What's The Difference  Between Cannabis, Hemp, and Industrial Hemp?
So, hemp and cannabis are very similar. Legally speaking, it's only hemp if there is 0.3% thc or less. Otherwise its cannabis. Thanks to the 2014 and 2018 farming bills hemp has gained more and more legal status.  Its legal in oil form in most,  if not all us states. At the very least, its no longer expressedly illegal a lot of places. Cannabis has upwards of 500 chemicals and compounds that make it up. These chemicals interact with each other and within your body to create something called the entourage effect. We don't understand a lot of what these compounds do, but we know they work better together than isolated.
Since hemp is lacking thc, it will also lack cannabinoids that come from thc. Delta 9 thc is the most famous one, but delta 8 thc is a thing. Cbn. Metabolites of these. Raw forms of these.  
High quality cannabis will be planted 6+ feet a part. This gives lots of room for shade leaves and flowers to grow. 35% total cannabinoids is about the highest I've seen. High quality hemp will be planted in a similar manner, though 25% is the upper range I've seen for high cbd low thc flowers. These are all female plants to increase resins and decrease chance of seeds.
Now industrial hemp, thats a different beast. I mean its nearly the same as hemp, but its planted 4-6 inches a part. This makes for long stalks with little to no leaves or flowers. The bulk of cannabinoids form in the leaves and flowers. It's also a mix of male and female plants. It's seedy as hell. Industrial hemp has only about  89 cannabinoids compared to nearly 500! The concentration is also significantly lower. Usually around 5%. Most commercial oils dont even use the flowers or leaves for oil making! They produce oils from the sticks stems and seeds! With little cbd present, often harsh chemicals are needed to pull the cbd at all.
But what does this mean? Well think of something thats probably more familiar.  Alcohol by volume. A beer is usually around 6% alcohol, right in line with our industrial hemp figures. Wine and hard liquor. Comes in higher strengths. Port is usually around 15% alcohol. Rum and other liquors are usually  35-40% alcohol.  Then you can go bananas with stuff like 151, or grain alcohol like everclear or graves that can be 195 proof or 95% pure!
It might take 4 or more beers to get  buzz while a single mixed drink will do the same. Or a sip of grain alcohol. Its pretty much the same when you're talking cannabis. Some people may get effects from industrial hemp (the beer in the analogy) but you may need to use a lot of it to see those effects. While a much smaller dose of a high cbd low thc product could do the same for less product (port). Some still might not get desired results. Thats because cbd works best with thc, even if you arent trying to get high. For those people, I'd suggest using a cannabis strain thats high in both thc and cbd. The cannabis is the hard liquor in the analogy.  Concentrated oils like feco, rso, hash, dabs etc. This would be the grain alcohol or 151 equivalent. 
Unfortunately due to the legal status of cannabis, most end up growing their own or purchasing on the black market.  Cbd isn't psychotropic, so unless there's medical needs, most focus on thc to get high. That makes quality cbd sources hard to find in recreational / illegal markets.
Not all extractions are created equal either. Alcohol is a polar solvent. It pulls fat solubles as well as water solubles.  Direct oil infusions will only absorb oil solubles. Cannabinoids are fat soluble, so this isnt a problem. It limits things like chlorophyll,  which is better to get from leafy greens anyway. Co2 on the other hand is a limited extract. You have to blast the plant at multiple pressures to extract multiple cannabinoids. You are essentially making isolates then recombining them with a co2, while an alcohol extract just pulls everything.
In my opinion, the best oils are solvent extracts or direct infusion.
