Toji deep down thought that Megumi would be better off in the clan because as long as he has the desirable technique he will be treated good, unlike what he went through due to the lack of it. Because being part of one of the most considerable clans must have been better than living with a discarded dad, right? So he not only sells him but also distances himself from him completely. And after all this he shows nothing but relief that Megumi isn't actually part of them and is still a Fushiguro. He might have forgotten his given name but it didn't matter more to him than the fact that he is still a Fushiguro and not a Zenin.
