IDEA - Clemmie is stuck going through the days of the 10th games over and over again. And once a victor is declared, the next day, she always ends up waking up on the day of the Reaping for the 10th games again. She's not sure what triggers the loop yet but she's going a bit stir-crazy from this.
From the time loops - she's been bitten by the snakes in her first time through, committed a murder or two in a few time loops, saved Arachne in some, befriended Reaper in a few, tried to ally with others.
In her current loop - she goes straight for befriending Reaper (he died in the last one and she almost committed a murder) and suggests a strategy that's a pretty out there.
Her idea: let's fake a romance. (Reaper's too shocked to realize he agreed)

Sort of see the Dovecotes being known for their love matches. Their stories well known (even if some are scandalous). Especially in the recent generations.

So as shocking as it seems, there are some who are like - this checks out. She is a Dovecote after all.

Her classmates have thoughts about a lovestruck Clemmie - Panem, she's lost it - and some try to make her see 'reason'. "Clem, it's just a silly crush/phase... that boy is NOT the love of your life."
A Clemmie that is in love is a bit 'unreasonable', in that she:
Brings food/water/medication to the tributes, with help from Sejanus. And later other mentors begin to do this, because from her head-over-heels ramblings, she manages to convince them to spend more time with their own tributes.
This bonding helps in the long run, because now they're becoming attached too.
Also because Fates forbid, Clemensia Dovecote charm ALL the tributes. Some of the tributes are already like - you wanna get my cooperation, take some notes from her. She's not even my mentor yet she brought us [insert requested item].
Reaper is a bit baffled by it all, because while Clemmie did say she'd do the heavy work in this, he did NOT expect her to commit to the bit so well.
He's not very good at reciprocating due to how flustered he gets.
'Move aside, lover boy. If you're not going to fall in love with her, let us have a chance.' - some tribute, probably. Mainly because it's obvious that he gets special treatment from her.
'Back off, that's MY mentor,' - Reaper. This does lead into him putting effort into pulling his weight in this strategy of theirs.
It also leads to increased attention on them, rather than the games. Maybe even more than the games. The Capitol has become invested in their relationship.
