Americans are moving to areas with higher climate risk. Over the past 20 years, counties and neighborhoods at high risk of extreme heat, droughts, wildfires, and floods have seen notably faster population growth than low-risk locations. These migration patterns reflect a variety of reasons—including the appeal of oceans and mountains and the desire to escape expensive housing markets. The pandemic accelerated these trends, with more people moving away from high-cost, relatively low-risk cities like New York and San Francisco to cheaper but higher-risk areas, like suburban Phoenix and coastal Florida. This can make it hard to disentangle the role of climate risk in households’ location choices.

Official statistics often focus on the aggregate economic costs of natural disasters, but physical damage to homes and neighborhoods is becoming increasingly salient to U.S. households. The Federal Reserve Board’s Survey of Household Economics and Decisionmaking finds that 16% of adults reported some disruption from a natural disaster in the previous 12 months, with property damage the most cited category of harm (see figure 1).

Households can reduce their physical and financial exposure to climate risk in a variety of ways, such as moving to safer locations, renovating their homes, or purchasing disaster insurance. But most Americans are not pursuing these strategies—at least, not yet. For policymakers, this raises the question: how can they encourage households, communities, and the real estate industry to reduce Americans’ collective exposure to climate risk so communities do not just survive, but thrive?

The goal of this research brief is to illustrate the wide range of policy tools that can nudge people to lower-risk housing choices. We focus on four distinct policy domains (see figure 2): mortgage and insurance markets, land use and development, construction quality, and local infrastructure resilience.

Within each policy domain, there are opportunities for federal, state, and local governments, as well as private sector firms and civic groups. The federal government plays a primary role in regulating mortgage markets and providing infrastructure finance, while state governments regulate property insurance markets, and local governments oversee land use. When considering new policy tools, determining how to allocate responsibility for funding, implementation, and enforcement across federal, state, and local agencies is a complicated and important question. Private-sector developers, contractors, real estate agents, and landlords work within the rules created by governments to build, retrofit, sell, and rent homes—responding in predictable ways to financial incentives and constraints.

As discussed in detail below, interventions range from low-cost, light-touch “nudges” (such as better information disclosure) to financial carrots (including tax incentives for home upgrades) to heftier regulatory sticks (like prohibiting development in high-risk locations). It is worth noting that the phrasing light-touch nudges refers to the intended effect on households (efforts to provide them with more options without creating obligations)—not that these levers are politically or technically simple.

Each of the tools presents complex questions about optimal policy design and implementation, questions that have important implications for such measures’ effectiveness and equity. For example, whether more resilient building codes should be only forward-looking or retroactive greatly impacts the number of homes affected, as well as who bears the cost of implementation. The goal of this piece is not to get into the weeds of policy design, but rather to illustrate the range of options. The breadth and depth of this policy toolkit creates political and financial opportunities: policymakers can start deploying the cheaper and/or less controversial levers sooner while building political support and finding resources for the bigger interventions.

By Neely James Staff Writer (Feb. 5, 2021) Heating units are seizing up across the Eastern Shore while snow falls through the air, and Worcester County Commissioner Theodore Elder sits at home waiting and hoping a HVAC technician will soon have time to fix the broken heating system.

Elder’s chilly house and week-long wait for service is one of the realities the county’s economic development department is facing, as it prepares to reconfigure its workforce training programs.

Tom Perlozzo, Worcester County’s Director of Recreation and Parks, Tourism & Economic Development, hopes to take a proactive approach to developing the local workforce with the addition of a new “workforce engagement specialist” position to his department.

The county commissioners on Tuesday agreed that the town of Ocean City and local businesses have struggled to fill skilled trade and advanced technology (STAT) positions.

Perlozzo also cited the disparity between local employment opportunities in STEM (science, technology, engineering, and math) fields and STAT, noting that “the local job market skews 70 percent-plus towards STAT.”

As part of the department’s workforce training efforts, the county had invested about $110,000 per year into STEM, with about $70,000 of that going to the contractor handling the program, Perlozzo told the commissioners.

STEM programs, however, were hamstrung in 2020 because of covid-19. To that end, Perlozzo told the commissioners he wanted to reduce the STEM program budget by 64 percent to fund the new position.

Elder was supportive of Perlozzo’s appeal, but unsure of the effect on STEM programs.

“STAT is very important in this county and the jobs are out there right now if you train them … the work is there and we need them in the county. I’m leaning towards supporting this, but I’m afraid. I have the fear that you’re going to take away from STEM too much to put to STAT,” Elder said.

“Other than that, I think it’s a good idea.”

“This position is much bigger than STEM or STAT,” said Melanie Pursel, director of the Office of Tourism & Economic Development. She articulated the job responsibilities, saying it will be a countywide effort not only to facilitate training and to coordinate job placement, but to also attract businesses and connect them with a trained workforce.

“We can really draw businesses to invest in ‘Maryland’s Coast’ because it’s a great place to raise a family, we have great health care, attractions like our great school system, beautiful natural resources, and the food!” Pursel said.

“It’s really the arrow in the quiver to be able to say, ‘We have a trained, ready workforce’ here in Worcester County,” she said.

Commissioner Chip Bertino told Pursel, “At the six-month mark that you have this person, you come back and you give us an update to what we’re doing, where we are...because you articulated it in a short period of time, and I could see it. I’m going to vote for this.”

When Chief Administrative Officer Harold Higgins indicated that he will be looking for results, Pursel confirmed she will put metrics in place to benchmark the success of the role. The commissioners then voted unanimously to add the workforce engagement specialist position with hopes for a better return on their investment in connecting jobs and people.

260 employers named and fined a total of £1.3 million for underpaying the National Minimum Wage and National Living Wage rates

The Department for Business, Energy and Industrial Strategy (BEIS) today (8 December 2017) named 260 employers for failing to pay 16,000 workers at least minimum wage rates.

Government investigators identified £1.7 million in back pay for some of the UK’s lowest paid workers and fined employers £1.3 million for underpayment.

Retail, hairdressing and hospitality businesses were among the most prolific offenders in this round. Common reasons for errors made include: failing to pay workers travelling between jobs, deducting money from pay for uniforms and not paying for overtime.

Business Minister Margot James said:

There is no excuse for not paying staff the wages they’re entitled to and the government will come down hard on businesses that break the rules.

That’s why today we are naming hundreds of employers who have been short changing their workers; and to ensure there are consequences for their wallets as well as their reputation, we’ve levied millions in back pay and fines.

Bryan Sanderson, Chairman of the Low Pay Commission, said:

The Low Pay Commission’s conversations with employers suggest that the risk of being named is encouraging businesses to focus on compliance.

Further, it is good to see that HMRC continues to target large employers who have underpaid a large number of workers, as well as cases involving only a few workers, where workers are at risk of the most serious exploitation. It is imperative that the government keeps up the pressure on all employers who commit breaches of minimum wage law.

If workers are concerned they are not being paid the correct rates then they can seek advice from workplace experts Acas.

Since 2013, the scheme has identified £8 million in back pay for 58,000 workers, with 1,500 employers fined a total of £5 million. This year the government will spend a record £25.3 million on minimum wage enforcement.

Rates will rise again in April 2018, giving young workers in particular the biggest pay boost in a decade.

Notes to editors

1) The government committed to promoting the delivery of fair and decent work for all in its modern Industrial Strategy.

2) This is the thirteenth round of government naming and shaming for employers who have failed to pay National Minimum Wage and Living Wage rates.

3) Employers have a duty to be aware of and comply with the different legal national minimum and living wage rates. If workers are concerned that they are not being paid the correct rates or if employers need more information about the legal requirements then they can seek advice from Acas.

4) Any complaints that are raised with Acas, where they believe there may be an National Minimum Wage underpayment, will be referred to HMRC.

5) HMRC follows up on every complaint received from Acas via the online complaint form.

6) Around 2,500 cases are currently being worked on by HMRC and eligible employers will be named and shamed after their cases have been closed.

7) Sectors that featured prominently in this naming and shaming round were:

34 retailers for 11,072 workers

58 hospitality businesses for 288 workers

40 are hairdressing businesses for 118 workers

8) The current minimum wage rates are:

National Living Wage (25 years and over): £7.50 per hour

National Minimum Wage for 21 to 24-year-olds: £7.05 per hour

National Minimum Wage for 18 to 20-year olds: £5.60 per hour

National Minimum Wage for 16 to 17-year-olds: £4.05 per hour

National Minimum Wage for apprentices under 19, or over 19 and in the first year of an apprenticeship: £3.50 per hour

9) The Low Pay Commission is the independent body that advises the government on the National Living Wage and National Minimum Wage.

10) The revised BEIS scheme to name employers who break minimum wage law came into effect on 1 October 2013. The scheme is one of a range of tools at the government’s disposal to tackle this issue. Employers who pay workers less than the minimum wage not only have to pay back arrears of wages to the worker at current minimum wage rates but also face financial penalties of up to 200% of arrears, capped at £20,000 per worker. In the most serious cases employers can be prosecuted.

11) Under this scheme the government will name all employers who have been issued with a Notice of Underpayment (NoU) unless employers meet one of the exceptional criteria or have arrears of £100 or less. All 260 cases named today failed to pay the correct national minimum or living wage rates and owed arrears of more than £100.

12) Employers have 28 days to appeal against the NoU (this notice sets out the owed wages to be paid by the employer together with the penalty for not complying with minimum wage law). If the employer does not appeal or unsuccessfully appeals against this NoU, BEIS will consider them for naming. The employer then has 14 days to make representations to BEIS outlining whether they meet any of the exceptional criteria:

naming by BEIS carries a risk of personal harm to an individual or their family

there are national security risks associated with naming in this instance

other factors which suggest that it would not be in the public interest to name the employer

13) If BEIS does not receive any representations or the representations received are unsuccessful, the employer will be named via a BEIS press release under this scheme.
