I believe this is referring to The Mathter from season 4 of Kim Possible, Mathter and Fervent, in which an evil mad scientist is denied funding for his unethical mathematical experiments, and is thus thrown off the wall into full villainy

Also why are "mad scientists" always associated with chemistry????? Like a dude hysterically laughing bc his test tube turned purple??? What about Psychologists, or Anatomists, or just plain Doctors in the good ol' 19th century. If you know anything about their history, you Know they're the mad ones.
