared. The Inspector appears in 5-6 comic stories during Tove's run alone, while most other Hemulen characters only appeared once, with the exception of Wimsy who appeared thrice in Tove's comics [one without dialog] and cameoed in the Dangerous Journey picture book.)

This fella actually wasn't a hemulen originally, more resembling a Hattifattener-armed ghost of sorts. I suppose the stereotypically Arabian hemulen look reads much easier as "genie" than Lars' original design.
